Law Enforcement

The development of police agencies stem back to the early centuries. During the early time of policing, the jurisdictions were limited. The changes in society had a direct impact on the demand of policing needs. The United States enhancement of law enforcement expanded to three types of law enforcement agencies. The three law enforcement agencies are local, state, and federal. Each branch of government is equally important in the overall safety and security of the United States.

The organization of law enforcement originated during the early centuries. During the early era of policing, the citizens in the communities did the enforcing. If a crime was committed, the offender was pursued by the posse (Schmalleger, 2009). In those days, the posse served as the law enforcement. All able citizens, led by the countries leader, were required by law to join the posse in the event a criminal act was committed (Schmalleger, 2009). As society changed, so did the organization of law enforcement. Bailiffs, also known as watchmen, came along as the population increased (Schmalleger, 2009). The watchmen patrolled the high crime areas during the evenings.

The first policy written into law setting strategy practices for law enforcement was the Statute of Winchester. As the cities and towns expanded, there was a need for more patrol; therefore, the Statute of Winchester was administered to allow for policing at night and during the day (Schmalleger, 2009). Several more policies were developed to assist the law enforcement officers in effectively carrying out the laws in the communities. The Bow Street Runners was an English police unit founded to respond to the growth of criminal organizations. The Bow Street Runners was responsible for bringing down a high

Law Enforcement Today

...Law Enforcement Today Tammy Sepulveda CJS/200 Version 6 08/26/2012 Charles Musselwhite Law Enforcement Today The major issue facing Police Departments today are all of the budget cutbacks. Many police agencies suffer all the way around the table with less money to work with in a fiscal year. They have had to eliminate certain units that are an important part of crime control and catching criminals. Some of these include; gang units, narcotics unit, mounted patrol, and also eliminating many civilian positions. Not only do the cutbacks affect each unit within the department, but the department as a whole. They have fewer resources to work with when they cannot afford the proper training, equipment and technology. With all of these issue’s they have to deal with, it makes their jobs that much harder. The budget cuts have affected many places across the United States. Crime rates have gone up in many areas; where at one point the crime rate was going down. Newark NJ Police Director Garry McCarthy stated at the Perf’s Summit on the Economy in 2010 that “they had four consecutive years of shooting reductions and murder reductions, but now his shootings are up for the year and so is the murder rate”. “The purpose of the SLFC Program is to establish partnerships with State, local and regional fusion centers that facilitate the lawful sharing of homeland security information and intelligence”. (CONOPS 2008) According to the CONOPS at The Department of Homeland Security; their purpose...

Issues in Law Enforcement

...What are the issues facing law enforcement today? That is a good question, but not one I think is best suited for a initial hire interview. Think about it, what power does a probationary officer have within the department to solve any "problems" facing law enforcement? I know what they are looking for in asking the question, but there are better ways to illicit a response on those topics. As to the question, perhaps the largest issue I see in LE is: Communication. Great answer to the board question, hit them back with such a broad response to a generic question. Communication has been, and will always be a large issue in LE. Its not just communication between dispatch and officers or officers and the public, but between all levels in the chain of command. Between departments within the agency, between agencies and other levels of government. We tend to play our game too close to our chest, though with good reason sometimes. We really need to work on our flow of information and resources. How do these issues coincide with those of the Department of Homeland Security (DHS)? DHS must improve communication between law enforcement agencies in order to accomplish its mission because many threats and suspicious activity will be observed first, and possibly only, by cops on the street. DHS must remain vigilant that its surveillance authority is cautiously used to prevent or detect terrorism and violent crimes. DHS should keep its focus on crimes, drug or otherwise, that directly...

Minorities in Law Enforcement

...Minorities in Law Enforcement Christina Moore CJS/210 November 01, 2013 Jeffrey Scott Minorities in Law Enforcement Throughout the history of policing the roles of women and minorities has been limited. [ Some roles of women and minorities throughout policing history include not being able to work a beat, not being able to be selected for higher ranking, Where there was a community made up of primarily minorities such as a Hispanic neighborhood more Hispanic police officers would patrol in that area and where there were more African Americans in a neighborhood that is where African Americans would patrol. In the Past: Subjugated to a lesser status than men, paid less for equal work, unequally represented in governments and as CEOs. In the Present: They are rocking and still third world countries women are yet to be developed. This is possible only through education. In US policing there is typically a state police force, but crimes are usually handled by local police forces which usually only cover a few municipalities. National agencies, such as the FBI, only have jurisdiction over federal crimes or those with an interstate component. Funding by different levels of government determines jurisdiction. Sheer size: the smaller size of a woman allows for better use of cover and concealment.. Women have better vision in low light, better peripheral vision and better hearing. Law Enforcement Today

... American policing in today’s society looks quite different from past policing; in fact, the law enforcement structure of the United States been called the most complex system in the world (Schmalleger 2011). There are three major components that exist within the legislative and judicial jurisdictions in the United States; they are federal, state, and local agencies. Each of these jurisdictions has created and designated different police agencies to enforce their laws. Although, they all work to enforce laws to keep citizens safe, the uniformity between the agencies is not so bonded. The function, authority and or even the naming of the agencies are all separately decided. In an already complicated system, it is becoming complex with the growth of private security firms; they operate on a for-profit basis and provide services that have traditionally been regarded as law enforcement activities (Schmalleger 2011). The Federal Bureau of Investigation known in short as the FBI is a federal agency and just might be the most known and recognized law enforcement agency in the world. The FBI has been around for about 100 years. It started off as the Bureau of Investigation in 1908. The FBI main objective today is as follows “The Mission of the FBI is to protect and defend the United States against terrorist and foreign intelligence threats; to uphold and enforce the criminal laws of the United States; and to provide leadership and criminal justice services to federal, state...

Diversity in Law Enforcement

...Diversity in Law Enforcement MAJ-660 Across the United States there are many challenges among law enforcement agencies when it comes to hiring the most qualified candidates and also those candidates that come from racial/ethnic minorities and female applicants. Having diversity within a law enforcement agency is critical. Bringing cultural understandings and native language skills to the force, minorities’ play a key role for success when the officers are called to help those groups of individuals. “In short, the police may be seen more legitimate and may be better able to partner with community organizations in fighting crime if they more closely resemble and identify with the communities they serve” (Raganella and White, 2004; Scivner, 2006). Due to the higher standards that most of the law enforcement agencies require, there are many individuals that would make outstanding police officers, but do not meet many of the requirements such as a college education. However, there are many other circumstances that can attribute to the lower number of minorities and women in law enforcement. One of the biggest issues with recruitment of racial/ethnic minorities and women basically boils down to “an insufficient number of these groups simply not applying for the job” (Scivner, 2006). According to Ravens 2010, “lack of awareness suggests a deficiency in outreach actions and events; that is, there is not enough recruitment in areas where demographics...

Helicopters in Law Enforcement

...Throughout history, police departments have utilized various technological advancements in an effort to improve their ability to fight crime and maintain public safety. These technological advancements have enhanced a variety of areas in policing, including communication and transportation. Helicopters have assisted police activities by providing law enforcement presence in the air. Helicopters have served an important role in modifying and improving police operations, but questions remain about the priority of this new form of vehicle technology in law enforcement. This is particularly true regarding the use of the helicopter because they are expensive to operate. There are many factors that a department should consider when deciding whether or not helicopters are worth the expense. A brief description of the history of the use of helicopters in policing will be given. Various uses of the helicopter in policing, the costs of using helicopters, and helicopter technology fighting crime will be discussed. Historical Background of Helicopters New York and Los Angeles were the first police departments to create aviation units. These units used fixed wing aircraft to serve rescue tasks with minimal involvement in daily patrol activities (Riley, 1997). The first uses of helicopters occurred in New York City during the 1940s. Their uses included rescuing civilians trapped in ice, spotting fires, following cars being pursued, and finding cars "buried in the swamps of Brooklyn and Queens"...

Law Enforcement Today

...Law Enforcement Today Steven Camp CJS/200 Apr 26, 2015 Keith MC Ininch Law Enforcement Today Policing today’s American society has become more than just capturing the criminals. The daily tasks of law enforcement on local, state, and federal levels are challenging for these agencies. Law enforcement today must cope with issues, maintain and improve interaction amongst the upper and lower levels of the agencies, and look for ways to improve upon those relationships, all in an effort to protect and serve. Law enforcement agencies, more particular, the officers who work in those agencies, are constantly faced with issues of trust and integrity (Schmalleger, 2001). The dangers associated with being a law enforcement agent are inherent to the job itself. Officers are subject to violence of the offenders, health hazards at crime scenes, and the dangers of vehicular traffic among other dangers. Schmalleger presents that 134 law enforcement officers were killed in the line of duty in 2008 (pp. 276). Issues of racial and biased profiling also present problems for law enforcement. It is important for officers to maintain a balance of justice and to treat all citizens equally. This becomes an issue many times when the crime occurs and the victim of said crime was a member of a minority group. If the victim were black in a predominantly white community, the police may find themselves looked at as not doing all they can to find the criminal. On the other side of that, if the criminal...

...Law Enforcement paper Teresa Wilson CJA 204 Nov. 28, 2011 Mrs. Dorey Law Enforcement paper The police agencies can be traced back in time. They used to be called marshals, and for the most part now they are called sheriffs. There are a few places who still call them marshals. The duties, functions, of the police have been split up, so that each one of the branches has their own responsibilities and roles that they need to do. There is the local police department that makes sure there is emergency services, they uphold traffic enforcement laws. They also do a lot with the communities, like doing crime prevention. Help set up neighborhood watches and make sure that the public knows they are there is they need them. The local police can only go as far as their jurisdiction will let them go. They cannot cross into another jurisdiction; also they provide services to let people know that they are there if they are needed. The state law enforcements agencies help with a few different things from the local police agencies. The help keep our cars all inspected and make sure they are all up to the United State standards. The state police agencies have more jurisdiction then the local police agencies do. Which can be a good thing in many ways, Example: they could help more if a child is kidnapped and taken into a different jurisdiction. They can go about anywhere in the state as to where the local law enforcement can only go so far. They even help keep our state...

Restrictions In Law Enforcement

...The policies, procedures, rules, regulations, as well as discipline, are vitally important to law enforcement (Cordner, 2016). The guidelines set forth within each define how each member of the department shall act during the course of their duties. In the event that these are not put into place, there is a real threat to the freedoms of the citizens within the community they serve. It is the goal of the chief of police to determine the medium between allowing officers to exercise their will or restrict their discretion to a bare minimum. There are instances when restrictions set forth within a guideline could limit an officer’s ability to effectively complete their duties (Cordner, 2016). For instance, if a procedure were put into place...

Different Roles in Law Enforcement

...Local law enforcement has many different duties that they are responsible for every day and each agency is broken down into many different roles. State law enforcement consist manly of the state police and the higher patrol. The duties of these two departments consist of patrolling specific areas, conducting investigations, and enforcing traffic laws on high ways. Benefits of Diversity in Law Enforcement

...Benefits of Diversity in Law Enforcement Author Note This paper was prepared for Managing Diversity, MAJ 6603, taught by Professor Wilson. Abstract In this paper we will discuss the advantages of diversity within law enforcement, its community and recruitment programs. We will review the benefits of implementing theories, concepts, and leadership skills throughout law enforcement to ensure that all personnel are treated with respect and dignity. Exploration of barriers could be broken through by developing a training environment, which ensures that those within their ranks can rise to the challenge. At the same time encouraging employees, both civilian and uniformed the ability to contribute to the framework of the organization. By allowing this to happen, we can help strengthen the moral fortitude of an agency, rich in ethical and cultural diversity for the community to benefit. As we discuss the importance of diversity within law enforcement, we will also look at formulating a recruitment program. This includes the community which they interact with on a daily bases with a focus on reducing negative connotations towards them. There are many programs that have been developed since the 1970s throughout the United, which have been implemented and developed into a positive interaction with the community, especially the immigrant families, allowing for a more positive feeling towards law enforcement. Local Law Enforcement Intelligence

...Local Law Enforcement Intelligence The world of local law enforcement intelligence has changed significantly since September 11, 2001. State, local, and tribal law enforcement agencies have been given a variety of new responsibilities to handle including intelligence as just one. The intelligence discipline has evolved significantly in recent years since 9/11. As these various trends have merged, increasing numbers of American law enforcement agencies have begun to explore, and sometimes embrace, the intelligence function. Law enforcement agencies should consider many new techniques in bettering their intelligence functions. This research paper will discuss law enforcement intelligence history, methods to integrate intelligence into their agency and resources to help with their departments function. To begin this research the first question to be asked should be that of what is law enforcement intelligence? “Law enforcement intelligence is the product of an analytical process that provides an integrated perspective to disparate information about crime, crime trends, crime and security threats and conditions associated with criminality” (Carter). In my opinion the term “law enforcement intelligence” is used and viewed improperly. The majority of people will take this term out of its context and confuse it with national intelligence. Law enforcement intelligence is often viewed as pieces of information about people, places, or events that can be used to provide insight about...

Law Enforcement Response to Terrorism

...Local Law Enforcement Response to Terrorism Student Course Number and Name Instructor Date Abstract The synchronization of the different levels of response agencies is vital to the national effort against terrorism because when incidents cross disciplinary or jurisdictional boundaries, or if they are complex in nature, coordination of activities is important to ensuring an effective and efficient response to containing, controlling, and resolving the incident. However, when incidents do strike, local law enforcement personnel are the first responders on the scene. The Boston Marathon bombing incident was a demonstration of how local law enforcement worked with state and federal law enforcement to coordinate the clearing of the scenes and location of the perpetrators. Since the terrorism incident that occurred on September 11, 2001, city leaders across the United States have assumed greater roles of responsibility in homeland security (Downing, 2009). This new responsibility has brought with it issues and practical challenges that city leaders and policymakers are confronted with during times of crisis that necessitate the securing of their communities. Although assistance comes from a variety of sources during emergency events, it is critical that local leaders are endowed with the knowledge to aid them in meeting the terrorism challenges that could occur not just now, but also in the future. Presented in this paper is information that local leaders can employ to ensure...
