As I shall argue, reasons why congestion charge can reduce traffic jam will be explained in this essay. According to London transport data (2012), before 2003 more cars went to the central London than buses in the weekday morning peak. After applied congestion charge policy in 2003, the number of people using bus and motorcycle have increased dramatically while the number of people commuting by car have experienced the opposite trend. It is clear that congestion charge has had a positive impact on congestion situation of London.
