In economy of the leading world powers huge value is allocated for small business which, along with medium business, represents a basis for formation of the middle class which is basis for economic development of the state. Thus its share in economically active population of the country makes 21.1%. It is much lower than the developed countries. More than 50% of workers are involved in small business in the European Union countries. On average, on the world according to data of the UN, nearly 50% of economically active population is occupied in small and medium business, producing 40 — 60% of the gross domestic product. While, in the Republic of Kazakhstan, small and medium business total makes only 20% of GDP. As we see development of small business plays huge role in stable economic development of the state. The head of our state Nursultan Nazarbayev declared: "Domestic business is a driving force of a new economic course. The share of small and medium business in economy has to grow by 2030 at least twice. First, we have to create conditions that the person could try business, to become the full-fledged participant of the economic transformations which are carried out in the country, but not to wait that the state will solve for it all problems. It is important to raise the general level of business culture and to stimulate an enterprise initiative". It is important to estimate a condition of development of small business in Kazakhstan, to consider dynamics of number of the subjects of small business, number of employed occupied in it, and also output production. One of fundamental conditions of viability of any state is the agriculture, successful realization and management, which influences stable functioning of social and economic development of society in general.
