INTELLIGENT EXPERT SYSTEM
BIOMETRICS FOR ANTITERRORISM

ABSTRACT: ‘Terrorism’ is one of the highly pronounced words nowadays. Hijacks are taking a lion’s share when we talk about terrorism. This is mainly due to the intrusion of the terrorists into a country by using fake passports or related forged documents. Our project is intended to minimize this to the maximum extent, using the help of biometrics. We have taken finger print and Iris scanning to implement this project, since these are the 2 highly distinguishing features which differentiate one human from another. It is planned to be implemented in two phases.
1.While applying for the passports
2.During the boarding of flights

With proper implementation of these schemes, we can ensure that fake passports are not issued and illegally migrating people into the country can be prevented.

PROPOSED SYSTEM:
I.INTRODUCTION:
Taking the help of Iris scanning and finger print scanning we have designed this project in order to prevent hijacks. It is planned to be implemented in two phases as mentioned earlier.
II. WHILE APPLYING FOR THE PASSPORTS:
While a person is applying for the passports. Finger prints are scanned. Besides that Iris of the person should also be scanned since plastic surgeries can reduce the effectiveness of finger print scanning, and this information are stored in the database against the person’s information. If the same person is trying to apply for another passport, which is for an illegal purpose, again the Iris and finger prints of the person are scanned and this new set of scanned elements are compared with the already existing elements in the data base. If it is a redundant element passports won’t be issued to the person. Using this, fake passports can be minimized.
III. INTERFACING AADHAR SERVER WITH CISF SYSTEM IN AIRPORTS:
To make the checking process in airports easy and more secure, a small connection between the AADHAR server and the Central Industrial Security Force (CISF) should be done. The responsibility of the CISF system is to ensure the entry of genuine people into the airports and flights.
This implementation and its execution of work for checking process becomes easier than former methods because of the BVN (Biometric Verification) which already has been very safely , correctly and securely done during the AADHAR card generation.
IV. BIOMETRIC DEVICES AND ITS CERTIFICATION USED FOR AADHAR CARD:
Iris scanner:
Iris cameras perform recognition detection of a person's identity by mathematical analysis of the random patterns that are visible within the iris of an eye from some distance. It combines computer vision, pattern recognition, statistical inference and optics.
Of all the biometric devices and scanners available today, it is generally conceded that iris recognition is the most accurate.
Iris cameras, in general, take a digital photo of the iris pattern and recreating an encrypted digital template of that pattern. That encrypted template cannot be re-engineered or reproduced in any sort of visual image. Iris recognition therefore affords the highest level defense against identity theft, the most rapidly growing crime.

Fingerprint Scanner: A fingerprint scanner is an electronic device used to capture a digital image of the fingerprint pattern. This scan is digitally processed to create a biometric template which is stored and used for matching.

Biometric Device Certification:
Standardization Testing and Quality Certification (STQC) Directorate is an attached office of the Department of Information Technology(DIT), Government of India, provides quality assurance services in the area of Electronics and IT through countrywide network of laboratories and centers.
The biometric devices provisionally certified by STQC for use in Aadhar project, this certification scheme provides confidence that certified devices are reliable, safe, secure and meet the requirements, To know more about Master List of Documents related to Biometric Device Certification.

V. PROCESS IN AIRPORTS WHILE BOARDING FLIGHTS:
Iris and fingerprint scanners should be established in all the airports, i.e., both in domestic and international airports, where the scanning takes place. This should be performed during the checking, i.e.. during Immigration check with the head or the manager in the airport.
When the person’s Iris and fingerprint scans are done, the scanned elements are in turn are compared with the elements in the data server connected to the CISF from the main AADHAR server.
If the element matches with the name of the person and PAN details which are already stored, the person is genuine.

There are 3 different possibilities that an officer at the check counter might encounter:
1. A person might come for Biometric Verification (BVN) with passport and an applied AADHAR card.
If this is the case and if the scanned elements match as such with the aadhar scanned BVN through main server to CISF, then the person is, without any doubt ,a genuine person.

2. A person might come for BVN with a forged passport, that is, another person’s passport but forged with his photo replacing genuine person’s photo.
If this is the case, then during verification of the scanned elements and match with the aadhar database, the person will definitely be trapped as a result of forgery and might find out the reason for he doing the same.

3. A person might come for BVN with passport but he might not have yet applied for an AADHAR card due to which his scanned elements in airport cannot be found anywhere in the AADHAR database.
Hence, with his valid proofs such as PAN card, Bank account statement proofs, etc.. his newly scanned elements can be added to the CISF database after which, the next time he travels, his details would be present in the Database.
VI.ADVANTAGES:
1.Helps to minimise terrorism
2.Hijacks can be minimised or minimized

VII. PROCESS OF IRIS SCANNING WHILE BOARDING FLIGHTS (NATIONAL OR INTERNATIONAL):
In this process of Iris Scanning, as shown in Fig (1) while boarding flights, people who have got their AADHAR cards would have got their Iris scanned and it would have been registered in their Database. So, before boarding flights, during checking, our Idea and plan of Implementation is that, during checking of passports/visa, every person’s Iris should be scanned and should be checked with that of the registered scan of the Iris of that person while applying for passport in the Database. Fig (1)
VIII .CONCLUSION

This plan and Idea of ours and its Implementation in India would help the country survive to its fullest without any Terrorism problems and Hijack problems which would lead a peaceful life.
This plan would also prevent people from applying for a second passport while the first passport of the same person is already in use. This would increase the alertness among the society and the employees in Government.
