However, a lot has changed in the officer. Some will turn a blind eye and the others will do what they need to this is the moral issue that the officer has in front of him/her. I would say that policy dictates, different departments have different policies concerning the authority of off-duty officers, but in many places an off-duty police officer does have the legal right to detain an offender until an on-duty officer arrives to finish the process. The key factor in such an action is proper identification, however. An off-duty police officer who commits an illegal act has no more rights or legal protections than any other regular citizen. When placed in this kind of predicament, I would first tell talk to my friend and see if he has knowledge of the drug use. If he does, I would give him a chance to fix it and get rid of the users.
