AR 600-85, paragraph 1-31g states, that unit commanders retain their authority to make personnel decisions except that initiation of administrative separation is mandatory for all Soldiers identified as illegal drug abusers, for all Soldiers involved in two serious incidents of alcohol related misconduct in a year.

The applicant was enrolled in the Army Substance Abuse Program (ASAP) and was aware of the consequences of any action which would demonstrate any inability after she has successfully complete such a program. However, the commanders specified in paragraph 1–19 are authorized to take final action on cases processed under this chapter.
