...A cognitive perspective on language learners' listening comprehension problems Abstract In this article, I offer a cognitive perspective on the comprehension problems of second language listeners. I do this by identifying real-time listening difficulties faced by a group of English as a second language (ESL) learners and examining these difficulties within the three-phase model of language comprehension proposed by Anderson (1995, Cognitive Psychology and its Implications, 4th Edition. Freeman, New York). Data were elicited from learners' self-reports through the procedures of learner diaries, small group interviews and immediate retrospective verbalisations. My analysis showed 10 problems which occurred during the cognitive processing phases of perception, parsing and utilisation. Five problems were linked to word recognition and attention failure during perceptual processing. There were also problems related to inefficient parsing and failure to utilise the mental representations of parsed input. A comparison of two groups of learners with different listening abilities showed some similarities in the difficulties experienced, but low ability listeners had more problems with low-level processing. In the last part of the article, I highlight the benefits of researching real-time cognitive constraints during listening and obtaining data through learners' introspection, and offer some practical suggestions for helping learners become better listeners. Keywords * Listening...

Chapter 3 Selecting and Using Assessments

...CHAPTER 3 SELECTING AND USING ASSESSMENTS Introduction This chapter will address three issues: (a) the institutional assessment needs of workforce development organizations, (b) the assessment needs of individual youth to help make informed choices about their careers, and (c) the practical needs of practitioners for information about how to select and use different assessment tools. At the end of this chapter, Exhibit 3.1 contains information that can be used to help with the selection and use of assessments, including a directory of commonly used published tests. Meeting Institutional Assessment Needs Agencies and organizations in the workforce system use assessments to meet institutional needs in two ways-to determine a youth's eligibility for services and to document achievement of program goals by assessing the progress of program participants. The number of participants served and achievement of program goals can impact the amount of funding an organization receives. Funding for the youth programs considered in this guide may come from the Department of Education, the Department of Labor, other federal agencies, states, local governmental agencies, or a combination of these. Table 1.2 in Chapter 1 summarizes the eligibility and assessment requirements of IDEA, WIA Title I, and the Rehabilitation Act. More specific information on assessments mandated or permitted by several federal funding sources may be found in Appendix A. (Mandated assessments are...

Language and Englishlization

...For exclusive use Macquarie University, 2015 9-412-002 REV: APRIL 3, 2013 TSEDAL NEELEY Language and Globalization: "Englishnization" at Rakuten (A) Our goal is not becoming No. 1 in Japan but becoming the No. 1 Internet services company in the world. By 2050, Japanese GDP as a portion of global GDP will shrink from 12% in 2006 to 3%. As we consider the future potential growth of the Japanese market and our company, global implementation is not a nice-to-have but a must-do. — Hiroshi Mikitani, Chairman and CEO, Rakuten Group With less than a year to go before his self-imposed deadline of migrating to the exclusive use of English at Rakuten, Japan’s largest online retailer, CEO Hiroshi Mikitani (HBS ‘93) found himself seated outside Paris at the May 2011 e-G8 summit1. Seated alongside Internet, political, and business luminaries, Mikitani was among those shaping technology’s future agenda. But his future, his company’s future, was closing in on him. In a matter of days he would announce his acquisition of Ikeda in Brazil, marking another step in his company’s global ascent. And in a matter of months, he would evaluate its most critical stride toward becoming the world’s No. 1 Internet services company: the transition of his 7,100 Tokyo employees from their native Japanese to English, the global language of business. The future of his company lay in the success of his boldest step yet. Mikitani’s vision rested with his Japanese employees, who had fifteen...
