近日,上政的一名位于松江校区的学生W对于电信宽带收费存在疑问:上政校区是化为两部分的,一部分青浦,一部分松江,可事实上就是隔着一条小河,就变成了两个校区,所以宽带提供商分别变成了松江电信和青浦电信两个公司了。一样都是电信,宽带费用收的却是天壤之别。19——26号楼是新楼,划入松江,1——18是老校区的,化成青浦。2M宽带,松江的一年宽带费要交1440块钱!而青浦的只要600块钱!

这一问题一经提出,得到了许多同学的响应,松江大学城七校甚至联合起来组成了松江大学城维权团以维权团的名义出面与松江电信相关负责人进行协商以解决问题,维护我们学生自己的权益。维权团还开设了名为“松江大学城维权联合会”的新浪微博(http://weibo.com/u/2397808873 )

事情发展到这里,似乎问题有了进展,维权团与松江电信进行协商了解了情况,然而,问题还没有得到真正解决,等来的却是维权团的宣告解散。 11日维权团微博曾发文表示微博将于第二天正式运作,根据这个计划,它正式运作的第一条微博就是宣布其解散。 “松江大学城维权团”到它宣告解散只有5个小时,又过了几个小时,宣传部门就下达了禁止报道的通知。有人感慨,“(有关部门)反应真快”。 一个名为《谁黑走了我们的网费》的土豆视频已无法播放,维权团的微博,称维权团已解散,发布时间为12日晚11点半。松江大学城(管委会)已经介入事件,表示将解决问题,且“为避免影响松江大学城工作的正常开展,最大限度的维护同学们的利益,松江大学生维权团即日起宣告解散”。 13号下午,登录维权团的人人主页时,对方却设置了访问权限,更令人瞠目的是,其原本约200位好友只剩下了一位,通过日志篇数的减少,推测其最近的日志已经删除。维权团微博的名称也已经更改,最近的微博已全部删除。
消费者投诉、大学生维权、学校积极协助、商家及时回应、各方共同协商——这本来是多好的一起315案例,可惜被管斜了,被和谐了,而这和谐的背后又有多少不为人知的不和谐故事。总书记提出建立社会主义和谐社会,贯彻落实科学发展观,而施行者总是不停地和谐着社会。当作为形容词的“和谐”被用作动词,其含义也从美满祥和变成了粉饰太平。强压下的沉默绝不是和谐,对话与协商才是解决问题的正道。

目前为止,最令人感触至深的就是W的情绪和态度的变化——从了解网费差异时的义愤满怀、组建维权团是的踌躇满志、电信向她道歉是的欣慰欣喜以及被和谐后的焦虑恐慌。原本只是天性的表达和理性的诉求,希望通过协商沟通解决问题,并且满怀希望地相信事件向着“好的一面”发展,最后却发现“坑大水深”,感到“可怕”。

科学发展观是坚持以人为本,全面、协调、可持续的发展观。 科学发展观的核心是以人为本,以人为本,就是要把人民的利益作为一切工作的出发点和落脚点,不断满足人们的多方面需求和促进人的全面发展。我国的国体是工人阶级领导的、以工农联盟为基础的人民民主专政,国家的一切权力属于人民。因而,想要贯彻落实科学发展观,全面建设小康社会,实现经济社会更快更好的发展 ,首先要保证人民的利益不受侵害。学生是非常特殊的群体,是国家的希望,然而现今社会却俨然在形成一种“学生是最好的提款机”这一观念,这显然是当今和谐社会中不和谐的一笔,当今大学生维权意识增强,遇到侵权问题知道站出来维护自己的权益,但结果却是被“和谐”,“和谐社会”就是被“和谐”??

当然,最大担忧不是这起事件的被和谐,而是担忧对它的处理成为有关部门处理今后事件的模板——或许对这起事件的处理就参照了05年反日游行的模板。人们心中那根政治琴弦会越绷越紧,奏出越来越多粉饰太平的“和谐”音符。并且处置类似事件的模板也越缩越紧,越发压缩着呼吸的空间。这样下去,又何谈贯彻科学发展观,社会的发展呢?

附文:转自某博客 从我听说“松江大学城维权团”到它宣告解散只有5个小时,又过了几个小时,宣传部门就下达了禁止报道的通知。有人感慨,“(有关部门)反应真快”。我觉得反应不仅快,而且过激。 12号傍晚一位熟人爆料,松江某高校学生投诉松江电信校园宽带收费过高,怀疑代理商非法渔利。该高校学生还和同病相怜的松江大学城学生组成维权团,试图抱团维权。 很方便就搜到了最初的那篇人人网日志,当时的浏览量已经过万,发表日期为3月8日。 日志作者W是该校大二女生,据日志所述,其学校宿舍区横跨青浦与松江两区,她所住的宿舍宽带属于松江电信管辖,2M网费为每年1440元,而属于青浦电信的宿舍2M网费只需600元。W还宣称她通过与电信客服联系,查出其宽带账号在电信部门的登记信息是每月40元,所以她觉得自己的网费是被代理商“黑”了。 从日志标题里六个感叹号和行文措辞,看得出来W有点牢骚满腹甚至义愤填膺了。不管松江电信是黑是白,同一所学校的同一片宿舍的同一带宽竟然有两种资费,并且相差二三倍,多付钱的能不发牢骚吗?这就像是妹妹发现妈妈把大个儿的苹果给了姐姐,她怎能不撅着小嘴儿、跺着小脚儿、耍个小性子抱怨妈妈偏心? 在日志的最后W呼吁“各位有志于联合维权的坚定地同学加入我们”,并附上了维权团的微博地址。我在维权团的微博上看到了他们的QQ群号,试图加入却被告知人员已满。一个名为《谁黑走了我们的网费》的土豆视频已无法播放。 当天W还发状态称,据其学校学工办(学生工作部门)消息,松江电信已经承认她反映的问题属实,学工办正在积极联络松江七校的对应部门。松江电信局13日也将与八校团委和维权团代表开会协商。“总的就是校方作为中间纽带,电信……要听听我们的意见。事情已经向好的一面发展了,耶!!!” 一连串的感叹号仿佛也难以抑制W的欢喜与成就感,维权团的努力、学校部门的斡旋和电信部门的坦诚交织成了“好的一面”,但是W显然没有预料到“坏的一面”是什么。 说实话,我原本对这个选题并不感冒,主要是担心电信部门的商业公关能力太强。不过,该高校横跨两区的特色、315的档期以及包括电信部门在内各部门积极友善的处理态度,让我觉得还是很有必要做的,而且难度也不大。于是,当晚给W发了私信,希望尽快能采访到她。 第二天上午打开人人网,没有收到任何新鲜事,本以为W昨夜今晨没上网。然而,进入W主页却发现其转发了维权团的微博,称维权团已解散,发布时间为12日晚11点半。 状态称松江大学城(管委会)已经介入事件,表示将解决问题,且“为避免影响松江大学城工作的正常开展,最大限度的维护同学们的利益,松江大学生维权团即日起宣告解散”。 尽管先前维权团发布的公告称,其目的只在于解决八校的宽带不合理收费问题,但是目前这一问题还在进行中,维权团突然的偃旗息鼓不禁让人感到疑惑。具有讽刺意味的是,11日维权团微博曾发文表示微博将于第二天正式运作,根据这个计划,它正式运作的第一条微博就是宣布其解散。 W当晚还转发了另外一位维权团成员的人人网状态,其中一句为“然实则今日之情事,远非吾力之所能及,古人云,尽其力也而不能至者,可以无悔矣。此番决断,亦属无奈”。 维权团的突然解散完全打乱了我的报道计划。首先声明,我是个极其不称职的实习生,长期赋闲在家,所以当时也不知道宣传部门的禁令。我与我的带教老师联系,他觉得这块料蛮有意思,但是让我不要涉及维权。 我先后向数位维权团成员发出采访的请求,几乎都是石沉大海。前一天还闹闹腾腾的,一夜间仿佛都人间蒸发了,我都怀疑是刑法修正案73条提前实施了。 有消息称,W目前压力巨大,觉都睡不着。作为准记者,我对包括W在内的维权团成员拒绝采访很是不爽,但是换位思考,正如那位学生的状态“此番决断,亦属无奈。” 大二时,我在人人网发文批评学校里一次严重的“教学事故”,第二天就被副院长请去谈话了。尽管副院长很是和善,但是年幼胆怯的我还是一夜难眠。现在,维权团成员面对的压力一定比我当年大多了。作为一个曾经胆怯过的学长,我实在不好意思诟病维权团学弟学妹的退缩。 13号下午,我再次登录W的人人主页时,对方却设置了访问权限,更令我瞠目的是,其原本约200位好友只剩下了一位,通过日志篇数的减少,推测其最近的日志已经删除。维权团微博的名称也已经更改,最近的微博已全部删除。 毫无疑问,W是在受到很大压力下做出删日志和删好友的不正常行为的。我甚至可以确定,她的这种不正常行为是在某些人的监视下进行的。

14、15号,我对松江大学城和W所在的学校进行了走访,现将情况简述如下: W所在学校的宿舍区被一条南北流向的小河分隔,河两岸分属青浦和松江两区。2010年,该校在松江区域新建的8幢宿舍楼投入使用,其宽带业务归属松江电信管辖,而其他宿舍归属青浦电信。目前,同样是2M的电信宽带,属于青浦电信管辖宿舍的费用是,每月50元,免初装费,属于松江电信管辖宿舍则是每月150元,包年1440元。根据收据上的信息,青浦方面加盖的是电信局公章,松江方面加盖的是某通讯公司的财务章。作为电信代理商的该通讯公司就是W所指摘的主要对象。 松江大学城的电信宽带由另一家公司代理。根据大学城电信受理点去年8月的一份通告,2M宽带由每月150元降至130月,包年由1440元(15个月)降至1100(12个月),包年业务实质上是不降反升的。初装费依然是310元。 昨天在一个名为“上外学权”的人人账号看到了其采访大学城电信工作人员的一些说法,其中提到了一个“体验2M”的套餐。根据日志所述,这个套餐第一年1100元的费用包括绑定的600元手机费,而第二年起年费为500元——“单纯的网费”。当然,我对这个说法心存疑虑。如果这个说法属实,电信部门无非是不打自招——网费实际应为500元。 说实话,我现在的焦点不是网费多少,而是有关部门遮遮掩掩的行为和讳莫如深的态度。某些部门也一定能为其偷偷摸摸的行为找到冠冕堂皇的理由,但是这种行为本身就不光彩,理由是无力的。 14号我以学生身份到松江大学城管委会反映网费问题,某工作人员表示了解这起电信投诉。被问及管委会和电信部门是否在协商以及处理态度时,对方闭口不答,只是一再强调“事情会变好的”。 后据其他来源消息,13号由管委会牵头,松江电信和八校团委举行了协商会。会上,松江电信承认W所在学校的电信代理商存在违规。但是对于大学城的情况似乎没有明确表态。 15号、16号我分别致电W所在学校的学工办和团委,对方以“最近生病刚回岗位”和“信号不好”为由拒绝了对电信事件的采访。对于该校对此事件前后截然相反的态度,某记者戏言,可能是前期某些老师政治素养太低。 很难想象,一起涉及价格投诉的消费者维权事件竟被当做政治事件来处理,一个试图利用理性诉求、合理手段协商解决问题的学生团体就这样夭折了,准确地说是被扼杀了。 我以一位希望继续深入这起价格投诉问题的学长身份联系到了一位维权团成员。ta在短信里提到了如下一些词:“坑大水深”、“特殊群体”、“89.6.4”、“可怕”、“低调”。可以看到,该学生一定受到了有关人员的教育,甚至是威吓,就连64也被拿来作为吓唬小朋友的大灰狼。 这件投诉维权事件的发展确实出乎我的意料,而据目前我所了解的信息,松江大学城管委会的介入无疑是事件性质变化的重要转折点。或许其中涉及到利益关系,如果松江电信在W所在高校的管理存在疏漏,收费存在不合理,在松江大学城也有可能存在类似问题,而大学城涉及到的是一个更加庞大的群体。 当然,我从未当然地认为大学城电信代理商或者某些部门存在严重问题,我也多次试图从管委会和电信部门了解情况,可惜至今无果。单从商业角度,我希望电信部门以较为直接的方式给予大学生消费者答复。 消费者投诉、大学生维权、学校积极协助、商家及时回应、各方共同协商——这本来是多好的一起315案例,可惜被管斜了,被和谐了,而这和谐的背后又有多少不为人知的不和谐故事。总书记提出建立社会主义和谐(adj.)社会,而施行者总是不停地和谐着(v.)社会。当作为形容词的“和谐”被用作动词,其含义也从美满祥和变成了粉饰太平。 目前为止,对我感触至深的就是W情绪和态度的变化——从了解网费差异时的义愤满怀、组建维权团是的踌躇满志、电信向她道歉是的欣慰欣喜以及被和谐后的焦虑恐慌。原本只是天性的表达和理性的诉求,希望通过协商沟通解决问题,并且满怀希望地相信事件向着“好的一面”发展,最后却发现“坑大水深”,感到“可怕”。 我非常同情这个女孩,她的心灵受到了伤害。或许,她以后再也不会有天性的表达和理性的诉求,再也不敢提到维权——哪怕只是消费者维权,再也不敢呼吁大家一起,而成了一个应声虫,一个浆糊女,甚至当别人准备展示天性和理性时,她还会泼几盆冷水,甚至道听途说的64坦克来吓唬别人。 我也很同情和欣赏W所在学校学生部门的老师,虽然他们最后不得不避而不谈,但是这群“政治觉悟不高”的老师最初能够像一个“正常人”积极帮助学生协商解决问题,还是值得赞赏的。只是后来受到某些压力而被扭曲了,于是他们又无奈地扭曲着W。试想,以后该校如果出现类似的情况,这些“有经验”的老师一定会第一时间将其扼杀。 我的最大担忧不是这起事件的被和谐,而是担忧对它的处理成为有关部门处理今后事件的模板——或许对这起事件的处理就参照了05年反日游行的模板。人们心中那根政治琴弦会月绷越紧,奏出越来越多粉饰太平的“和谐”音符。并且处置类似事件的模板也越缩越紧,越发压缩着呼吸的空间。 上周坐公交车时,听到妈妈A和身边的另一位妈妈B聊天,妈妈A说自己上小学的儿子虽然成绩优秀,但还是不受一些老师待见,因为自己儿子比较调皮。她觉得老师大多喜欢那种遵守纪律的乖乖男、乖乖女。妈妈B一语中的道出了个中缘由,“老师才不想那么多呢,学生乖点好管理他当然喜欢。” 孩子调皮捣蛋出于天性,学生消费者维权出于天性也出于理性。惹是生非、故意制造混乱固然要不得,但是借便于管理、维护社会秩序之由,肆意利用宗教般的权威、家长搬的权力和威胁粉饰的手段对天性和理性的合理表达进行抑制更加不应该。 我作此文的目的旨在记录,“为了光阴流逝使我心安”,个别事实如有所出入,见解有所浅陋,忘请海涵!

As classes went on another three-storey with 15 classrooms was also constructed, 300 second year and 212 third year students from Bagong Silang Hish School were transferred. Along with them were 8 teachers. The first inauguration of the said buildings was held February 6,1998.
