framework best explains the Kazakhstan choice toward the EEU accession. More specifically the New Institutionalism is a theoretical model that describes the integration process that drives Kazakhstan to join the post-Soviet integration process.
I believe that new institutionalism and Kazakhstan’s accession into the EEU share common ideas and two branches applies here such as historical and rational choice institutionalism.
I understand that each theory has its own limits and constraints including the new institutionalism. Likewise this theoretical framework has been criticized by other scholars and in order to address this issue I combine historical institutionalism with rational choice institutionalism.

Under the factors of economic endowments we assume that population; land and natural resources are similar among them. While under the similarities of the institutional structures among two countries we assume that social, cultural, historical and political environment are alike. For example countries had command economy where the authoritarian government was in charge and the state dominated the economy. This can be characterized as similar reform strategies of the economy.
Today these countries are experiencing transformation of their institutional structures, with massive liberalization, privatization and integration. For instance Soviet heritage such as Baikonur cosmodrome which currently Kazakhstan cannot maintain have chosen the Russian Federation as a user.

Thanks to the Russian language that is a common language among the EEU countries and business cooperation and interaction is becoming more efficient. For example, the common language in an international trade scene contributes to the easiness of communication and transaction that increases trade flow between countries by 44% .
Also Kazakhstan depends on the Russian Federation infrastructure including pipelines. For example the largest volume of the Kazakhstan oil is transported to the West through the Russian Federation. The EEU allowed Kazakhstan to cement this business interaction among countries.
Being landlocked and participation in integration for Kazakhstan creates to access to the seas where the Russian Federation is in role of the transit country. Regional integration in this case is Pareto optimal with benefits from cooperation even though two countries quite different in terms of diplomatic issue, political life and geographical aspects .
