Executive Summary In 1947 the economic development was the main focus of the Indian government. The decided on many projects on a long term basis like dams to be constructed on the rivers in the Northern Gujarat. The project would bring about many positive changes like increased in irrigation and productivity but one issue persisted. This issue was of great importance as it was concerned with the famous Bhavnath temple falling in the middle of the reservoir. After a lot of discussion and negotiation, assurance was given to safeguard the interests of the people. The government later proposed an increase in the dimension of dam because of higher promised returns, but this would lead to submerging the temple. This caused resistance and hence the negotiations failed.
Situation Analysis
In 1947 after independence the government directed all their plans towards all – round economic development of the country. The country was economically very weak at the time of independence. The Bombay province understood the importance of agriculture and thus decided to build earthen dams across the rivers of Lokmata and Sadmata to increase the economic conditions of the country. In order to go ahead with the project the government had to rehabilitate the people getting affected and also the temple would be lost and so the only solution was to relocate the temple and its deities. This was opposed by the natives and locals even after negotiations about relocating and preserving the temple.
The dam was to be built in the order to provide irrigation to the agricultural fields. The series of dam to be built in Northern Gujarat had a catchment area of 92,000 acres. This would benefit 3 districts which included the direct and indirect benefit of irrigable area (See Exhibit 1). This project would also cause the submergence of 10,500 acres of land belonging to 20 villages with complete submergence of 8 villages and partial submergence of 12 villages. The province decided on the reservoir capacity (See Exhibit 2) and found that it would lead to a raise in production and so they decided to amend the reservoir capacity (See Exhibit 3). This would also increase the cost but the revenue was higher and so feasible. (See Exhibit 4)

The original project was constructed in order to save the temple so that the peoples beliefs are intact and their demands are met but due to the possible rise of production the second project was formulated which increased the irrigation and resulted in submergence of the temple. This was opposed by the devotes as the temple would be lost and by the others as the mela (annual fair) which happened once every year will not be able to happen and many shopkeepers may loose on the additional income.
All the steps were taken by the government to abide by the needs of the people but they did not get the necessary support from the natives. The final decision was to be taken in Bombay and was decided that the reservoir capacity should be raised and the second project should be taken up. The State of Bombay was bifurcated in 1960 and the State of Gujarat was created. The government agreed with the decisions of the previous government and decided to take up the task of completing the dam but they were also opposed by the natives in order to save the temple.
Problem Statement
To convince the people to relocate to another place in order to vacate space for the construction of the reservoir.
Objectives
• To increase the economic potential of the country by increasing the irrigation facility
• To increase the productivity by constructing dams and reservoirs
• To safeguard the temples legacy.
Options
• To follow the original plan
• To follow the amended plan – educate the natives about the advantages of the dam
• To introduce Hybrid seeds
• To create smaller dams

Evaluation of Options
To follow original plan:
If the government decides to follow this plan the irrigation facility will be increased. This will also increase the productivity of the agricultural land and thus help in the development of the economy. This plan will also safeguard the temples legacy.
To Follow Amended Plan: This plan will help the government to increase the productivity as it has a higher capacity it will also increase the irrigation facility and make resources for the future as well. This will also increase the economic condition of the country. The natives have to be educated on the advantages so that they can understand the importance of the reservoir and help the government in achieving their objective.
To introduce Hybrid Seeds: The government can introduce hybrid seeds and educate the natives on the usage of the seeds. This will keep intact the legacy of the temple and also increase the productivity. This will in turn develop the economy of the country.
To Create Smaller Dams: The government can consider constructing a dam with smaller capacity so that the irrigation facility is improved and at the same time the legacy of the temple is also intact. This may result in less increase in production but will reduce the cost of rehabilitation and increase the productivity.
Decision
The government should take up the first option i.e. to implement the original plan as it will increase the productivity and also the irrigation facility. This plan will be in favor of both as the government as the productivity will increase with the development in the economy and the temple will be intact. The government should implement this plan without any amendments.

Action Plan The government should take steps to relocate the people and also to preserve the temple. Proper homes and sources of livelihood should be provided to the people who are to be reallocated. Proper steps should also be taken like building of the wall and gates of the temple so that it can become accessible by devotes at any point of the year. This will help the government to build a good relationship with the people so that they would readily accept any changes in the future.
Contingency Plan In case of failure of the first option the government should think about the second option i.e. to follow the amended plan and to educate the natives about the advantages of the dam. Educating the people about the advantages can bring change in their thought. The people may agree to shift the temple to an alternative place so that the irrigation facility and the production of the land will increase. This will lead to the development of the economy as well as the standard of living of the people. The government could also set up regulated markets which would help the people to sell their products.
