Procedure for Application for Accreditation of New and Renewing Student Organizations
Important - Only accredited organizations can schedule activities using the WVSU facilities 1. Download and print the Procedure and Guidelines with Application Forms from WVSU website (pages1-10). Accomplish the forms and arrange and secure them neatly in a long-sized folder with a fastener. Print the name of the organization on the front cover and submit the application with all requirements to the: Office of Student Affairs (OSA) – for University organizations College Committee on Student Organizations (CCSO)- for college and class organizations Deadline for submission of application is 4th week after the opening of classes in June. The Accreditation Committees are composed of the following: University Organizations 2 student representatives from the USC 2 advisers of university student orgs 2 guidance counselors 1 coordinator of student orgs (who shall serve as chairman) College Organizations 2 representatives of the CSC 1 adviser of college student org 1 guidance counselor of college 1 dean or director (who shall serve chairman)

2. The Accreditation Committees may call the officers of the student organization for interview if necessary. 3. Approval of the application for accreditation shall be based on the following:

Rules and Guidelines Governing Student Organizations
1. Only approved or accredited organizations can schedule activities using the WVSU facilities. 2. Organization with activity using the WVSU facilities must have permit endorsed by the adviser and approved by the authorities as specified in the permit. 3. The OSA Dean or CCSO Chair must be informed about the presence of speaker in a symposium, lecture or conference scheduled by the student organization as reflected in the request for permit. 4. Consent of the faculty adviser is required in the organization’s activities, including those that are outside the WVSU premises. 5. The OSA Dean or CCSO Chair must be informed in writing in case an activity is cancelled or postponed. 6. The OSA Dean or CCSO Chair must be informed of changes in the set of officers or the amendments in the Constitution and by-laws of the organization immediately after the changes are enforced. 7. Recruitment of freshmen by fraternities and sororities is strongly prohibited. Violation of this shall subject the officers and members of the organization to cancellation of the application. 8. Falsification and withholding pertinent information in the application for approval or accreditation of the organization shall subject the officers and members of the organization to cancellation of the application. 9. No activity should be scheduled two (2) weeks before the exam. 10. Liquidation of expenses should be done within two (2) weeks after the activity using the format of S O Form H. This is a must for the approval of the next activity. Liquidations with receipts must be submitted to the CCSO or OSA. All liquidations are required for clearance at the end of every semester. Bankbooks and cash should be deposited with OSA or CCSO for safekeeping at the close of the school year. 11. Have a passbook with WVSC Multipurpose Coop or a reputable bank for your finances. Signatories for bank transactions should be the adviser, chairman and treasurer.

...It seems to me that Twain is actually satirizing adult or "learned" behavior, or perhaps conformity in general. Notice how he treats several topics, such as obedience, deference or respect, and lying. He inserts certain words that betray the stated purpose. For example, he writes, "obey your parents, when they are present," because they "think they know better than you," actually implying that parents do not know more. Regarding respect, he writes, "Respect your superiors, if you have any...," as if to say there may be none superior to you. His discussion of lying is very interesting. He warns youth "to be very careful about lying," or else "you are nearly sure to get caught." He then continues the discussion of how we should not lie until we've grown & learned enough to become "perfect" liars, with "confidence, elegance, and precision." He then continues to further support his theme of the adult world that so admires a "lie well told" that it rewards the liar with profit & accolades.
