Good morning/afternoon ladies, gentlemen and fellow youths. I'd like to bring your attention to an incident that occurred a couple months ago involving my brother. He was out celebrating the New Year and within the course of a few minutes, was incapacitated and sent to hospital by what's known as a 'king hit' or a 'one-hit punch'. The pain and grief that comes from losing a loved one, especially by something so foolish is distressing and I'm sure that some of you have been in the same position as me. Now what comes to mind when the phrase 'king hit' is mentioned? Is it perhaps a memory? A story you've heard about? Or maybe a news program you recall watching detailing the tragedy of yet another young person's death. For those of you who are still unaware of what I am talking about, these incidents occur mainly well into the night where predominantly young men will get into groups and form some sort of disagreement, generally fuelled by alcohol, then one of the men will be punched, usually in the head and fall to the ground. Unfortunately, in some of these cases people have died and the issue has definitely become a bit of an epidemic particularly over the holiday season. Since bars and their booze-serving times are directly related to these incidents, this brings to my perspective, a concept that bars should have a restriction on the time alcohol can be served.
This restriction would undoubtedly decrease the number of alcohol-fuelled scuffles in general and would lessen the chance of an incident such as a king hit from occurring as these have devastating effects on the individual as well as the society. Just over a month ago, my brother Daniel Christie, a teenager just like you and I with dreams and aspirations passed away in a hospital bed in Sydney and became Australia's 15th fatality from a king-hit punch in six years. He was with a friend and were celebrating the New Year when he was assaulted by a martial arts fighter in Kings Cross who was under the influence of alcohol. To date, 91 lives have been claimed by a king hit since 2001 with alcohol playing a part in 82 of them. Seeing as though the majority of king hits are alcohol-fuelled, restricting supplying times of liquor is unmistakably a step in the right direction.
Furthermore, when the bar has a certain time restraint for alcohol supply, it will limit the amount of alcohol consumed. This, in the long run will provide a better effect on people's health and wellbeing. As I'm sure most of you have already heard all the negative stuff about what alcohol can do to you, I shouldn't have to go into detail about it all. You should already know that alcohol is a toxin and toxins are in of no way any benefit to you. A report received by the Victorian government from the Auditor-General showed that alcohol-related ambulance attendances in metropolitan Melbourne more than tripled between 2010-2011 and alcohol-related assaults in Victoria increased by 49 per cent. By limiting the times alcohol is served, we free up valuable human resources so police and ambulance services would be able to use more of their time to assist those in need rather than dealing with intoxicated troublemakers.
In addition to reducing the number of alcohol-related incidents, restricting the times that alcohol can be served will also create a safer night environment for night dwellers and encourage more people to go out at night. You would no longer have to worry about encountering drunken threats late at night and this will eventually lead to a boost in the services sector economically. Perception is undeniably important and doing this will build a reputation that will with no doubt attract more customers.
On the other hand, there are a variety of opinions to debate this view. One of them being that this is penalising responsible drinkers. However in the countless cases where people have been in alcohol-fuelled brawls, the responsible drinker is always at risk of an unprovoked attack. Too many of these incidents have resulted in a responsible drinker being knocked out or injured and something needs to be done to minimize these attacks. Sydney premier, Barry O'Farrell has responded to the king-hit incident mentioned previously and has implemented a law similar to the concept of bars having a restriction on alcohol-serving times. He has also stated that "This is not about penalising responsible drinkers. It is about attacking the irresponsible acts of those who allow themselves to be intoxicated, whether by drugs or alcohol."
So, by restricting the time alcohol can be served by bars and pubs, we reduce the chances of any horrific injuries caused by primarily king-hits and other alcohol-fuelled fights. We would also be contributing to the wellbeing of countless people at the very least by reducing the amount of alcohol that is consumed. Creating a safer night environment would also be a result of the restriction which in the long run will benefit the society, both economically and socially.
