Comparing the War on Drugs in Cape Verde and the United States Cape Verde, a small nation consisting of ten major islands, is the Atlantic Ocean about three hundred miles off the coast of Western Africa. It is consistently listed as a model country in an impoverished area of the world, and I had the privilege of being deployed to the islands for a month this summer. The purpose of this deployment was to enhance security cooperation between the Cape Verdean military and the United States military by teaching English to civilians and military personnel of all ranks, and performing humanitarian missions in poor villages on other islands. Cape Verde is unable to grow a lot of its own food, so a large portion must be shipped in; this makes good international relationships a vital issue for the government. The two competing powers in Cape Verde are the United States and China. Both have a large influence in the country, as evidenced by the fact that American ROTC cadets are deployed there during their summer training sessions. The large Chinese public works projects present on the main island of Santiago (a developing network of dams and a new soccer stadium) show that the Chinese have a vested interest in the nation as well. In Cape Verde, a high unemployment rate combined with little education leaves people without a real opportunity to find a high paying job to advance. With that lack of economic base and education, the only real legal alternative is agriculture, and even that is not promising. Due to the limited areas of farmable land and extremely limited agriculture base, many Cape Verdeans are unemployed, young, and without much to do and little hopes. With those factors combined, these people are prime targets for recruitment into the drug
