Kansas Government
The national government is made up of smaller state governments whose constitutions and inner workings are based on the national government’s constitution as a base guideline. We will look at the Kansas government to see what their main components of government are; we will also look at state services to see how they are handled. As we touch on these subjects we will also look into some of the services the judicial, educational, and social service systems have to offer. The last area we will touch on is the funding Kansas has and how Kansas government uses it.
Main Components
The main components of the Kansas Government are those of a bicameral government. A bicameral government is a two house government that has their checks and balances in order. Kansas has the executive branch that consists of the governor, lieutenant governor, the secretary of state and the attorney general. The legislative branch that consists of the two houses of government the house of representative and the senate. The judicial branch that consists of one Supreme Court, district courts, and other courts tandem to the law of the state Kansas (Kansas S. o., Kansas State Library, 2012).
State Services
The government has to provide the services for handicapped or mentally or physically incapacitated persons as in institutions for the good of the people. The government will also help with financial aid, unemployment compensation, benefits for the old age and the counties in the state will also help. The government may have tax levies for certain institutions that caring for people who have a disability, such as mental illness, retardation, hearing loss, or a visually handicapped (Kansas S. o., Kansas State Library, 2012).
Government Services
One service that is available through the judicial services of Kansas is a court appointed special advocate program. The court appointed special advocate is a volunteer who works with children in advocating the best interests of the child and assists with finding a safe and permanent home for the child. The court appointed special advocate is a nonprofit organization. They have to meet the requirements of the Supreme Court, and they are review every year to make sure they are incompliance with the standards of the court (Government, 2007). One service that is available through the educational services is student financial aid. The financial aid is loans and grants they can apply for to attend school. Students can also receive scholarships through financial aid. The aid can come for the state or federal government or through organizations and banks. Kansas Board of Regents is responsible for the state funded grants. Financial aid is applied for every year students attend college to see what money they will receive (Kansas S. o., Welcome to Kansas, 2012). One service that is available through the social service is adoption services. The adoption service is for children who are in state custody and case managers are not able to help the child return to the home. Parents may give up their rights to their children or parent’s rights can be terminated by the courts for whatever reason. When children are up for adoption the Social and rehabilitation services uses a list of adoptive families that have gone through training and are registered as adoptive parents. The children are put with one of the families who are qualified to adopt. There is also adoption assistance available for special needs children who are put up for adoption. The assistance has many services that include health care coverage, monthly subsidy payments or other resources, non-recurring legal fees or other expense associated with the placement of a child who has emotional, significant medical, or development needs. Social and rehabilitation services are those responsible for determining the children with special needs. When the parents are going to adopt a special needs child the assistance amounts will be discussed before the final adoption is complete (Kansas S. o., Kansas Department of Social and Rehabilitation Services, 2009). Funding
The two major funding sources are the individual income tax and retail sales and compensating use. The retail sales and compensating use taxes are the taxes placed on goods bought from retail stores, such as sporting good, grocery, clothing, electronic, and car dealerships. The compensating uses tax is put on items purchased online, as seen on television, over the phone, and magazines. The tax is also put on items stored or consumed in Kansas from another state. The amount of these taxes brought in 38.9% of revenue to the state in 2011. Individual income taxes are taxes taken out of paychecks and social security checks. The amount of these taxes brought in 44.8% of revenue to the state in 2011. The money made from these two funding sources went to human services with 23.4% and education with 65.4% in 2011 (Kansas T. S., 2010).
We have touched on how the government is configured and the services that Kansas has to offer. We have also looked into the educational, judicial and social services to see just a small portion of what is there. Seeing where the funding comes from and where it goes in the state is quite an interesting conundrum for public to understand. We have barely just begun to discuss the government here in Kansas and there is more to read and understand on how the state is assembled. There are plenty of websites and organizations to look up and read more about the government or its services.

News Response

...PSC 201A Dr. Schulte Response Paper 3 In the New York Times article, “What’s the Matter With Kansas’ Schools?” by David Sciarra and Wade Henderson published on January 7, Kansas is facing a rigorous challenge on inadequate and unfair school funding for public education. Governor Sam Brownback who is a Republican and the Kansas legislature, which is led by Republicans, have made an excess amount of harsh budget cuts in addition to the cuts that they made several years ago. Parents filed a lawsuit to protest these funding cuts. The Kansas Supreme Court will have to decide whether the state will continue cutting funds or restore them. “The Judges called the school funding cut destructive of our children’s future” (Sciarra and Henderson, 2014). Federal education policies have ignored the issue of poverty for years. There are a number of research studies that have been found that the majority of students in public schools come from low-income families. Referring to the current school system, I think these large cuts in school funding would not only affect the children’s future, but also help to impoverish society in the long run. Poverty is a substantial factor when it comes to education problems in the United States. According to the Washington Post (2013), low-income students made up at least half the public school population in 17 states, including some wealthy states such as California in 2011, which was a marked increase from 2000 (Strauss, 2013). Furthermore, social science...

Kansas City Zephyrs Baseball Club

...KANSAS CITY ZEPHYRS BASEBALL CLUB This case has three fundamental issues 1. Roster depreciation; 2. Player compensation; 3. Transfer pricing of related party operations (stadium costs); 1. Roster Depreciation (I side with the Owners) The owners recognize depreciation as of a value placed on the player roster at the time the baseball club was purchased. They do this for two reasons. 1. It lowers the value of the team and second for tax purposes. This is very legal and is normally used unless the company wants to show a higher profit. However, the team’s roster is usually its biggest assets and the only reason the owners are doing this is to show lower profits and pay less taxes 2. Player Compensation (I side with the Owners) Players compensation is a significant part of the teams expenses. The team uses accrual accounting which recognizes revenues to expenses at the time in which the transaction occurs rather than when payment is made. Although players’ compensations are not paid immediately in cash it is very likely the team will pay them. If the team does what the players suggest and deffers compensation expenses it would not show accurate expenses and therefore over value itself. 3. Transferg pricing of related party operations: (I side with the players) This is a common accounting practice. Our company actually does this with payroll. We have a staffing agency that operates our nursing homes. We charge for LPN and RN double what we pay them. This way...

Kansas

...Kansas is a state that is shaped like a rectangle and is full of plains, grasses, flowers and people who sing the cheerful state song. The story of how Kansas became a free state is very interesting. Home on the Range is the state song and the state bird is the western meadowlark. The big hairy buffalo is the state animal and the state insect is the small stinging honey bee. Also interesting is the worlds biggest recorded pallasite was found in Kansas. Kansas was named after the Native American word Kanza, meaning “people of the south wind.” The people of Kansas were considering whether or not Kansas should become a slave state. There was such a balance of opinion that it took four attempts at writing a constitution by congress. The battle raged on often needing the help of federal troops. In 1850 the people of Kansas approved a constitution prohibiting slavery. The senate’s refusal to admit Kansas as a state, the issue exploded into a national political problem. In order to be admitted there had to be a big shift in power in the senate and the presidency. It wasn’t until January 29, 1861 that the constitution making Kansas the 34th state reached President James Buchanan’s desk and was signed. This January we will celebrate the 150th birthday of Kansas. Home on the range, the state song of Kansas, was originally a poem called My Western Home by Dr. Brewster M. Higley near 1872. The music was written by a friend of Higleys named Daniel E. Kelly. It was officially...

...also when you know that part of your tax money is going towards the building of a new ballpark in your area. Within ten minutes of my house in Kansas City, Kansas we have had two stadiums built within the last 12 years, Sporting KC Park (MLS) and Community America Ballpark (minor league baseball). Sporting KC park was built using STAR bonds (only available in Kansas and Nevada) and according to the Kansas Department of Commerce, sales tax revenue (STAR) bonds provide Kansas municipalities the opportunity to issue bonds to finance the development of major commercial, entertainment and tourism areas, and use the sales tax revenue generated by the development to pay off the bonds (Rishe, 2015). Sporting KC had a season ticket base of just under 14,000 for a facility that seats approximately 18,500.  That’s roughly 75% of capacity, which is pretty damn good for Major League Soccer.  Sporting KC drew an average of 105% of their capacity in 2012 for a 9% increase over their inaugural year at Sporting KC Park (Rishe, 2015). Community America Ballpark was built with the use of private funds. In 2013 the Unified Government of Wyandotte County purchased the Stadium from Ehlert Development. In doing so they will also use STAR bonds for an $8 million renovation (Babbitt, 2015). More than 265,000 fans attended games at the park in 2013, and the Kansas City T-Bones are said to generate over $5.5 million a year to economically benefit Wyandotte County. More than $650,000 has also been given by...

Kansas City Case

...Kansas City Zephyrs Baseball Club, Inc.   Answer and submit these two questions for each item in dispute:  Who's correct and why?  for the Kansas City Zephyrs (6 points). In this baseball accounting dispute case I would rule towards the side of the players.  First and foremost, their case on roster depreciation is a good point, because one, this is not done in any other industry when referring to staff or labor, and from a performance standpoint the way you may be able to determine if depreciation is present it could be determined by how much a player is playing in comparison to the previous year(s).  And in most cases if a player is actually “depreciating”, they will be put on waivers or released.  Next, deferred salaries should be accounted for in the fashion as pointed out by the PBPA, because if the owner’s actually do not pay this money in this fiscal year then that money would be assumed to be earning interest or invested.  The third point, referring to stadium operations would definitely need to be analyzed extremely close, because any situation where monies shifting from the right pocket to the left pocket, the rates can not vary from the going rate for these services or properties, because otherwise those transactions might as well be laundering.   Ultimately, the accounting policies and procedures practiced by the owners would lend one to question all of their financial reports because their acts up until this point would cause you to think antitrust issues could...

Exemplification Essay: Life In America

...David remembers a trip his family took to Kansas City. The long, 4 hour drive was mind numbingly drab for the most part and was just a waiting game to see how long before his parents snapped at his three younger siblings. However one thing that stood out to him were the numerous military silos they drove past. His father explained that those funny looking building contained enormous nukes, set to launch, in the event of a war breaking out. But that was just the way things were in the 1970s and 80s. Life in America went on, business as usual, in the age of disco and awful haircuts with an ever looming dread of the Red. Things in Berlin however had not improved. By 1980 the wall had been up for almost two decades and showed no sign of coming...

Truman Capote's In Cold Blood

...Remorseless. Cold. Vile. The presented illustrates just a few of the words that society uses to label criminals. Although society expects that individuals who commit crimes get thrown into the same pile, a vast difference divides a cold-hearted killer from a misguided individual. The Capote classic, In Cold Blood, explores the contrast between these categories with the duo of Dick Hickock and Perry Smith. While Perry may not exhibit the moral qualities of a sensible individual, the fault of his crimes fall more on his need for love and acceptance. On the other side of the spectrum, Hickock fits into the classic criminal mold like a glove. Perry’s fondness of one individual, Willie-Jay, provides more depth to his need for guidance. Throughout the novel, Perry speaks of Willie-Jay in an admiring tone due to his understanding of Perry and his futile attempt to push Perry away from violence and destruction. While Willie-Jay may similarly have a jail sentence, Capote makes it clear that Jay attributes positive qualities and meets the criteria of a good person. Capote intricately scatters pieces of their bond throughout the novel to give an idea of how Willie-Jay acts as a mentor to the mistreated and misguided Perry. The novel, In Cold Blood, develops the relationship between Willie-Jay and Perry to humanize the latter while conveying that all individuals deserve a second chance. Moreover, Capote uses the Willie-Jay and Perry interactions to convey how Jay accepted Perry which in...

In Cold Blood Diction Analysis

...In Truman Capote’s novel, In Cold Blood, the story of Dick Hickock and Perry Smith’s brutal murder of the Clutter family is shared with the reader. Capote writes to show the reader Perry and Dick in a new light. Using syntax, tone, and diction, Capote wraps the reader into getting to know Dick and Perry. Capote begins introducing the reader to Dick and Perry in a clearer sense starting with their arrival to Garden City. One technique that Capote uses in his syntax to connect with the reader is hyphens; they are used to expose the reader to the situation as well as the mood that Dick and Perry’s arrival holds. Capote makes the reader experience the atmosphere of their arrival as he writes: “It was the return of Hickock and Smith these professional spectators were on hand to record, and Captain Gerald Murray of the highway patrol, had reserved for them the ample space on the sidewalk fronting the courthouse steps - the steps the prisoners must mount on their way to the county jail, an institution that occupies the top floor of the four-story limestone structure” (247). The hyphen emphasizes the impending doom of the prisoners. Another use of this hyphen is how it’s elongating the sentence just as the people of Garden City have long been awaiting the arrival of Dick and Perry. The emphasis put on the phrase “- the steps the prisoners must mount” (247) using hyphenation shows that every little thing regarding Dick and Perry is focused and tense. The emphasis put on such details...
