Sarkozy Hyper-presidency France political governance has experienced numerous leaders with different approaches to its leadership. Nicholas Sarkozy is one of the political leaders who has made himself a name in the history of France. Sarkozy political career started at an early age with a win in the Neuilly Mayor position. Sarkozy was elected as the president in May 2007 through a party that was known as a UMP ( Union for a Popular Movement) becoming the sixth president of the French Republic. Although upon his election his party did not obtain majority compared to the opposition, he launched his reforms and included politicians from the opposition in his government. The paper, therefore, seeks to examine why Sarkozy was referred to as a hyper-president as well as establish whether the presidency is still powerful as compared to the past. Sarkozy title of hyper-president resulted after numerous accomplishments he made during his tenure as president. The president changed the leadership style that other presidents had used in the past, resulting in a better profile of the country among the European countries. Sarkozy did take the first courageous step to run the government as per the new quinquennial institutional rules. The president was the first ever president to govern under these rules which established the presidency hierarchy during his interactions.Sarkozy made several reforms which entailed creating new legislative domination instruments that did consolidate older political models with the new political space. The president did restore political ascendancy, successfully bringing back the president instruments ( Dennis 2009). He aligned electoral cycles ensuring that the presidential election did precede parliamentary contest. Sarkozy intervention on appointments resulted in the name of hyper-president. The President made appointments and controls systematically, a matter which his predecessors had not achieved. During Sarkozy tenure, there was an improved role of the presidential staff accompanied by the better nomination of advisors and ministers. President Sarkozy had a leadership vision even before he won the seat. He had the vision of a President, exercising executive authority with the prime minister acting as the implementor. The vision was accomplished in his tenure with the concentration of inner-executive functions. Sarkozy title as hyper-president is a term that he did deserve for the numerous contributions he made to the French state. Presidency is defined as a collection of administrative duties that revolve around the president office of any given state. It includes a collection of people, attorneys, chiefs of staffs among other bureaucrats (William and David 2013). However, all these are linked or lead to one person. As opposed to early years, the presidency as continued to lose its power as states and economies continue to grow and expand. Before the constitutions bestowed almost all the powers to a single person, but this has changed with the emergence of various institutions surrounding the system of the presidency. Throughout history, there have been many presidents who were powerful and people believed that all the power should rest with the presidency. In the recent past, with the development of democracy and constitutions, the powers of the presidency have been trimmed, and different groups have changed their perspective on presidency powers.

Distribution of Domain Controllers

...Distribution of Domain Controllers With the fresh install of Windows 2008 R2 both Domain Controllers and Read Only Domain Controllers will need to be deployed in strategic areas of the redesigned network. Since the corporate offices are in Ohio this is where the main domain controller will be located. It has been determined that the Huffman network will have between 50 - 100 users throughout the site which means that a minimum of two Domain Controllers, with universal grouping caching, is recommended to be placed in the network (Morimoto, Noel, Droubi, , Mistry, & Amaris, 2010). “Universal Group Cashing is a process by which an Active Directory site caches all universal group members locally so that the next time clients log on, information is more quickly provided to the client and they are able to log on faster” (Morimoto, Noel, Droubi, Mistry, & Amaris 2010, p. 371). This would be fine if the network was in one location, but Huffman’s network has four locations around the United States which means that only two regular Domain Controllers is not practical for the topography of the business. Domain Controller deployment will be as follows. Each satellite location, including California, Missouri, and New Jersey, will each have a Read-Only Domain Controller in place. The Read Only Domain Controllers is used instead of a normal controller to enhance security throughout the entire network. Read only prevents changes made to sensitive information throughout the entire...

Nt1110 Uni2 Hyper-Threading

...Paul Gogue Unit 2 Hyper-Threading NT1110 Introduction: Hyper-threading or HT technology is used by some Intel microprocessor's which allows a single microprocessor to act like two seperate processors to the operating system and the application programs that use it. Hyper-threading enables the "core" processor to execute two concurrent threads of instruction sent by the OS. This simultaneous multi-thread implementation (SMT) is used to improve the parellization of computation, which means more work to be done by the processor during each clock cycle. To the OS the HT micro-processors appear to be seperate processors, because the HT technology uses two virtual core's for every physical core. A Multi-core processor is a single computing component with two or more independent core's, which usually means two or more CPUs/core's working together on the same chip. Multi-core technolgy adds physical CPUs/core's which are the units that read and execute program instructions, adding multiple core's enables multiple instructions to be executed. The multiple core's improves performance, reduces power consumption, an more efficient simultaneous processing of multiple tasks amenable to parellel computing. Summary: Hyper threading stopped with P4 because there wasn't enough spare capacity in the core for the second thread. Each thread gets less cache to work with, and if they simultaneously need memory or the same resources, switching back and forth between them...

State and Local Government

...Dianna Ross Political Science March 23, 2014 Assignment II Listen to the news with ears that are open only for the negative and one would come away from the conversation about the of 2009 wondering who in the heck is running the country. Over the last five years I have heard many opinions on the American Recovery and Reinvestment Act of 2009 and the statement declaring the stimulus as one of the biggest mistakes made by President Obama is in my opinion an inaccurate one. The Stimulus or The Recovery Act, was an economic stimulus package enacted by the 111th United States Congress in February 2009 and signed into law on February 17, 2009, by President Barack Obama. To respond to the Great Recession, the primary objective was to save and create jobs almost immediately. Secondly to provide temporary relief programs for those most impacted by the recession and invest in infrastructure, education, health, and renewable energy. The cost of the stimulus package was estimated to be $787 billion at the time of passage, later revised to $831 billion between 2009 and 2019. The Act included direct spending in infrastructure, education, health, and energy, federal tax incentives, and expansion of unemployment benefits and other social welfare provisions. It also created the President's Economic Recovery Advisory Board. The goal of the stimulus plan was not only to boost the economy but to increase confidence in and restore faith in the ability to grow the economy. The average...

Obama Small Business

...The day Barack Obama took over the oval office, the entire nation was thrilled to see someone with much better judgment, charisma and let alone intelligence to operate the nation during the country’s worst economy recession since the Great Depression. When the Obama Administration stepped into the office, many believed that the priority for this administration is to turn the country around from this horrific recession that the entire world was facing at the time. Today, I would like to discuss Obama Administration’s policies that are affecting the ability for entrepreneurs to start, operate and make successful a business. First of all, entrepreneur is an integral element of the United States’ economy. Most entrepreneurs are small businesses, and small businesses are extremely important to the country. Small businesses create a tremendous amount of job opportunities which has given plethora of people a chance to achieve financial stability. Small businesses are also essential elements for the country’s revenue, out of all the companies listed in Fortune 500, a great portion of those companies started by entrepreneurs who had abysmal amounts of asset but great visions. In regards to Obama Administration’s policies on small businesses, it seems that President Obama also believes that small businesses are exceptionally vital to the nation’s well being as he stated in a statement that “one of the biggest drivers of employment that we have”. In order to help the entrepreneurs as well...

...Oral Communications http://www.youtube.com/watch?v=VjnygQ02aW4 President Barack Obama 2009 Inauguration and Address I chose to examine the speech by current US President Barack Obama. This speech was during his inauguration at the beginning of 2009. I chose to use this speech because it examines the speech by a man who attracts the attention of my generation. It’s easy for us to relate at this time in our lives and it shows in his popularity with the younger generation. For the most part of the speech, it was engaging to the audience. It was engaging because he kept the audience’s attention from the minute he was inaugurated at the beginning and passionately delivered a speech with many positive connotations. These positive sentences and phrases received applauses and praises and set the mood for the entire speech. In terms of visual aids, President Obama was wearing a suit, which fit the situation at hand. It was held outside, to make the event more interactive and appealing. It was sunny day, which also played a significant role in the situation. Also, President Obama was using his hands in an effective manner, by creating gestures to enhance what he was saying. This helps the audience understand what the message is and ultimately it boosts the performance. Ultimately, the speech was delivered without flaws and in accordance with the situation; new president is selected and a whole new beginning started for the USA. A positive speech delivered with a positive...

Policy: the Relation Between Gdp, Unemployment and Inflation Is Theoretically Straightforward

...Policy: The relation between GDP, unemployment and inflation is theoretically straightforward: the higher GDP the lower unemployment and the more upward pressure on prices (at least to some extent). When the Obama administration came into office it was faced with a situation where unemployment was headed up and GDP down. To counter this - as we know - a massive stimulus package was put into place. Now that we are some 15 months into this stimulus package please provide your opinion on how well it is doing. Please give some consideration to: 1) was the stimulus necessary in the 1st place, 2) was it big enough to do the job, 3) was it too big because of the deficits it created. What if anything should the administration be doing now? This is an excellent question. As time passes, I wonder was the stimulus worth it? Are we better off? My overall assessment is that prices were inflated especially in the housing market and it was time that something occurred to bring them back down to reality. It was inevitable that the crash happened creating a windfall in the market. A chain reaction began and people started losing their jobs. In response to the decline in GDP and the rise in unemployment figures, President Obama was able to push through the American Recovery and Reinvestment Act. The act provided investment into infrastructure projects and provided capital to banks and the overall economy. My opinion of the stimulus is good. I feel that it helped in that the injection...

Politic

...Article 1 At the Democratic National Convention in Charlotte N.C., former President Bill Clinton on Wednesday put Barack Obama’s name in nomination for reelection as president with an impassioned plea that Americans renew Obama’s contract for four more years. For those voters who have yet to decide whether to let Obama keep the keys to the White House or send him packing, here’s a primer in political prognostication: past is prologue; and personality drives behavior. Past is prologue The best predictor of future behavior is past behavior. No speech, no campaign promise will fundamentally alter the general tenor of the Obama presidency in a second term. If you dislike Obama’s first-term agenda or leadership style as president, there’s little reason to cast a vote for Obama in hope of change. For the nonpartisan or independent voter, the great challenge is to anticipate how the candidate will govern. That task is simplified with an incumbent because the candidate’s track record telegraphs his likely path. However, the future is always uncertain. Little did we know when we sized up George W. Bush’s fitness for office in 2000 that history would throw us a curveball a year later in the form of Sept. 11. This is where political psychology earns its keep. Personality drives behavior Personality refers to the stable patterns of a person’s motives, thoughts and actions over time and across a broad range of situations. Accurate personality assessment allows us to anticipate a...

Leadership

...Although there are many individuals I would consider as the embodiment of good leadership, I would attempt to focus my attention on President Barack Obama (PBO) as the embodiment of good leadership. Mills D. Q (2005), explains leadership as a process by which one person influences the behavior, thoughts and attitudes of others (p.11). This means that leadership sets direction for the rest to follow and also energizes people towards a goal. I would limit this paper to his past leadership roles, the criteria used in determining his leadership capabilities and provide illustrations of how he demonstrated these leadership capabilities in his roles. Past Leadership Roles of PBO Prominent among the many leadership roles held by PBO include but not limited to him being the 44th and current President of the United States, and the first African American to hold the office. During his first two years in office, he signed into law economic stimulus legislation in response to the Great Recession in the form of the American Recovery and Reinvestment Act of 2009 and the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010. (Barack Obama. [Internet]. 2015). Other major domestic initiatives in his first term included the Patient Protection and Affordable Care Act, often referred to as "Obamacare. In foreign policy, Obama ended U.S. military involvement in the Iraq War, increased U.S. troop levels in Afghanistan, signed the New START arms control treaty with Russia...

The Tea Party's Illegitimate Reactions to Perceived Failures of Society

...Vishnu Venkateswaran Writing 140: Section #64330 Rory Lukins November 15th, 2013 Assignment #4 The Tea Party’s Illegitimate Reactions to Perceived Failures of Society Signs that read “revolt against socialism”, arguments racing across the floors of Congress, and meddling in the electoral process to protest against the Democratic agenda are just a small number of the Tea Party’s activities. The Tea Party is a movement spurred on by CNBC’s Rick Santelli whose angry rant rouse the fervor of many a conservative. (Skocpol & Williamson, 1) In particular, he argued against the economic stimulus package introduced by the Obama administration in 2009. Shortly after, the official commencement of the Tea Party movement began with a rally of the fiscal conservative. It started out as a grassroots movement and later evolved into a widespread local and national organization. With generous funding from conservative billionaires and large political organization committees, the Tea Party grew exponentially from state to state. Tea Partiers called for a cut in taxes and public spending as well as deregulation of business operations to lower the national deficit. These individuals started their protest by conventional rallies with signs denouncing Obama’s policies. This later escalated, however, into endorsing candidates into the GOP and reforming the Republican Party. The Tea Party’s activities have contributed towards the recent government shutdown causing scorn amongst many in American...
