INTRODUCTION:
The suspect was found to be under the influence of a controlled substance and unable to care for herself in public in violation of H&S 11550-Under the Influence of a Controlled Substance. The suspect was later released from the jail and cited. The suspect was then placed on a WIC 5150 Pychological Hold.

INVESTIGATION:
On 03-20-16 at approximately 1940 hours, Officer Reinbold #7400 and I responded to 236 Penn Street regarding a female swinging a broom at family members. Upon our arrival, Sergeant Grisafe #3275 was on scene and contacted the female, later identified as Suspect Miriam Montufar-Lopez in the back yard at the above residence. Lopez began hitting the walls with the broom as she walked toward the rear door. Lopez dropped the broom and walked out the rear door and into the backyard.
Medrano looked outside and reportedly saw Suspect Lopez throwing small rocks at the vehicle’s parked in the backyard. Medrano saw that the vehicles were not damaged from the rocks. Medrano heard Suspect Lopez reportedly yelling, “I’m going to kill everyone! Your end is near!” Suspect Lopez began yelling incoherently and continued dancing in the backyard. Medrano contacted the police department to report the incident.
Medrano stated that Suspect Lopez has been diagnosed approximately three years as being Schizophrenic and Bipolar. Suspect Lopez is currently prescribed Zyprexa Zydis 15MG. Medrano told me that Suspect Lopez is not taking her medication and has been known to use crystal methamphetamine. I arrested Lopez for H&S 11550-Under Influence Controlled Substance. Sergeant Grisafe was advised and approved the arrest. Sergeant Grisafe advised me to have Lopez booked, cited on the above charge and then place her on a WIC 5150-72 Mental Health Hold.
I walked Perez to our patrol unit and saw that she was still fidgety and continued swaying about two inches from side to side. At approximately 2015 hours, I placed Perez in the rear seat and checked her pulse rate. Perez’ pulse rate was at 110 BPM (normal is 60-90 BPM). I saw that Perez’ pupils were unusually dilated. As I checked Perez’s eyes she spontaneously said, “I slammed some meth earlier today.”
Officer Reinbold and I transported Perez to the Pasadena Jail for booking. Upon our arrival at approximately 2035 hours, I checked Perez’ pulse rate which was at 126 BPM (normal is 60-90 BPM). Perez was still fidgety and continued licking her lips. I compared Perez’ pupils to my pupilometer. I found that Perez’ pupils compared to 7.5 mm (normal is 3.0 mm to 6.5 mm). I saw that Perez’ pupils had little reaction to my flashlight. I attempted to check Perez’ for horizontal gaze nystagmus, vertical gaze nystagmus and lack of convergence but she would not follow my finger as instructed.
