摘要:
在全球化程度已经相当高的现代,
各行各业都在顺应经济全球化的趋势走向国际
化,
作为中国高端制造业代表的高铁产业也正在海外之路上艰难的前进着。
中国高铁从吸收
消化国外先进技术到形成拥有自主知识产权的创新成果仅仅用了十余年,
中国高铁创下的奇
迹全世界有目共睹。
但是中国高铁的出口之路并不是一帆风顺的,
中国高铁自身以及国际外
部环境都有很多的风险,
面临的竞争压力也非常大。
为了把中国高铁打造成中国高端制造业
出口的一张名片,
本文采用广泛搜集材料和分析比较的方法,
试图为中国高铁克服出口过程
中遭遇的风险提出防范对策。企业应注重自助研发和知识产权的保护,除此之外,政府在中
国高铁的海外布局也能起到至关重要的作用,
其中包括参与国际标准的制定和广泛宣传等方
面。

Abstract:When the world has come to the era of globalization, every industry is following the mainstream and trying to become international, and Chinese high-speed railway which stands for the high-end industry of the nation is also braving its way to the whole world. It just took decade of years for Chinese high-speed railway to develop its own intellectual properties after digesting foreign patents, and the world has witnessed the miracles accomplished by Chinese engineers. But to introduce Chinese high-speed railway to other countries is never an easy job for there are risks of itself and external surroundings, and also the pressure of competition. To smooth the export of Chinese high-speed railway, the writer has studied the risks and come up with several solutions to the risks.

第一章

绪论

1.1 写作背景与目的
2014 年 11 初,墨西哥政府单方面中止了中国高铁企业在墨西哥的中标建设
项目,让中国人,乃至全世界咋舌;在 11 月底,中国为马来西亚生产的世界运
营速度最高的米轨(1000 毫米宽轨道)动车组在南车株洲电力机车有限公司下
线。近年来,有关中国高铁出口的新闻频频走上头条,常常会吸引大量的关注目
光,对于高铁出口的研究的重要性也渐渐凸显。
近些年来,
随着中国高铁技术的成熟,中国正愈加自信地向全世界推销它的
高铁。中国高铁具有成本低廉和经验丰富的特点,再加上中国高层的积极营销,
其“走出去”的步伐正在加快。李克强总理俨然已经成了中国高铁的“推销员”,
每次到外国进行访问他都不忘向外方介绍推荐中国的高铁,为中国高铁出口助
力,比如在亚的斯亚贝巴非盟会议中心举办的中国铁路航空展期间,李克强总理
与埃塞俄比亚总理海尔马里亚姆、非洲联盟委员会主席祖马共同出席展览;再比
如在访英期间,
总理还向英国政府介绍了中国高铁行业的强大力量,推动中英高
铁等领域的合作,并写入 《中英联合声明》。去年 10 月,李克强还与当时的泰
国总理英拉一起在泰国参观了中国高铁展,并亲自向英拉“推销”中国的高铁,
称中国高铁技术先进,安全可靠,成本具有竞争优势 ,希望中泰加强铁路合作。
随后,中泰还签署了《中泰两国关于深化铁路合作的谅解备忘录》,这正是被中
泰两国人民津津乐道的“大米换高铁”项目。
改革开放 30 余年,中国制造业得到飞速发展,巨大出口量也成为中国 GDP
增长的关键因素。但是近年来,由于中国劳动力以及原材料价格的上涨,以往传
统的、
低附加值的制成品出口模式受到了极大地冲击。想要保持住较高的经济增
长速度,中国制造业出口,乃至整个经济模式都亟待调整与转型。如果说中国的
经济转型正处于困难期的话,
中国高铁的出口的确让中国企业看到了希望,带来
了信心。
过去中国依靠低廉的劳动力价格让几乎全世界的小商品贴上了“中国制造”
的标签,然而,据研究结果表明,自九十年代中期以来,中国各劳动力密集型制
造业产值占国内生产总值的比重呈快速下降趋势,
低端制造业对中国经济增长的
贡献越来越小。
再有,受国际上以欧盟为首的贸易保护主义抬头及其他发展中国
家更为低廉的劳动力价格激烈竞争的影响,
我国劳动密集型产品的出口已经不再
像以前那样占尽了优势。因此,中国要想在出口上继续延续辉煌,就必须改变以
劳动力密集型产品出口为主的出口模式,要在技术、资本密集的高端制造业出口

上打开一条新道路。而中国高铁正是为全行业起到了模范带头作用,作为高端制
造业出口的典范,其发展模式和经验是非常值得借鉴的。
虽然中国高铁的发展取得了举世瞩目的成绩,
但它走向海外的步伐却并不是
一帆风顺的。
中国高铁出口遇到的问题,同时也是整个中国高精尖制造业出口时
会遇到的问题,
其中包括企业自身存在的不利因素,同时也不乏国际政治因素和
技术标准因素等等。
本文旨在通过已学知识和查阅相关资料,
对中国高铁在出口中会遇到的风险
进行了理性的分析,
指出各因素的影响,
再简单提出了为了防范风险应有的做法。
由于笔者所学知识有限,本文的探究也许并不够深入,但愿尽绵薄之力,为中国
高铁的出口事业助力。

1.2 国内外研究现状
曹旭平; 黄灿; 沈杰(2010)在《工业技术经济》上刊文,研究了中国企业
对外投资的风险以及风险的防范
高潮 赵立明(2010)在《中国对外贸易》中研究了技术出口对于我国的意
义,并得出结论,技术贸易将是充满商机的一个领域。
《装备制造)
(2013)刊文,指出从整体形势来看,中国高铁出口积极向好,
颇受国际市场欢迎。然而,在具体的操作中,却依然面临很多问题。文章还指出
随着中国高铁的技术完善,
其在海外市场将有重要突破,促进中国在国际产业链
分工中从中低端走向中高端。最终,受益的不仅是铁路行业本身,还将有利于整
个“中国制造”。
范亚舟(2014)在《中国战略新兴产业》上刊文,详细研究了中国高铁出口
过程中遇到的技术壁垒,指出高铁出口,主要面临两大障碍,第一是知识产权问
题,第二是国际标准化问题。同时论证了解决技术壁垒的方法。
张晓痛 陈佳怡(2014)在《国际经济合作》上刊文,系统全面地研究了中
国高铁出口现状,肯定了高铁出口成绩,并也发现了出口过程中的问题,并从多
个方面为这些问题提出了解决方法。
1.3 研究思路方法
本文将用到以下方法对中国高铁出口进行研究
1)文献研究法
笔者通过手机阅览有关中国高铁产业发展的文献,
通过详细参阅研究者的理
论和观点,笔者对中国高铁的发展,国内高铁建设取得的成就,还有海外扩张和
国际化进程中遇到的问题有了详细的了解。
从相关文献中获得的研究结果和调查

数据对笔者完成本文写作有重大意义。
2)比较分析法
本文通过对法国、德国、日本等国高铁产业的成功运作进行比较,解析中国
高铁产业在走向海外时自有的优势和不足之处,
从政府和企业两方面为中国高铁
产业实力增强和实现高层次出口提供了借鉴意义。
3)理论分析法
站在现有国际投资理论的基础上,
从理论角度对高铁等制造业或技术服务出
口进行分析。

第二章

中国高铁出口及其优势
2.1 背景

中国拥有世界上第二大的陆地面积以及最人口数量,
并且这众多的人口并不
是均匀地分布在这片土地上,各个大中城市、省会城市之间的平均距离都在 300
公里以上;无论是客运还是货运都面临着运输距离长、运量巨大等问题;再加上
中国特有的国情,
城市之间或者城乡之间的人口流动量极大。这些因素都使得铁
路运输成为解决中国运输问题的最佳方案,
而随着日益庞大化的城市群和旅客对
于出行效率以及出行舒适度要求的不断提升,
发展高速铁路也是符合中国国情的
必然选择。
然而中国高铁的发展和其他发达国家相比,仍然晚了 20 到 30 年。
1964 年,日本“新干线”开始运营,被尊为世界高铁界的鼻祖,在当时,
“新干线”的时速就已经达到了 200 公里。
1983 年法国高铁 TGV 东南线正式建成通车,
其最高运营时速达到 270 公里。
时至今日,法国高铁 TGV 线路已经覆盖大半个法国国土,其延伸线连接了西欧
大部分主要城市,通行范围已达到 5921 公里。
1988 年德国开始高铁实验研究,仅仅三年过后德国高铁的实验时速就已经
突破了 400 公里大关。1991 年德国高铁第一代 ICE 正式投入运营,到了 1997 年
发展至第三代时,
运营时速达到了 300 公里。德国人的严谨让他们的高铁技术后
来居上,跻身世界先进水平。
反观中国,高铁的萌芽仅仅起源于上世纪末。1998 年 5 月,广深铁路电气
化改造完成,设计时速较普通铁路提升到了 200 公里,这意味着在中国,通过改
造将既有线路提升至高速铁路水平是可行的。广深铁路这条“准高铁”也被视作
中国踏入高铁时代的标志。之后的 1999 年,秦(秦皇岛)沈(沈阳)客专开始
兴建, 2003 正式建成运营,

中国自主研发的高速机车在这条客专上跑出了 292

公里/时和 321 公里/时的记录,秦沈客专的工程建设也完全符合国际上对高铁标
准的定义。这时,中国高铁已经呼之欲出了。
2004 年,国务院常务会议讨论并且通过了《中长期铁路网规划》,国家上
层首次以恢弘的气魄与长远的眼光描绘了 1.2 万公里“四纵四横”的快速客运专
线网络。其后中国高铁建设正式提上议程,并且开始如火如荼的发展起来。
之后的一年间,
中国的主要的机车制造公司
(如南车青岛四方、
北车长客等)
开始了技术引进,日本川崎重工、德国西门子、法国阿尔斯通和加拿大庞巴迪分
别都为中国高铁技术的发展做出了贡献。
2007 年,“和谐号”驶进了百姓的生活中,同时全国铁路第六次大提速,
最高提速区间达到了 200—250 公里,创下了世界铁路提速之最。
2008 年,中国人民翘首以盼的首条高铁——京津城际铁路开通运营。这是
中国第一条完全拥有自主知识产权,并且质量世界一流的高速铁路,它标志着中
国终于两条腿都迈进了高铁时代的大门。2008 年之后,更多更长的高铁线路如
雨后春笋般建成运营。
2009 年,世界最长高铁——京港高铁开通运营。
2012 年,世界第一条穿过高寒地带的高铁——哈大高铁开通运营。
截止 2013 年年底,随着宁杭、杭甬以及盘营高铁的开通,中国高铁总里程
达到了 12000 公里,“四纵四横”中的“四纵”基本成型。
中国高铁发展之迅速,
让全世界都瞠目结舌。当然这飞速发展的背后也隐藏
着让人不安的东西。
2011 年 7.23 甬温高铁事故刺痛了每一个中国人的心,同时也拷问着中国高
铁的必要性和安全性。
事故之后,高铁建设速度逐渐趋于冷静,但是发展力量是谁也阻挡不了的。
虽然这过程可能会付出意料之外的代价,但高铁正渐渐成为中国的一张名片,这
个事实是不容否定的。
改革开放三十年来,
中国依靠人口红利带来的廉价劳动力,
成为了世界工厂,
长期强劲的出口为中国带来了经济的腾飞,但是中国长期处于产业链的低端,靠
附加值低的制造业维持的繁荣景象随着时代的变化即将消失,
这时的中国急需产
业的升级,还有出口结构的升级。
在这个改天换日的时代,
需要有企业站出来做出表率。中国高铁正是这样的
一种存在,它代表了中国的科技力量,中国的拥有知识产权的高端产品。高铁的
出口不仅仅是机车产品的出口,也是中国标准的出口,更重要的,也是技术和知
识的出口。
技术出口是服务贸易的重要组成部分,以高铁为首的中国掌握核心技
术的产业的出口如果达到了技术出口的高度,对提高中国自主创新能力、经济增

长模式转变等方面上无疑会大有裨益。随着中国技术力量的不断壮大,这样的出
口模式会成为中国 GDP 的有一个助推器。
同时,高铁的出口为国内相关行业的繁荣也提供了支持,比如,中国高铁机
车的出口必然会加大交通用铝、
钢材等得需求量,对于国内交通型材企业无疑是
个好消息。

2.2 中国高铁“走出去”的优势
经过短短十几年的发展,
在积极学习发达国家先进经验的基础上,中国高铁
已然成为世界的翘楚。
国家改革发展委员会副主任王晓涛也曾在国务院政策例行吹风会上表示,

在世界上没有哪一个国家有中国这么成网络、成系统的高铁在运行,中国的高铁
在很多方面都有优势。其优势主要体现在一下五个方面。
第一,中国的高铁已经形成了完整配套的系统集成能力。到 2013 年底,中
国高铁开通的总里程达到了 12000 公里,已成网络为世界之最。不仅如此,中国
还在高铁通信信号、牵引供电、运营管理、安全监控、系统集成等领域取得了一
系列重大突破,中国高铁技术硬扎只是全世界有目共睹的。除此之外,就出口方
面来讲,
虽然还有很多有待提升的空间,但中国高铁出口企业正在努力塑造对国
外售后服务以及机车、线路维护的强大能力。
第二,
中国高铁在造价和工期上有明显地优势。根据世界银行驻中国代表处
发布的一项研究报告称,时速 350 公里的中国高铁基建的平均加权成本为 1.29
亿人民币/公里,
时速 250 公里的项目的基建平均加权成本为 0.87 亿人民币/公里。
相比其他国家的建造成本,大多都在 3 亿人民币以上。中国高铁性价比很高,这
也是世界公认的了。
第三,
中国高铁通过吸收消化和自主创新,比较好的掌握了不同标准的生产
能力。
熟悉德国高铁 ICE 和中国高铁 CRH-3 型动车组的人不难发现,中国该型号
的机车正是引进的德国西门子的技术。
但是中国高铁在前人的基础上更加完善了
机车的性能。德国 ICE 高铁经常被乘客诟病其夏天“抛锚”的现象,虽然德国
高铁机车技术一流,但是当气温达到 35 度的时候空调会停止运转。
中国高铁经过十余年的学习与发展,已经形成了中国自有的高铁标准体系,
同时也熟悉了世界其他地区的高铁标准,对其出口有着得天独厚的优势。目前,
中国拥有的高铁相关知识产权超过 2000 个,但核心技术稍显欠缺,有待进一步
发展。

第四,
中国高铁积累了应对不同,
甚至是极端环境下的高铁建设和运营经验。
中国幅员辽阔,地理情况千差万别,环境气候相当复杂,但是中国的高铁,已经
从湿陷性黄土地修到了高寒地带。
中国高铁团队在解决这些自然环境带来的难题
所获得的丰富经验,也是中国高铁吸引海外客户青睐的一个重要筹码。
第五,中国外汇储备充足。中国的外汇储备曾达到过 3.99 万亿美元的峰值,
近年来由于人民币汇率走向双向波动甚至阶段性贬值,中国的外汇储备有所缩
水,但是由于巨大的贸易顺差,中国手里的外汇储备也是可观的。如何处理这些
外汇储备是一个需要智慧和理性的选择。对于像高铁这样的产能装备出口,中国
充足的外汇储备无疑是对外投资的一大优势。

2.3 中国高铁出口现状
高铁出口并不是简简单单地把火车卖给外国那么简单,
按照商务部国际贸易
经济研究院的标准,
铁路产业出口分为三个层次:
其一,
简单的机车、
信号设施、
铁轨等交通部件的出口,是纯粹的货物贸易;其二,在交通部件出口的基础上再
加上线路的铺设,这属于建筑工程的服务贸易;其三,管理运营整个线路,这包
括了交通标准的输出,属于对外资本输出。虽然“高铁出口”一词经常出现在新
闻里,老百姓对其也是耳熟能详,但中国的所谓的高铁出口,大部分还停留在第
一个层次。
而且虽然中国高铁出口具有上述讨论过的五大优势,但中国高铁的出
口现状也并不是一帆风顺的。
见证了中国高铁的飞速发展,世界上欲寻求合作的声音曾络绎不绝。2009
年 10 月,中俄签订高铁发展合作备忘录;同年 11 月,美国通用电气与铁道部签
订了高铁项目合作备忘录。但是 2011 年的甬温高铁事故为越来越热的高铁出口
泼上一盆冷水,随后中国高铁在海外因专利问题、标准问题等走得很不顺畅。
2014 年 7 月 28 日,连接土耳其首都安卡拉和其最大城市伊斯坦布尔的高速
铁路二期工程顺利竣工。中国铁建股份有限公司牵头,联合中国机械出口公司参
与这条铁路的修建。中方负责该铁路的轨道、通信、信号还有电气化工程。这是
层次最高的一次“高铁出口”。
除此之外 2014 年 11 月 30 日,中国南车株洲电力机车有限公司出口马来西
亚的米轨动车组正式下线,这一新闻也让中国机车制造公司看到了东南亚的商
机。在南车北车合并前,南车株机公司在马来西亚有 5 个项目共 98 个机车订单,
同时在阿根廷、
巴西等国家也有大笔的项目。中国北车唐山轨道客车股份有限公
司用完整丰富的产品线已将中国机车打入了越南、土库曼斯坦、缅甸、哈萨克斯
坦、蒙古等过的市场。
成绩斐然,但是中国高铁也经历过失败。2011 年 7 月,以不满足招标条件

为由,巴西政府拒绝了中国企业对巴西第一条高铁项目的投标;2014 年 11 月,
墨西哥政府突然撤销中国公司的高铁中标项目,
这次中国高铁在海外的折戟也引
起了国内不小的震动。
经历过成功的喜悦,也品尝过失败的苦水,中国高铁“走出去”的道路还面
临这很多风险。

第三章 中国高铁出口面临的风险
3.1 高铁出口的内部风险
3.1.1 劳动力成本成本上升的风险
物美价廉,
是长期以来中国制造业出口的招牌,其中中国低廉的劳动力成本
是构成其“价廉”的重要因素。当然,高铁产业也是中国廉价劳动力的收益放之
一,因为成本较其他发达国家更低,中国高铁企业在机车、交通设备出口,甚至
铁路基建方面都有着很诱人的价格优势。但是近年来,中国逐渐上升的劳动力成
本对中国制造业出口竞争力的影响越来越显著,
上至国家决策层下至普通老百姓
都开始关注这一问题。
但是劳动力成本上升对制造业的影响不能一棒子打死,
因为毕竟制造业也是
分很多种类型的。
虽然劳动力是组成制造成本的一个重要因素,但它的重要性也
因为产业集约类型,或者劳动力密集程度的不同而存在行业间的差异。所以,对
于像高铁这样的技术、资本集约型产业,劳动力成本对它的影响有多大呢?会不
会构成中国高铁出口的风险之一呢?
根据国家统计局发布的数据显示,2005 年至 2010 年间,通信设备制造业、
交通设备制造业、
电器机械及器材制造业等于高铁息息相关的制造业相关从业人
员的实际工资涨幅大于 10%,属于劳动力成本中速增长的行业。
如果单单从成本来评判一个行业的竞争力是片面的。
另外一个重要的考虑因
素是该行业的劳动生产率。
虽然企业为了生产一个单位的产品必须付出更多的工
资,但是技术的进步还有劳动效率的提升会抵消掉一部分成本上升的影响。所以
一个行业的竞争力是劳动力成本和劳动生产率综合影响的结果,
取决于谁的效应
更大。
这时我们需要一个新的指数,来阐明两方因素最终的影响结果。相对劳动生
产率指数是能比较客观地描述劳动力成本对于一个行业的影响的,其数值越高,
说明劳动生产率上升相对劳动力成本越快,
劳动力成本变化对行业竞争力影响越
小。下表以 2005 年为基期,计算了部分制造业的相对劳动生产率指数。

从中我们可以看出,相对于某些劳动生产率趋于萎缩的传统制造业,交通运
输设备制造业、
通信设备制造业、专用设备制造业等与高铁生产息息相关的行业
实际上是处于一个劳动生产率上升的状态,其上升速率还至少处在中速以上。
再加上高铁相关产品出口是具有一定规模的,所以我们可以认为,该产业具
有充分的能力来应对劳动力成本的上升,
并且未来在国际市场上也会保持相当的
竞争力。
放眼国际,虽然中国的劳动力成本已经明显地高于其他的一些发展中国家,
但是中国人民勤劳肯干,
科技实力相对雄厚,
善于通过各种手段提高劳动生产率,
所以一味唱衰中国制造业出口是不科学的。

3.1.2 安全问题
首当其冲的当然是安全问题,这是每一种产品在出口时都必须考虑的问题。
提到安全,我们不得不说起 2011 年 7 月发生的甬温高铁事故。事故发生时海外
投资界纷纷不看好中国高铁的出口形势,
有偏激地媒体甚至断言中国高铁出口在
未来可能性几乎为 0,法新设的社论直接点名中国高铁,评论说中国太急于向世
界展示她在高速铁路上取得的成就,把“2007 年才被普通乘客使用的技术”推
广得太快;
亚特兰蒂斯投资公司高管表示,中国要想重新让世界相信她高铁的安
全性“至少要 20 年”。客观来说,这些报道或者评价都有失偏颇,甬温高铁事
故调查结果表明,酿成惨剧的原因,很大一部分是调度的原因。用一场事故就全
面否定中国高铁是不公平的,
国外舆论对中国高铁的质疑可以理解,但是过度炒
作就有蓄意抹黑的嫌疑,可能是出于其自身经济利益的考虑才大倒黑水的。但这
不是说中国高铁就是万无一失的,
安全问题依旧是高铁相关产业中最为重要的一
环,甬温高铁事故永远是一个警钟,提醒中国的高铁企业要在不断提升、优化生
产技术的基础上,做到保证高铁运营的安全。
3.1.3 管理以及运营经验缺乏
管理以及运营经验的缺乏,也构成中国高铁出口时的一个风险。上世纪 60
年代日本新干线就开始运营了,
也创造了 50 年无重大事故的记录,就出口来说,
这是日本高铁的一个响亮的招牌,并且日本铁路在 80 年代的民营化改革之后,
激烈的市场竞争也让日本的高铁企业积累了相当的营销经验;法国高铁 TGV 从
研发到投入使用用了近 30 年时间,其机车制造还有线路管理都是很严谨的,并
且法国有专门的铁路标准化机构负责制定铁路相关标准,
其制定的标准同时也被
欧盟其他国家所采用,
在监管方面法国交通运输部和负责安全调查的政府机构相
对独立,大家相互制约,相互配合,保证高铁的安全运营。中国高铁技术先进,
这不容置否,而且中国已经在国内建立一个庞大的高铁网,这也是事实,但是走
出去的中国高铁将会面临很多和国内不一样的状况,
特别是当高铁出口进行到较
高层次,比如线路的运营管理时,管理经验的不足将会成为很大的隐患。因管理
经验不足和运营模式不合理而发生的不愉快也是有想成的教训的:
中国承建的沙
特麦加的轻轨铁路,中方在承接工程后遇到了没有预期到的阻力,在项目运营管
理上出了很多问题,
到最后,
该项目让中国企业蒙受了巨额损失。
这个例子说明,
拥有先进的技术不一定就能赢得海外市场,相对于技术这样的“硬货”,运营管
理能力也必须要跟上。
3.1.4 对海外市场的陌生
中国企业对于海外市场运作不了解,会给高铁出口带来风险。欧盟政府采购
法规定,金额在 20 万欧元以上的项目必须公开招标,所以中国高铁企业在海外

竞标的时候会面临其他国家同行业企业的竞争,相比邀请招标的模式,这种规定
会给中国带来很多不确定因素,
而和其他发达市场经济体内的企业相比,中国国
内的这些国有企业对国际上的这种招标模式和市场运作并不熟稔,
单纯的国内经
验也许并不能帮上什么忙,也加大了中国高铁走出去的风险。

3.2 高铁出口的外部风险
如果说中国高铁在走出去时自身内部的风险尚且还在可控范围内,
即中国企
业可以通过不断的学习成长克服那一些列风的话,
那么中国高铁出口要面临的外
部风险则更为复杂,应对起来会更为棘手。
3.2.1 技术标准壁垒
经过几十年的发展,高铁技术发达的国家已经形成了完善成熟的标准体系。
这其中首推欧洲的高铁技术标准,欧洲国家,以德国、法国为首,他们高铁发端
早,科技研发水平居于世界前列,经验丰富,因此目前国际市场上多以欧洲标准
指导高铁项目的建设。中国铁路建设始于上世纪 50 年代,经过半个多世纪的发
展,虽然也形成了具有中国特色的标准体系,但是毕竟与欧洲标准不同,这是中
国高铁出口的一大风险,
如果有国家故意设置技术标准壁垒以保护并鼓励自己国
内企业在铁路建设的主导地位,
把中国企业排除在外,那么中国要实现高层次的
高铁出口是困难重重的。由于中国的高铁建设是优先满足国内需求的,所以在部
件生产还有线路设计运营上大多采用中国自己发展起来的标准,
与国际相关标准
未能及时接轨,
这造成了中国高铁出口时面临一些列标准符合的纠纷,其中包括
部件、系统等的认证。世界贸易组织《技术性贸易壁垒协议》明文规定,各成员
国应把国际标准作为制定本地法规、标准和审核程序的基础,各成员方的标准设
置不得形成技术性贸易壁垒。
可事实上各国不同的标准和技术法规已经形成了壁
垒。
举个例子,土耳其安伊高铁号称是中国高铁出口“第一单”,但很可惜,该
条高铁无论是在设计还是在施工方面均采用的是欧洲的技术标准。事实上,中国
土木工程建设公司在建设初期曾想购买中国国内生产的铁路道岔,并且经过考
察,中国生产的铁路道岔在质量上完全达标,可是中国的产品并没有通过欧洲认
证机构的认证,
最终因为认证问题,在这条土耳其高铁的建设中用的从中国采购
引进来产品只有 5%,这显然是不符合中国高铁出口的预期的。
另一方面,技术标准的不同,迫使中国高铁出口时要满足不同国家的标准,
这无疑加大了高铁出口的难度。
经过多年的努力,中国高铁的一些创新成果已经
形成了国内行业标准,比如总成、转向架还有牵引制动等方面,但这些标准只能
在中国国内使用,它们并没有与国际接轨。欧洲、美国和日本,都各有各的行业

标准,
还有其他很多地区,
采用这些发达国家的标准,
要想打入这些国家的市场,
就必须符合他们的技术标准,
这意味着中国企业必须耗费大量金钱还有时间去适
应不同国家的标准,必须改变原有的规划设计,甚至必须修正产品规格,无形间
推高了成本,
降低了建设效率。
中国高铁在沙特麦加的项目之所以蒙受巨大损失,
就是因为中国企业没有掌握设计上的主导,
土建采用美国标准而系统采用欧盟标
准,导致建设成本大大超出中方预期。由此可见,技术标准问题是中国高铁出口
时面临的很大的一个风险。
3.2.2 地缘政治风险
2013 年 10 月,李克强总理访问泰国时曾与时任泰国总理英拉签订了《中泰
关系发展愿景规划》,这项规划包含了中泰高铁合作的意向,即中国帮助泰国修
建廊开至帕栖段高铁,而泰国以农产品出口来支付部分高铁建设费用,其中包括
每年向中国出口 100 万吨大米,所以这项《规划》被戏称为“大米换高铁”规划。
但是好景不长,泰国后来发生军事政变,英拉被迫下台,甚至遭到议院弹劾,而
英拉当政期间所签订的一系列协定,所推动的一系列项目,也因为被判定为违宪
而不得不暂时搁置。“大米换高铁”规划当然也在其中,必须经过新政府的重新
评估才能正式上马,但是这充满了不确定性,如果评估不被新政府通过,那意味
着中国之前的所有努力都是一场空欢喜。
还有 2014 年 11 月,墨西哥政府突然取消了中国高铁企业的中标项目,让国
际社会错愕的事件。此次变故恐怕也与墨西哥国内的政治角力有关,而中国高铁
却成了无辜受害者。
从以上例子可以看出,
出口对象国的政治风险也是中国高铁走出去的一大阻
碍。在达成任何协议之前,中国企业必须严谨地考察对象国的政治稳定性以及建
设可行性,
对其未来政策变化做出理性预测,这同时也是考验中国企业海外公关
能力的一个试炼,如果评估预测出现偏差,不仅会让企业承受巨大亏损,更甚者
还将危害中国“高铁外交”的口碑形象。
3.2.3 知识产权之争
前文提到过,中国高铁行业,引进了德国西门子、法国阿尔斯通、加拿大庞
巴迪还有日本川崎重工的技术,
才得以在短短十几年的时间内赶上了其他国家几
十年的研发成果,这是“站在巨人肩上摘苹果”的典范。但是这最初的技术引进
也为后来的知识产权之争埋下祸患。
事实上,“自主知识产权”和“技术发源”是不同的概念,中国高铁通过吸
收消化国外技术已经在高铁机车制造、
轨道技术等核心技术方面掌握了了自主知
识产权。具体而言,中国京沪高铁上运行的 CRH380A 型列车,由南车青岛四方
在引进川崎重工 CRH2 型列车的基础上进行了全面地升级改造而来,

新都已经申报专利保护,并无“盗版”可言;在列车控制上,中国借鉴了德国和
日本的经验,自主研发出了 CTC-3 列车运行控制系统,该系统是中国相关企业
拥有知识产权的……这样的例子还有很多,但尽管如此,中国高铁技术仍然在国
际上受到质疑。日本《朝日新闻》曾报道,川崎重工总裁大桥忠晴曾表示,中国
高铁在海外申请的专利与日本新干线出口技术相抵触,称之为“盗版新干线”,
甚至考虑对中国企业提起诉讼;
法国阿尔斯通公司也曾公开批评,说中国高铁是
在用外国的技术跟外国企业竞争。
中国高铁走出去面临的知识产权挑战包括以下几个方面。
第一,竞争对手的专利遏制。中国高铁技术专利在欧洲、日本、美国等发达
国家并没有布局,
而那些国家的高铁相关专利数量远远超过中国。如果中国高铁
要打进这些发达国家市场,
就必然会面临这样的专利遏制,如果不避免因专利冲
突带来的高额专利使用费,那么中国企业也难逃沦为发达国家代工厂的命运。
第二,竞争对手的媒体公关。上文提到,日本川崎重工曾公开污蔑中国高铁
是其新干线的“盗版”,而事实上,中国企业把自己对原有高铁技术的创新申请
专利是完全合理合法的,收到《专利合作条约》的保护,川崎重工的做法,更多
的是利用舆论的力量散播对于中国高铁出口不利的言论,
这样达到打压竞争对手
的目的。所以中国高铁在出口时,必须留意这样的媒体公关,避免自己的形象受
到抹黑。
第三,防范专利申请被异议,或审批无效。中国高铁在海外开始进行专利部
署,必将受到其竞争对手的跟踪。一方面,竞争企业会通过专利异议,组织海外
专利审查部门对中国专利的申请的受理,或者延迟对中国专利申请的受理,另一
方面,他们也会通过对中国创新技术的跟踪,研发出更为先进的技术,从而实现
对中国技术出口的围堵。
第四,
注意海外知识产权诉讼。中国高铁的竞争企业可能会到出口对象国对
中国高铁进行知识产权诉讼,
如果这种假设真的发生,中国企业的海外应诉经验
不足,再加上语言障碍,这种知识产权诉讼可能对中国企业很不利,即使是在中
国企业并没有侵权的情况下。
第五,
警惕在技术输出合同中的陷阱。比如在合作开发过程中知识产权申请
以及归属问题;
对方不承担任何因为技术转让产生的知识产权侵权责任,由我方
企业承担全部知识产权侵权赔偿责任;还有适用的法律和管辖权地点问题等等。
因此,在合同的签署中,中国企业必须注重知识产权的合同的签署,否则将出现
经营中侵权,被动挨打的情况。
3.2.4 环境因素
噪声、
生态破坏和环境污染等高铁修建和运营时必将带来的对生活环境质量

的影响,可能会直接终结中国高铁走进某一地区的步伐。尤其是发达地区,当地
民众对生活质量看的很重,
如果中国企业贸然地把高铁修过去,可能引起当地居
民的强烈反对,甚至直接导致项目流产。如何协调环境与发展,也是中国高铁尝
试走出去时需要考虑的因素。
3.2.5 同业竞争
今年来,
随着中国高铁越来越积极自信地走出国门,不少其他外国高铁企业
开始将中国视为强力的竞争对手。以欧洲为例,法国阿尔斯通、德国西门子还有
已经打入欧洲市场的日本川崎重工,
已经感受到了中国企业在中欧铁路合作框架
上给他们带来的压力。如何保持国际竞争力,在国际市场的角逐中获益,这也是
中国高铁企业需要思考的。

3.3 高铁出口风险评估
3.3.1 内部风险评估
中国高铁出口的内部风险包括中国制造业大环境变化带来的风险和高铁相关企
业内部组织管理及研发能力能否跟得上出口步伐造成的风险。
中国制造业目前面临的最大的变化就是劳动力成本的上升,
这对于中国制造业出
口会有很大的影响,但是经过前文讨论,劳动力成本上升对高铁这样的资本、技
术密集型制造业的冲击还是有限的,
所以中国高铁相关产业一定不要把降低劳动
力成本作为减少企业总成本的解决办法,相反,高铁相关企业更应该注重高铁人
才的引进与培养,
甚至在人才培养上面倾注大量时间与物力都对整个行业发展是
有利的,因为只有掌握了核心科技,中国高铁才能在海外走得顺畅。
其次,
中国高铁走出去是自身企业的风险,最终都应该归结为企业内控和经验积
累上。
中国高铁在出口的时候,要从一次次克服困难甚至是失败中不断汲取海外
管理以及运营经验,并且在积极地参与国际项目中不断加深对海外市场的了解。
总而言之,
中国高铁的内部风险都是在可控范围内,只要严谨防范就可以避免因
内部因素带来的风险。
3.3.2 外部风险评估
应该说中国高铁出口最大的风险来自外部。
墨西哥高铁项目时间让全世界位置错
愕,同时也提醒我们,并不是拥有一流的技术和诱人的价格就一定能拿到订单。
海外市场的复杂程度可能远超我们的预期。
其中像地缘政治风险这样的外部风险
又充满了不确定性,
这要求中国高铁在出口的时候必须仔细评估出口对象国的政
治环境,其次还要考察出口对象国的专利申请情况等等。
总而言之,在高铁出口的时候,外部风险是相对更为复杂的,所以也需要相关企
业花更多精力去避免外部风险带来的损失。

第四章

应对风险的对策

4.1 企业对策
4.1.1 加强海外专利布局
中国并不是高铁技术的原创国,
中国的高铁技术来源于对国外先进发展成果
的吸收消化,这一点在出口时却饱受竞争对手的诟病。中国高铁的高调出口,撼
动了日本、德国、法国等少数几个国家对于世界高铁市场的垄断,触动了高铁巨
头的奶酪,这些国家的企业,往往会利用中国高铁后发的特点,通过频繁的“专
利遏制”,在市场竞争中打压中国高铁出口,因此对于中国高铁企业来说,只有
加强中国自主知识产权的海外布局,才能在残酷的市场竞争中杀出一条血路。
具体建议,有一下几个方面。
第一,及时进行海外专利申请。因为专利申请,从受理到授权应用是一个耗
时很长的过程,
因此中国企业应该尽早把自己的技术创新成果在出口对象国内申
请好专利,掌握专利使用的主动权。而且专利申请涵盖的范围应该要全面,要在
内容上包括所有的技术创新成果,在地理上覆盖所有的出口对象国,让专利成为
中国高铁出口的助手。
第二,追踪高铁专利动向。根据世界知识产权组织公布的数据显示,世界
90%以上的科技进步能在专利文献中查阅的到,
这对中国企业是一个很好的追踪
国际上高铁技术创新的手段。
通过对这些专利信息的利用,中国企业能及时了解
到国际上高铁技术创新的动向,
并且通过这些信息进一步改进自己的技术,对未
来的研发方向有一个指导性的作用。这样可以有效的防止出口过程中的专利陷
阱,也有利于中国企业开发出性能更为优越的高铁,在国际竞争中保持强劲的竞
争力。
第三,重视合作开发、技术出口中的合同审查。中国高铁走出去时的合同签
署时,
要合理评估知识产权价值,并且要合理规避技术输出时可能会遇到的专利
问题,明确规范法律法规适用范围,明确知识产权归属问题,约定双方赔偿条
款……总之,在合同条款上要争取保证中国企业一切合法权益。
第四,
加强国际合作交流。中国高铁产业通过引进外国先进技术走出了一条
自我在创新之路,
必要的国际交流合作是中国高铁技术成长的基础。在国际高铁
市场上,虽然充满了激烈的竞争,但从长远来看,只有合作,才能实现共赢。尤
其是在中国高铁核心技术相对缺乏的现实情况下,
中国企业有必要积极参与联合

外国拥有核心技术的企业,
一同参与某些国际工程的建设,这样既能避免专利纠
纷,也能在实践中获得宝贵的经验。
第五,
加强媒体公关。
中国高铁的竞争企业能够利用媒体公关攻击中国高铁,
那么中国高铁也能通过媒体树立自己高大的形象。高铁是热门话题,也经常成文
各个新闻媒体的头条,
中国高铁相关企业或政府部门应该在适当的时候对外宣传
中国高铁取得知识产权的成就,
让全世界都看到中国高铁的成长,这样才能打消
外界对中国高铁的质疑。面对竞争企业的不利宣传,中国方面也应该及时驳斥其
不实言论,在舆论上占据制高点,并且树立中国高铁光辉形象。
4.1.2 出口配套服务完善
在整个产业链中,与研发、设计一样处于高附加值层级的就是销售与服务,
中国高铁要想扩展海外业务,
不仅要注重产品的设计与生产,同时也要在售后服
务方面跟得上。
2011 年 8 月,中国首个海外“城际动车 4S 店”——南车吉隆坡机车维护保
养有限公司在马来西亚成立。这是一个很好的范例。这样的售后服务的跟进,解
决了客户在购买产品之后对于维修养护的担忧,也为中国企业赢得了良好的口
碑,截止南车北车合并前,马来西亚的轨道交通市场份额,南车株机已经占有
85%以上。
对于层次较低的机车出口尚且如此,
当高铁出口到了线路运营管理的高层次
时,配套服务的重要性就会更为突出了。完善高铁出口配套服务,让高铁出口走
得更安心。
4.1.3 建立国际营销网络
但就机车出口而言,中国高铁已经走进了全世界 84 个国家或地区,但是中
国高铁的国际营销网络还远没有形成网络,没有得到实质上的完善,在很多国家
并没有建立直属的销售机构而完全依靠代理商进行海外业务拓展,
这加大了对营
销和产品同步的难度,也阻碍了信息流通的顺畅度,这种模式为中国高铁的海外
拓展带来很大的不确定性。
因此,中国高铁相关企业亟需在海外建立分、子公司或者办事机构。对于中
国高铁的重要市场,
比如南美和东南亚等地区,
建立直属机构的必要性更加显著。
如果中国高铁的海外营销能支部摆脱代理商的束缚,
那么中国高铁企业在国际上
的宣传能力将会有很大的提升,
在面对竞争对手的舆论攻势时应付将会更得心应
手。
4.1.4 加大国际化程度
2008 年以来,中国南车先后收购了英国丹尼克斯公司、澳大利亚代尔克公
司、德国 A+M 公司。值得注意的是,南车的这一系列收购动作并不是资本膨胀的

结果,相反,南车通过这一系列收购项目,弥补了自身在某些技术上的不足,同
时也利用被收购公司在海外的销售渠道,完善了在该地区的销售网络,也通过收
购完成了业务的扩展。比如,通过收购丹尼克斯公司,南车全面掌握了 IGBT 芯
片设计、芯片制造、模块封装、产品应用在内的全产业链,并且在英国成立了半
导体研发中心,为中国高铁产业服务。
这是一个很好的范例,
也为中国其他高铁相关企业提供了启发,通过实施海
外并购项目加大企业的国际化程度,把视野放宽,整合外国公司现有的资源,为
中国高铁出口积累更多优势。

4.2 政策对策
4.2.1 解决国际标准问题
国际标准问题是仅次于知识产权问题的中国高铁的高铁出口的第二大风险。
这一问题已经得到了中国铁路总公司的工程师们的注意。
解决这一问题,首先中国自己的高铁需要标准化。因为中国高铁发展之初,
是引进了四个国家不同公司的技术,
导致到目前中国生产的动车组在参数上并不
是统一的,
所以为了出口的便利,首先中国国内的生产厂商就应该把标准统一起
来。中国铁道总公司上层应该推动中国统一高铁标准的制定,推动统一标准下的
动车组研发与制造。中国统一标准的高铁制造一来能强化自主知识产权,为出口
打下基础,
二来方便零部件设备商根据统一标准进行生产和备货,又有利于降低
机车制造公司的维护、采购成本,第三,最重要的是统一标准的中国高铁把国内
的高铁产业力量凝聚在一起,对打造高铁的中国品牌有巨大的作用。
其次,中国政府应加强企业公关,积极投身到国际标准的制定中去。中国高
铁技术发展如此迅猛世界有目共睹,
现在中国政府能够自信得向世界展示自己在
现代化铁路建设方面的取得的成就,
是到了向世界输出中国自己的铁路标准的时
候了,
在获得自主知识产权的基础上,中国在发展中自成的标准是有能力向世界
推而广之的。但到目前为止,2013 年开工建设的肯尼亚蒙内铁路是海外唯一一
个采用中国铁路标准建设的现代化铁路工程,海外的技术标准壁垒森严可见一
斑。在企业自主研发的同时,中国政府也应该为高铁的出口做出贡献。2013 年,
中国有关部门主持和参加修订了国际铁路联盟标准、
国际电工组织牵引电器标委
会标准以及国际标准化组织标准共 11 项。不难看出,中国政府已经开始意识到
技术标准的问题,
并试图在标准制定的环节开始渗透进中国的力量,只是当前这
种力量还不够。今后,中国必须以更加积极地态度投身国际合作,参与国际铁路
标准的制定,
突破技术标准壁垒的坚冰,
同时也需要不断完善自身国内标准规范。

4.2.2 警惕地缘政治风险
2014 年 11 月的墨西哥高铁中标项目取消事件让中国普通老百姓都开始注意
到地缘政治风险。
这样的风险有时充满了不确定性,一旦出口对象国发生政治上
的变故,中国企业所要付出的代价是巨大的。
首先,
国家上层在签订任何高铁项目协定之前要仔细研究出口对象国的政治
稳定性以及中国企业的出口可行性,充分把握其政治生态环境,其可能发生的情
况作出合理评估。现目前,中国高铁出口的主要对象还是东南亚、非洲和中东欧
等发展中地区,
然而正是这些地区其政治形势相当复杂多变,为了保证中国企业
的利益,
中国政府与当地政府的洽谈与斡旋就显得相当重要,尤其是中国在中东
欧的铁路项目,
已经引起了欧盟上层的警觉,欧盟的政治家们担心中国高铁的对
外扩张会危及到欧盟国家的安全,如果政府间缺乏有效的沟通,那么这种误解将
会使中国与欧盟两方的利益受损。当然对于不同地区的政治风险,中国政府要有
明确的认识和正确地判断,
只有这样才能让世界知道,中国的发展是建立在合作
共赢之上的。
其次,要懂得利用当地媒体。舆论的力量是巨大的,曾经中国企业在舆论宣
传上吃过日本企业的亏,吸取教训之后,中国也必须学会利用舆论为自己造势,
这在应对地缘政治风险上也有一定的作用。
重视出口对象国当地民众的意愿还有

中国向世界出口高铁,
得到的不仅仅是经济利益。
从中国西南向中亚、
欧洲、
东南亚延伸的高速铁路线路,
沟通的是整个欧亚大陆,能极大地密切这一地区的
贸易、人员往来,而中国,通过这些高铁线路的建设,甚至运营管理,也能提升
其在世界上的影响力与话语权,这与近期热门的“一带一路”战略有异曲同工之
妙。因此,中国应该站在国家层面上看待高铁出口,这一具有国际战略意义的事
件,
应设立专门机构,
统一管理中国高铁的出口项目,
实施高层次的
“高铁外交”
战略,将中国高铁推向全世界。
4.2.4 注重高铁人才培养
高铁产业作为一个资本、
技术密集型产业,其发展离不开优秀人才源源不断
的努力,
中国高铁想要继续保持技术领先这一出口优势,
就必须注重人才的培养。
而这里的人才不仅仅是指高铁技术性人才,在出口过程中,掌握多门外语的谈判
型人才、熟悉国际市场运行的贸易型人才、精通合同撰写与维权的法律型人才、
能与海外企业与政府有效沟通的复合型人才等等都有巨大的需求量。
中国高铁走
向全世界,少不了这些不同专业,不同领域人才们的通力合作。为了应对中国高

铁出口的大趋势,
中国高校应该注重培养这些不同领域的高级精英,中国政府也
应该在政策上支持高校的培养计划,同时为这些精英提供大量的就业机会。

结论
在全球化的时代大背景下,要将中国高铁的国际化当做一个新时代的命题,
需要政府和企业的高层重视中国高铁产业的改革和进军海外市场过程中出现的
问题。政府方面,要协调统筹好高铁相关产业间的关系,以实现资源的优化配置
和合理利用;保持国际化视野,紧紧依托国家“一带一路”建设战略,实行“高
铁外交”,积极得向全世界宣传中国高铁,打造中国高铁名片;积极参与国际高

Train Export On Track

China’s high-speed railway exports have a competitive edge in cost, safety, technology and management. To China’s largest locomotive and rolling stock manufacturer, the past two months have seen business soar as large orders from across the globe came pouring in.
CSR Corp. Ltd. announced on October 28 that it had signed a deal with the Indian New Delhi
Gurgaon south extension line for 21 trains, which is the third deal made with India by CSR. The first train for the Gurgaon south extension line will be launched before March
20, 2015, and all trains will be delivered for testing before September 2015.
A week previously, CSR announced that its subsidiary CSR Zhuzhou Institute Co. Ltd. had received an order for 800 elastic components for 50 high-speed trains in Italy. This order makes
CSR the biggest supplier of elastic components to the European rail traffic market.
On September 16, CSR announced a deal with the Malaysian Ministry of Transport, for an order of 10 trains of 60 new inter-city electric multiple units (EMUs) which have a maximum speed of 160 km per hour. As per the contract, the first train will be delivered in 24 months, with the remainder of the order to be completed within 33 months. This is the second export order of upgraded intercity EMUs to Malaysia since 2010.
After the much publicized train crash in Wenzhou, Zhejiang Province two years ago, China’s train exports suffered a period of stagnation. The upswing in the CSR’s export orders indicates the industry is making a comeback.

Hi-tech trains
Established in December 2007, CSR is a state-owned enterprise engaged in independent development, manufacturing and standard service of locomotives, passenger carriages, freight wagons, multiple units, rapid transit vehicles and related components.
Going public on the Shanghai and Hong Kong stock exchanges in August 2008,
Beijing-based CSR now has 19 wholly-owned or controlling subsidiaries in 11 provinces and municipalities across the country, and nearly 90,000 employees.

In China, there are two companies engaged in the research and development, as well as the design and manufacturing of high-speed trains—CSR and China CNR Corp. Ltd. According to figures provided by the two companies, CSR has achieved rapid growth in train exports, surpassing CNR in research and development, as well as manufacturing top-quality trains for all geographic conditions.
According to CSR’s news releases, the trains designed for the New Delhi Gurgaon south extension line use corrosion-resistant, high strength and light aluminum alloy materials. Each railway compartment can save 20,000 kWh of power every year compared to similar trains, which is significant for India with its short power supply.
These trains are also in line with the “green and smart” trend and future development direction of the industry. It adopts a smart “double insurance” design for its door control, braking and signal systems, and light controls. These trains are compatible with other railway systems, too.
In consideration of the long operating distances, between stations and higher speeds, the designers of trains sold to Malaysia made improvements in vehicle safety, environment protection performance and human-oriented design, making it a more comfortable top-end inter-city EMU.
All basic facilities have been furnished, such as a bar, toilets (including some that are disability accessible) and large-size luggage racks for long-distance tours. each car and a double-redundancy braking system effectively ensuring safe operation of the train at high speeds.
The designers also developed technology providing an uninterrupted power supply, thus ensuring proper operation of onboard TV and air conditioning systems. Onboard 4G signal from transmitters can cover all six cars giving passengers access to free Internet, while GPS has been installed on the train for station reporting. These functions are currently unavailable on any high-speed trains, subway trains and locomotives in China.

Safety first
At present, only a few countries in the world—such as Germany, France, Japan and
China—have developed high-speed rail technology. China, which is making the most rapid advances in high-speed rail, has the world’s largest high-speed network in operation. Most of the achievements come from CSR and CNR’s research and development.
The Chinese Government is encouraging CSR and CNR, with their high-speed railway technologies, to develop overseas markets. When visiting Thailand in October, Premier Li
Keqiang went out of his way to promote China’s high-speed railway exports.

Jiaotong University, said that compared with other countries, China’s high-speed rail technologies have outstanding advantages.
The biggest advantage is the low cost. The engineering cost of Chinese developed high-speed rail is 130 million yuan ($21.17 million) per km, and the total cost, including management fees and resettlement costs, stand at about 200 million yuan ($32.57 million) per km, only one third or half of the comparable costs from overseas companies.
Moreover, China’s high-speed railway technologies are held by CSR and CNR, therefore when exporting trains, China can offer packaged services including technology. This is difficult for foreign countries to compete with, as their technologies are held by many different companies.
According to Li, China also has an advantage unavailable to other countries: Its total high-speed railway network is almost as large as those in all other countries combined, offering
Chinese companies experience far beyond their foreign counterparts. For years China has developed its own technologies by learning from others, with China having the ability and experience of integrating global high-speed railway technologies.
Li thinks that in the application of high-speed railways running at 200 km and 250 km per hour, China is very competitive in the international market. Therefore, these two kinds of high-speed railways should be the focus of exports.
Considering exports of China’s high-speed railways, Hong Kong-based newspaper
Wenweipo quoted Wang Mengshu, a member of the Chinese Academy of Engineering and a rail expert, who said China has professional technicians in areas from rail bed building to manufacturing of trains, which are unavailable in other countries.
Foreign customers, however, regard safety as the most important consideration. The train crash in Wenzhou on July 23, 2011 is frequently mentioned by customers. Li thinks the Wenzhou accident was due to a dereliction of duty rather than defects in technology.
When exporting trains, China is also selling its management experience and personnel training, together with railway technologies, which when combined should allay the safety concerns of all international customers.

for China’s high-speed railway development, and be of help in locating overseas markets for this new industry.
Less than two decades after China’s initial forays into high-speed railways, both the technology and railway networks are expanding spectacularly. Rail travel in China is more convenient now than it has ever been, and the country’s steadily maturing high-speed railway industry is widely recognized in foreign markets.

Chinese Speed
In 1992, the then Ministry of Railways promulgated a development plan for China’s railway sector in the following decade. It proposed research and development of railway technology and construction of high-speed passenger transport trains traveling at more than 200 km per hour. The authority also launched the pre-feasibility study of the Beijing-Shanghai high-speed railway, at a time when the maximum operating speed of China’s passenger trains was still around 80 to 110 kilometers per hour and that of cargo trains around 70 kilometers per hour.
The year 2002 witnessed accomplishment of the self-designed and constructed
Qinhuangdao-Shenyang high-speed railway on which trains traveled at 200 km per hour. In
November 2002, the DJJ2 “China Star” Electric Multiple Unit (EMU) reached a record trial speed of 321.5 km per hour, so affirming that China had mastered EMU design capability.
In January 2004, the State Council passed, after due deliberation, the Medium-and Long-term
Railway Network Plan. The plan was modified in October 2008, so creating the blueprint for
China’s high-speed railway expansion. According to the new scheme, by 2020 the national railway mileage will reach more than 120,000 km, of which 16,000 km will be exclusively passenger train lines. The focus will be on the construction of eight railways across China’s territory whose transportation arteries will connect the whole country. A batch of inter-city high speed railways will be simultaneously constructed in populous economically developed areas.
To achieve this goal, the Ministry of Railways set down the fundamental principle of
“bringing in cutting-edge technology to combine with domestic design and production, and create
China’s own brand.” A new program operation mode would at the same time introduce a small amount of overseas products assembled with domestically manufactured components. April 2007 marked Chinese railways’ sixth “speed boost” that raised to 200-250 km per hour the speed of the busy nationwide trunk lines. It was then that CRH (China Railways High-speed) set out to make passenger rail transportation more convenient.
A real breakthrough came on August 1, 2008, when the Beijing-Tianjin Intercity Railway went into operation. Trains on this line traveled at an incredible 350 km per hour, so cutting the

journey time to just 30 minutes compared to the 110 minutes of normal trains. In 2010, the annual volume of passenger traffi c in the Beijing-Tianjin Intercity Railway hit 30 million.
Foreign experts who introduced technologies to China agreed that it would take China eight to 10 years to increase the speed of its trains from 200 kilometers to 350 kilometers per hour. But they were wrong; it took just two years to reach this goal.
Furthermore, China initiated research into a new generation of highspeed trains that would travel at 380 kilometers per hour. In 2010, the China South Locomotive and Rolling Stock
Corporation Limited (CSR) domestically developed CRH380A rolled off the production line. Trial operations between certain Beijing-Shanghai intercity high-speed railroad transport sites achieved a maximum speed of 486.1 km per hour.
In June 2011 the high-speed train took just four hours to travel the 1,300 kilometers between
Beijing and Shanghai.
On January 9, 2015, director of the National Railway Administration Lu Dongfu announced that, as of the end of 2014, the operational mileage of railways had exceeded 110,000 km, with
15,000 kilometers of high-speed railroads, and that the daily operation of EMUs had reached
2,600-plus trains. These statistics confirmed that China had the world’s longest operational mileage and largest number of high-speed trains. Statistics show that from January to July 2014,
China’s EMU passengers exceeded 500 million, 33.7 percent more than the previous year.

Full Bloom
After years of unremitting efforts, China has perfected a high-speed rail technology system.
With regard to engineering technology, the system is well adapted to China’s complicated geographical and climatic conditions. It has successfully overcome challenges in infrastructure construction, including subgrades, bridges, tunnels and stations. It also resolved other specialized technical problems, such as ballastless track, traction power supply, and communication signals.
On June 19, 2014, a site inspection of results of the national project for high-speed train key technology research and equipment development was convened in Qingdao City of Shandong
Province. The purpose of the project was independent research into China’s fast trains capable of a speed of more than 350 kilometers per hour, based on the success of the Beijing-Shanghai intercity high-speed train. It also aimed to establish a system of high-speed rail equipment manufacture, applications, and innovations, featuring independent intellectual property rights, international competitiveness, and sustainable development competency. The institutes include more than 140, with 596 authorized patents, including 143 invention patents. Meanwhile 26 national standards and a further 226 industry standards have been set for the relevant high-speed

train technology, so laying a foundation for China’s independent intellectual property and hence innovation in this industry. This landmark achievement – the 350 km per hour CRH380 — has now become the main force of China’s high speed rail equipment, with a safe operation mileage of
400 million kilometers.
In addition to being conversant with high-speed train technology, Chinese engineers had also to tackle on-the-spot construction challenges. There have been f erce debates in China on whether or not high-speed railways should be built on ballast. Traditional tracks are supported on wooden sleepers resting on ballast; the innovative method is to lay the railway tracks on high strength concrete slabs. The former way saves costs during the project construction period, but the faster the train runs, the bumpier the ride. Substantial investment is also needed for due maintenance.
But although the cost of the new solution is 1.3 to 1.5 times that previously adopted, its advantage lies in maintaining trains’ high-speed and stable operation and reducing the need for repairs, so saving expenditure and prolonging service time. After due consideration, therefore, the Ministry of Railway made the final decision to use the new ballastless track technology.
As there was then no off-the-shelf technology, engineers had to overcome many difficulties such as geological subsidence and selection of an appropriate type of bridge. The rail tracks built this way helped high-speed trains achieve the goal of “smooth and steady operation,” to the extent that not a drop spilled from train passengers’ soft drinks, even at speeds of 350 kilometers per hour. The rapid development of China’s high-speed railways has also boosted economic growth and the optimization and upgrading of industrial structure, so giving rise to a significant number of high-tech innovative enterprises. Nowadays more than 640 first and second level supporting enterprises are directly bound up with EMUs.

Going Global
On February 3, 2014, the made-in- China CRH380A sped across the NASDAQ big screen in
Times Square. The video advertisement, sponsored by CSR, presented the huge changes in people’s lives amid the high-speed railway era, showcasing China’s international image as a high-end equipment manufacturer. China’s high-speed train equipment exports in recent years have, in fact, matched the speed of the ad. Although the CSR bid for the Mexico high-speed railway was canceled, CSR nevertheless exported subway and light rail trains to countries like
India and Malaysia. CNR has moreover sold its products to various countries and regions such as
Uzbekistan, Brazil, Thailand, and the United States.

World Bank statistics show that the cost to China of building high-speed railways was two thirds that in other countries. To reach a speed of 350 km per hour, China’s unit cost of infrastructure construction for every kilometer is US $17 million to US $21 million, as compared with US $25 million to US $39 million in Europe.
The news broke on December 30, 2014, of the CSR-CNR merger. The new corporation was named CRRC Corporation Limited — a move regarded as effectively avoiding vicious competition overseas between the two giants in the industry, and as propitious for the ensuing competition between China’s high-speed railway products and those of its overseas counterparts on the world market.
Premier Li Keqiang, who has recommended China’s high-speed railways globally, paid a visit to CSR last July. He emphasized that “the sustainable vitality of China’s equipment lies in its quality,” which was also the “fundamental guarantee of worldwide recognition.”

因此 2011 年 7 月 23 日发生的甬温高
铁事故常常被外国消费者所提及。
李教授认为,造成甬温高铁事故的原因是人为失职而并不是技术上的问题。
在出口机车的同时,中国也在向世界推销它的管理经验和人事培训机制还有铁路技术,
当这些要素结合起来的时候就能缓和国际上消费者对于中国高铁安全性的顾虑。

2002 年这一年中国见证了自行设计的成就。秦皇岛至沈阳的运营时速达到 200 公里每
小时的高速铁路建成。2002 年 11 月,DJJ2“中国之星”动车组(EMU)达到创纪录的 321.5
公里每小时的速度,这样标志着中国掌握了动车组设计能力。
2004 年 1 月,在经过仔细审核之后,国务院通过了中国中长期铁路网络规划。该规划
在 2008 年 10 月经过修改,至此,中国高铁速铁路的发展蓝图已经确立了。根据新计划,到
2020 年,
全国铁路总里程将达到 120000 多公里,
其中 16000 公里将作为专门客运列车线路。
规划的重点是建成 8 条横穿纵贯中国领土的交通大动脉,
这些线路将连接整个国家。
一批城
际高速铁路将同时建于人口众多经济发达地区。
为了实现这一目标,铁道部制定了基本原则,即“引进尖端技术结合国内设计和生产,

了这个目标。

中国现在已经自主地投入到新一代的,
运营时速达到 380 公里每小时的高铁
的研究中了。在 2010 年,中国南方机车车辆有限公司(CSR)自助开发的机车 CRH380A 成功
走下生产线。在北京至上海城际高速铁路的实验运行时该车型在某铁路测试站点是跑出了
486.1 公里每小时的最高速。在 2011 年京沪高铁的列车仅仅用时 4 个小时就跑完了两地相
隔了 1300 公里的距离。
2015 年 1 月 9 日,国家铁路局局长陆东福宣布,截止 2014 年年底,铁路运营里程已经
超过 110000 公里,其中 15000 公里是高速铁路,动车组每天的出勤率达到 2600 多车次。这
些统计数据证实,中国有世界上最长的高铁运营里程和最多的高铁机车。

该系统也已经成功地克服了在基础设施建设,
包括
基梁、桥梁、隧道和车站建设的挑战。它也解决了其他专业技术问题,比如碴轨道、牵引供
电、通信信号等问题。
2014 年 6 月 19 日,国家高速列车关键技术研究以及设备开发项目现场验收会在山东省
青岛市举行。
该项目的目的,
是在北京至上海城际高速铁路成功的经验基础上,
研究中国独立开发速
度超过 350 公里的时速的超高速列车的能力。
该项目还旨在建立一个高铁相关设备制造、

用与创新的系统,
并让这个系统具有中国自主知识产权并且具有国际竞争力和可出续发展能
力。有超过 140 个研究机构参与了该项目,涉及到 596 项知识产权,其中包括 143 项发明专
利。同时还制定了与高铁技术有关的 26 个国家标准和更多的 226 个行业标准,有次奠定了
中国独立知识产权的基础并且激励了中国在该行业的创新能力。
这一里程碑式的成就——时
速达到 350 公里的 CRH380 车型——现在已经成为了中国高铁运输装备的主力军,其安全运
营里程达到了 4 亿公里。
除了熟悉高铁技术之外,
中国工程师也要解决现场施工的挑战。
是否应该在道砟上修建
高铁铁路曾经在中国引发了激烈的讨论。
传统的铁道是修建在道砟上的木质枕木上的,
而创
新的做法是把铁路铺设在高强度混凝土板上。前者能够在铁道工程建设期间节约施工成本,
但是这样的话,列车运行得越快,车厢内就越颠簸。而且到期维修同样需要大量的投资。虽
然创新施工法的成本是老办法的 1.3 到 1.5 倍,
但是它的优势在于维护了列车高速运行时的
稳定性,减少了维修的频率,所以能够起到节省开支和延长服务时间的作用。因此,在经过
适当的考虑后,铁道部决定采用新的道砟轨道技术。
没有现成的技术,
工程师们必须克服许多困难,
比如地质沉陷还有选择适当的桥梁类型
等。这样建造出来的铁路能够帮助在上面运行的高铁达到“平稳运行”的目标,甚至平稳到
在以每小时 350 公里的速度行驶时都不会有一滴饮料从乘客的杯子中溢出。
中国高速铁路的快速发展也推动了经济增长和产业结构的优化升级,
所以让大量的高科
技创新企业看到了未来。现在,有超过 640 家企业直接或者间接地与动车组生产息息相关。

之下欧洲的建造成本达到了 2500 万到 3900 万美元。
2014 年 12 月 30 日,有消息传出,中国南车与中国北车要合并。新的公司将会被命名
为中国机车制造有限公司,
这一举动被认为是会能极大地避免这两个高铁产业巨头在海外的
恶性竞争,
同时也有利于中国国内的高铁相关产业整合力量,
从其他外国公司手上赢得高铁
的国际市场。
李克强总理在去年 7 月曾访问了中国南车公司,

With competition not only from lower-cost centers in the United States but also from China and other places in the Far East, a converted warehouse building in San Francisco was an unlikely location for this manufacturing business. Yet Brennan was not sure Timbuk2 could continue indefinitely to produce everything in San Francisco. While the pride and satisfaction of producing in San Francisco was ingrained in Timbuk2’s culture, and moving production elsewhere would be a huge change for a small company with local roots, Timbuk2 needed to remain profitable. Hence, Brennan knew there was no easy answer to the question on the table: Should Timbuk2 outsource some (or all) of its production to a Chinese firm?
