The movement of people, goods, and vehicles on the transportation system is now critically dependent on how effectively that system is operated and managed. While roadway system expansion is necessary in some key locations and corridors to facilitate this movement and in some case economic development, the construction of new lanes will never alleviate the need for effective transportation operations and management of the system on both existing and new segments. Well-planned, cost effective transportation operations and management strategies can improve mobility, safety, and productivity of the system for transportation users in urban and rural areas.
The FHWA (Federal Highway Administration), an agency of the U.S Department of Transportation, has 3600 employees, a field office in every state and an annual budget of more than $21 billion. The FHWA works with the states and with communities across the nation to build and maintain America’s roads and bridges and ensure a strong intermodal transportation system. The agency also develops and helps regulate safety requirements for commercial vehicle operators and through the Federal Lands Highway Program, works to provide access to national forests, national parks, Indian reservations and other public lands. Lanes for the exclusive use of high-occupancy vehicles, rush-hour use of shoulders, ramp metering, intersection improvements, and other innovative techniques will make ever greater contributions as communities struggle to make efficient use of resources. In the face of growing congestion and a diminishing physical and political ability to add new system capacity, public policy will increasingly focus on improving the efficiency of existing system operations.

...between 1950’s and 1980’s during the construction boom period were established with a 20-year life expectancy (FHWA 2002; Lee and Ibbs 2005). After the 2000’s these highways have created severe public concerns with regard to safety and regional economic problems. The resulting pavement degradation has been costly for road users in a number of ways; adversely affecting their safety, frequently causing severe traffic congestion, and resulting in the average driver wasting 67 hours and 32 extra gallons of fuel each year (A.I. Hasley, The Washington post 2013). A huge amount of money is necessary to restore the nationwide infrastructure. However,...

...Recycled Asphalt Product?? Basically R.A.P. is old asphalt that is ground into gravel that hardens/binds together when compacted. The best gravel to leave exposed for a long time is R.A.P. (Recycled Asphalt Product), a great product on any driveway, parking area or lane. There are three key requirements that must be satisfied for asphalt pavement recycling to be successful. Recycled asphalt pavements must: 1. Be cost effective, 2. Be environmentally responsible, and 3. Perform well. In 2007, the FHWA Office of Pavement Technology initiated an Expert Task Group (ETG) on the use of RAP in the construction and rehabilitation of flexible pavements for highways and roads. The ETG is comprised of experts on the use of RAP in asphalt paving mixtures from State DOTs, FHWA, the American Association of State Highway and Transportation Officials (AASHTO), National Asphalt Pavement Association (NAPA), and National Center for Asphalt Technology (NCAT). The purpose of the ETG is to advance the use of RAP in asphalt paving applications by providing highway agencies with critical information regarding the use of RAP, technical guidance on high-RAP projects, and direction on research activities. For more information on the RAP ETG, please see: http://www.ncat.us/RAP/. Recycled asphalt on the other hand is quite simply asphalt concrete which has been reprocessed by mixing the reclaimed asphalt pavement with new asphalt and aggregates. In some circumstances, a recycling agent is also introduced...

Zipcar Analysis

...Administration (FHWA) and the United States Bureau. According to the FHWA, ownership and operating costs of an intermediate size vehicle in the year 2000 averaged $.469/mile. This number is broken down into 8 different costs per mile: 1. Repairs- 0.9 cents 2. Depreciation- 16.4 cents 3. Fuel Tax – 1.9 cents 4. Fuel Cost- 4.2 cents 5. Financing- 7.0 cents 6. Maintenance- 2.3 cents 7. State Fees- 1.4 cents 8. Insurance- 12.7 cents (Our Nations Highways). After finding this data my next objective was to determine how many miles an average customer drives in an hour. To be specific, my main demographic was the college-educated individual since they were the most receptive to the car sharing idea. With this detail in mind, it was important to find data regarding the amount of miles an hour a college student may drive. I created this number by using the amount of miles a college student drives on a daily basis and multiplied it by the average cost per mile, which was 46.9 cents. To represent the amount of miles by a college student, I discovered data that shows that the average college student drives 20.3 miles a day (Our Nations Highways). I multiplied this number by 46.9 then divided it by 100 to get the exact dollar amount. This number came to approximately $9.54. However, to be more precise, the cost per hour for a Zipcar would be even more depending on the size of the car. For example, for a large party of customers, a mini-van may be needed. According to the FHWA, it costs...

Effectiveness of Using Geotextile in Flexible Pavement

...EFFECTIVESS OF USING GEOTEXTILES IN FLEXIBLE PAVEMENTS: LIFE-CYCLE COST ANALYSIS Shih-Hsien Yang Thesis submitted to the faculty of the Virginia Polytechnic Institute and State University in the partial fulfillment of the requirements for the degree of Master of Science in Civil Engineering Dr. Imad L Al-Qadi, Chair Dr. Gerardo W Flintsch Dr. Antonio A Trani Feb 27, 2006 Blacksburg, Virginia Keywords: Geotextile, Life Cycle Cost Analysis, Flexible Pavement, Cost Effectiveness, Agency Costs, User Costs EFFECTIVESS OF USING GEOTEXTILES IN FLEXIBLE PAVEMENTS: LIFE-CYCLE COST ANALYSIS Shih-Hsien Yang (ABSTRACT) Using geotextiles in secondary roads to stabilize weak subgrades has been a well accepted practice over the past thirty years. However, from an economical point of view, a complete life cycle cost analysis (LCCA), which includes not only costs to agencies but also costs to users, is urgently needed to assess the benefits of using geotextile in secondary road flexible pavement. Two design methods were used to quantify the improvements of using geotextiles in pavements. One was developed at Virginia Tech by Al-Qadi in 1997, and the other was developed at Montana State University by Perkins in 2001. In this study, a comprehensive life cycle cost analysis framework was developed and used to quantify the initial and the future cost of 25 representative low volume road design alternatives. A 50 year analysis cycle was used to compute the cost-effectiveness...

...While the federal government provides the fi- nancial aid, the states do the work of constructing and improving the interstate highways. Once the work has been completed, the interstate roads be- long to the state or local governments, which have the responsibility of maintaining them. Today the Federal Highway Administration oversees federal highways and their funding. The FHWA also applies federal safety standards to trucks and buses and does planning and research on highway construction and maintenance. The FHWA’s main job, however, is to administer the massive federal-aid highway program that sup- ports the construction and upkeep of about 25 percent of the nation’s roads. National Highway System Since 1995 the Federal Highway Administration has succeeded in completing 161,000 miles of highway in the National Highway System (NHS) and has moved on to other transportation needs. These include keeping up with increasing demand on existing highways, maintaining road and bridge condi- tions, and reducing traffic fatalities and congestion. Mass Transit The traffic helicopter seldom broadcasts good news for city dwellers. The streets and highways of large and small cities are clogged daily with automobile traffic, and urban planners Could the urban transportation problem be solved with better mass transit systems such as subways, commuter railroads, and bus lines? When properly operated, mass transit can transport more people than individual automobiles and help to reduce congestion...

Associate Director of Roadway Studies Highway Safety Research Center University of North Carolina Chapel Hill, North Carolina FIGURE 5-1 Pedestrian signal displays.' Traffic Signals Traffic signals are intended to assign the right-of-way to vehicular and pedestrian traffic. When installed appropriately, traffic signals can provide many benefits, including the interruption of heavy volumes of motor vehicles where there are insufficient gaps in motor vehicle traffic for pedestrians to cross safely at intersections or midblock locations. Unwarranted or improperly used traffic sig-nals can cause excessive delay for pedestrians and motor vehicles, signal disobedience, and an increase in certain accident types. Even where warranted, traffic signal installations commonly result fn an increase in rear-end and total accidents, with a corresponding reduction in more severe right-angle acci-dents. The effect of traffic signal installations on pedestrian accidents is not well known, but different locational characteristics of the sites are important factors in the accident experience at signals.° While many traffic signals include only the green, yellow, and red signal faces, a variety of signal lens faces may be used, depending on needed signal phasing. Studies have suggested, however, that highly-com-plex, multiphase signals often result in con-fusion...

...Utility Management System Cost and Time Benefits and Implications from the Local Agency Perspective Downloaded from ascelibrary.org by Indian Inst of Technology - Mumbai (IITM) on 05/11/16. Copyright ASCE. For personal use only; all rights reserved. Mark Lee, P.E. 1; Jorge A. Rueda-Benavides 2; Douglas D. Gransberg, Ph.D., P.E., M.ASCE 3 Abstract: Utility management systems (UMSs) have become more common for government agencies, and their use has recently been advocated by AASHTO on a statewide basis. By identifying current utility locations and correlating utility-related information between ongoing and upcoming projects, UMSs can reduce the occurrence of unexpected delays and cost overruns resulting from unforeseen utility conflicts found during construction. This paper presents an analysis of a two-part survey of local agency professionals in the transportation industry, regarding perceptions of UMS cost and time benefits and implications associated with implementation. The paper evaluates two hypotheses regarding local agencies’ perception on two key areas: (1) impact of UMS cost and time implementation requirements on implementation decisions; and (2) difference in cost and time benefits and implications for different types of local agencies. The study finds that despite its obvious potential benefits, UMSs are not being widely implemented at the local level because the cost to adopt them is perceived to be high. Additionally, this study found opportunities...
