The Programme for University Industry Interface (PUII) is an action research project, established in 2003, to determine the skills and competencies required by Irish Industry and to develop learning models that will facilitate their delivery. Attention is drawn on career guidance development in Malaysia which spanned over four decades of practice starting with its introduction into the educational system and progressing as a social service in the Malaysian society. Discussion proceeds onto the modernity impact of society on career guidance together with reviewing factors like policy legislation aimed at legitimising counselling practice including career counselling to-date in Malaysia. The voluntary sector is also identified as a vehicle through which government priorities may be more effectively addressed in particular, measures to address social exclusion[1]. This dissertation considers the current state of the relationship between the voluntary sector and the Government and seeks to identify barriers to the fulfilment of this political vision in the context of one Department’s work.[2] The study discusses the findings in the light of the emerging thinking on the Third Way and the substantial body of work on contracting - the medium through which much of the relationship is conducted in the case of the DfEE. Whereas there is an apparent willingness to consider measures to overcome recognised barriers, there appears to be confusion about the extent to which goal deflection may have damaged the legitimacy of voluntary sector organisations. A questionnaire survey of 658 Iranian manufacturing SMEs is used. The results of linear regression analysis suggest that the use of external accountants′ advisory services is positively associated with the knowledge of owner/manager, technical competence, competitive intensity and complexity of market decisions.
