Japan,…..,….. believe that the recognition of third gender is to be implemented so that the LGTB persons can get their proper rights as human beings not only in the least developed countries, but also in the developed countries- it’s much better to say in all the countries. To that end we propose: 1. Countries, who are supporting the recognition of third gender already can provide education to them so that they can grow up as human resource of theire counties, not as burden. 2. About the third gender, government can create a awareness among the people from the very beginning by: * adding this kind of chapters in the text books * running volunteer gourps to spread the ideas about this. * recognizing the non-governmental organizations like NGO’s for working beside the governmental organizations to work on this issue. * Encourage parents for family lessons for this issue 3. Decision making of utilizing the number of third gender population on various works like: * Homecrafts * small industrial sectors * large industrial sectors 4. Enabling legal sex change operation (ideas from the past conferences, steps and resolutions) in the countries who don’t recognize third gender so that they can claim their rights and their position as human beings in those countries. 5. Decisions of aiding the countries who appreciate the recognition of third gender on some relevant conditions. 6. And finally the proposal to start a new project named, “United Nations Associations for Third Gender Rights” (UNATGR) for the proper implementation of aforementioned points where membership will be as follows: * Four nations from the DC’s * Four nations from the LDC’s and LLDC’s * Ten members elected annually by the committee
Voting rights will have to be worked out, but the UN format for sub-houses seems best. Of course, we are amenable to change.
