It has therefore become imperative that proper measures should be put in place to ensure that no student signs for another. It has been observed that at Christian Service University College lecturers sometimes give the attendance book to students to sign without actually supervising them to see whether the right student is signing or making sure that no student signs for another. Moreover, if a lecturer wants to supervise the signing of the attendance book to make sure that the right student is signing and no student signs for a friend then the lecturer may end up by wasting a significant amount of the lecture period on the signing supervision. It is also responsible for the nosocomial diseases i.e. the hospital acquired diseases to the health care personnel who handle these wastes at the point of generation. The student will briefly discuss how the Coase Theorem, as it would later become known, provides an alternative to government regulation and provision of services and the importance of private property in his theorem. In his book The Economics of Welfare, Arthur C. Pigou, a British economist, asserted that the existence of externalities, which are benefits conferred or costs imposed on others that are not taken into account by the person taking the action (innocent bystander?), is sufficient justification for government intervention. He advocated subsidies for activities that created positive externalities and, when negative externalities existed, he advocated a tax on such activities to discourage them. (The Concise, n.d.). He asserted that when negative externalities are present, which indicated a divergence between private cost and social cost, the government had a role to tax and/or regulate activities that caused the externality to align the private cost with the social cost (Djerdingen, 2003, p. 2). I will provide an overview of how abnormal psychology has evolved into a scientific discipline, and analyze the psychosocial, biological, medical, and socio-cultural theoretical models related to the development of abnormal psychology. Scientific characterization regarding what is abnormal includes five criteria’s, they are: help seeking, irrationality or dangerousness, deviance, emotional distress, and significant impairment. Help seeking, irrational or dangerous, and deviance are indicators, which link abnormality under its circumstantial nature. Emotional distress and significant impairment are considered useful and functional scientifically, this makes the two preferred, in this day in age for psychopathology. The last two may happen externally of the realm of psychopathology, but this rarely happens without the two. The criteria acts together as an explanation, which is helpful for clinical standpoint but may not apply in all situations.
