Title Bank Account Opening Information System (BAOIS)

General Description - Overall Function / Purpose Bank Account Opening Information System (BAOIS) is the information system (IS) used to accumulate information, process it and store all the relevant information into the database in the bank. BAOIS also provides computerised and non-computerised information processors and stores in which how the system functions is to capture inserted information as input, processes this information, and generates it into output which is Automatic Teller Machine (ATM).

Users (or Other Information Systems) and Functions / Uses ● Customer (Local): Customer need to provide relevant documents in order to request for a bank account in which passbook and ATM card will be received by the customer as an outputs.

● Customer (Foreigner): Customer provides relevant documents to request for opening a bank account which passbook and ATM card will be received by the customer as an outputs.

● Customer (Cooperate): Organisation have to provide relevant document to request for a bank account in which passbook and ATM card will be received by the organisation which also called as a corporate bank account.

● Pin-Entry Access Gadget: The Secure PIN-Entry Device captures a 6-digit personal identification number (PIN) that the customer themselves input onto a keypad.

● Automated Signatory Device: The Electronic Signature System captures the customers digital signature which the customers themselves input by signing on a digital pad.

Instance United Overseas Bank (UOB), The Oversea-Chinese Banking Corporation Limited Bank (OCBC), Post Office Savings Bank (POSB), and The Development Bank of Singapore Limited (DBS) are examples of Singapore’s local banks that implement Bank Account Opening Information System (BAOIS). These banks use the BAOIS to collect information, and process the relevant details of the customer and therefore store information pertaining to customers who are going to request for a bank account. Customer will provide the bank with information which will be converted internally to produce output in the form of bank book and ATM card.

2. External Description of the Information System

Inputs

Customer (Local): Customer will provide details such as Full Name, Gender, Local Contactable Details (E-mails, Phone Number), Date of birth, Identity Card Number, and Residential Address.

Customer (Foreign): Customer will provide details such as Name, Gender, Contactable Details (Local or International), Nationality, Date of birth, Passport number, Passport Expiry Date, and Residential Address (Local or International).

Cooperation: Customer that represents the organisation has to bring all the relevant documents according to the rules and regulations in the bank such as Board of Directors Resolution, Certified True Copy of Certificate of Incorporation, Certified True Copy of Company’s Business Profile from Company Registrar, Certified True Copy of Company’s Memorandum and Articles of Association (MAA), Certified True Copy of Passport or NRIC, Residential Address Proof of Directors, Signatories, and Ultimate Beneficiary Owners.

PIN-Entry Access Gadget: The gadget will capture the six digit numbers that customer has thought of as the input in which the customer has to type the number on the digital pad in order to store into the system.

Automated Signatory Device: The device will capture a signatory that has been provided by the customer as an input in which the digital pad will capture the signatory and store it into the system.

Outputs Customer: Customer will receive the bank account information comprises the bank account number, a bank book, an ATM card with 16 digit number attached on it.

Information Processing Customers who are requesting for a bank account have to go to the bank personally due to the security concern. Customers or Cooperation representative have to provide the details of the individual or company information respectively as the input of the Bank Account Opening Information System (BAOIS). Internally, the bank will use all the components in the bank that also include the authorised staff who are responsible to convert the information into the output such a Bank Book information and ATM card information.

Information Stored Input: Full Name, Date of Birth, Gender, Identification Number/Passport Number, Nationality, Passport Expiry Date, Contactable details (Local or International), and Residential Address (Local or International). Output: A Bank Book Information, and ATM Card Information.

● Customer (Local)*: The customer is required to provide relevant personal particulars information such as Full name, Gender, Date of birth, NRIC Number, Residential Address. Contact Details (E-Mail/Phone Number), and Minimum Amount of Deposit.

● Customer (Foreign)**: The customer is required to provide relevant personal particulars information such as Full name, Gender, Date of birth, Nationality, Passport Number and Expiry Date, Residential Address (Local or International), Contact Details (Local or International), and Minimum Amount of Deposit. ● Customer (Corporate)***: The customer who are representing a company is require to provide a Board of Directors Resolution that authorised for the opening of the bank account. Certified True Copy of Certificate of Incorporation, Certified True Copy of Company’s Business Profile from Registrar, Certified True Copy of Memorandum and Articles of Association (MAA), Passport or Identification Number, Residential Proof of Directors, Signatory and Ultimate Beneficiary Owners.

● PIN-Entry Access Gadget****: The Secure PIN-Entry Access Gadget will capture 6- digits Personal Identification Number (PIN) from the customer and store it as an input.

● Automated Signatory System*****: The Automated Signatory System will capture the digital signature of customers who sign it on the digital device.

● Customers******: Customers who successfully have been granted an account with the authorisation from the bank, they will be provided with a Bank Book and an ATM Card that contains information such as the name of the bank, the customer’s name, a bank account number, and account balance.

4. Internal Description of Information System

Information Processors

● Bank Teller (Non-Computerised): The Bank Teller (BT) is the authorised staff in the bank who will receive the detailed information from the customers who are requesting for an account. Moreover, BT has to seek for approval from the Bank Administrator (BA) before all the relevant details about customers are allowed to be stored into the computerised or non-computerised store.

● Bank Administrator (Non-Computerised): The Bank Administrator (BA) receives the customers information and processed it by entering the information that provided by the customer into the computerised information processor which is the Bank Account Opening Information System (BAOIS). Furthermore, BA has to seek Bank Supervisor (BS) for approval in order to print the a bank book and activate an ATM card for the customers and therefore BA also allow to file all the non-computerised document into the Bank Account Opening Cabinet.

● Bank Supervisor (Non-Computerised): The Bank Supervisor (BS) is allow to grant approval or disapproval the customers application by retrieving any prior records the customer may have with the bank or his financial status before BA can move on the next step.

● Bank Account Opening Information System (BAOIS) [Computerised]: The BAOIS captures, processes and stores all the information input by BA as well as responsible in generating a bank account number and an ATM card number that are individually unique to every customer. ● Printer Processor (Computerised): The Printer Processor receives the customer information from the BAOIS, programs, prints and produced it into an ATM Card and a Bank Book for each of the customer.

Information Stores

● Customer Detail Information File Cabinet (CDIFC) [Non-Computerised]: CDIFC holds all the completed bank account opening applications forms attached with copies of relevant supporting documents. The BA is responsible for manually collating all the documents and filing them in a proper order into the Customer Details Information File Cabinet (CDIFC).

● Customer Detail Information Database (CDID) [Computerised]: The CDID will be able to hold all computerised or electronic information belong to the customer. This information will be input by BA which stored digitally in CDID including the customers PIN Number and Digital Signature.

Communication Networks

Internal Communication Networks Local Area Network (LAN): All the employees workstations are linked by LAN. These include the workstations of the CSO, BA and BS.

Human interaction is also considered a form of network communication which is vital to observe information as it passes between employees. This is a representation of the communication that occurs between employees:

As it can be seen in Figure 2 that the Bank Teller (BT) receives and validates the information that is provided by the customer (local), or customer (foreign), or customer (cooperate). After doing so, BT hands over the completed forms and copies of the relevant supporting information to the Bank Administrator (BA). The BA then rechecks again the information provided before passes down to the Bank Supervisor (BS). As BS has approved the documentation, BA is now allowed to input the information into the Bank Account Opening Information System (BAOIS) as well as passes it to the Bank Supervisor for final approval. BA also responsible to archive all the non-digital paperwork into the Customer Details Information File Cabinet (CDIFC). The Bank Account Opening Information System will process the information that has been supplied by the BA and generate a personalised unique bank account number as well as an ATM Card number. Once approval is received by the BS, the BAOIS will send the information to the Printer Processor and store the information in the storage database known as the Customer Detail Information Database (CDID). The Printer Processor will then begin to program, print and emboss the bank book and ATM card. The BT will then collect the bank book and ATM Card from the CDID and issue it to the customers as output. 6. Further Notes

SOME HIGHLIGHTS In terms of recommendation no. 172 of the Working Group on Customer Service in Banks (Talwar Committee), 1.banks were advised to establish customer service committees at branch level. Further, in terms of recommendation no. 3.68 of the Committee on Customer Service in Banks (Goiporia Committee), banks were advised to rejuvenate the branch level customer service committees. It is however understood that such Committees are either non-existent or in a dormant state. 2. In order to encourage a formal channel of communication between the customers and the bank at the branch level, banks are advised to take necessary steps for strengthening the branch level committees with greater involvement of customers. It is desirable that branch level committees include their customers too. Further as senior citizens usually form an important constituency in banks, a senior citizen may preferably be included therein. 3. The branch level committees may also submit quarterly reports giving inputs / suggestions to the Standing Committee on Customer Service thus enabling the Standing Committee to examine them and provide relevant feedback to the Customer Service Committee of the Board for necessary policy / procedural action.
