World War I has changed the system of the international relations, has radically reconstructed economy of the warring countries. There were considerable transformations of economic policy of the states, revision of economic agreements, forms and methods of state regulation of economy. War has transformed the social relations, positions, personal aspirations.
Among various problems of social and economic character which have arisen due to the military events, Russia has faced the situation when society was fighting against luxury. This subject infringed on the state interests in the economic sphere, has been closely connected with a problem of definition of priorities and conditions of foreign trade, and also with the principles of the taxation. A component of social and economic policy of the state were questions of the ban of import of luxury goods to Russia and about their taxation in the territory of the country. …show more content…
The most concrete understanding of luxury given in the 19th century in Russia contains in the dictionary by V.I. Dahl. V.I. Dahl divides the concept of "luxury" on: belonging to life, the person; belonging to a subject; luxury in value of quality and property. Luxury - is such consumption which goes beyond necessary and has both quantitative and qualitative characteristics.
Luxury goods in the Russian society at the beginning of the XX century can be devided into several groups. First of all was food. Not every type of food, but something special, not easy to get. The examples of luxurious food can be easily found in the books of those times. For example, V.A. In Peter Singer’s paper he makes the claim that we ought to give up any surplus money we might have and send it to places like Bengal to prevent people from suffering or dying. However, is this really something we are obligated to do? Peter Singer relies on two main principles that help him establish his conclusion. The first principle state that, “…suffering and death from lack of food, shelter, and medical care are bad” and that “if it is in our power to prevent something bad from happening, without thereby sacrificing anything of comparable more importance, we ought, morally, to do it” (605). The first principle is most likely unable to be refuted as almost everyone can agree that suffering and death has nothing to do with good.
