CHAPTER 1

INTRODUCTION

The Movie and Television Review and Classification Board (MTRCB) is a Philippine government agency responsible for rating and reviewing television programs, movies and home videos. Unlike other organizations worldwide, the board does not rate video games. This is due to the fact that the Philippines does not produce video games (other than titles from studios such as Anino Games), since most video games are imported, with almost all of it coming from the United States. Because of that, ratings from the ESRB is the de facto system used in the Philippines, but legal restrictions (such as prohibition of sales of M-rated and higher games to minors) usually do not apply, although certain software vendors ask for a valid ID or any other verification when selling those games. The board also does not rate literature, unlike some other organizations. Recently, the board has revised its classification ratings for television shows. A memorandum issued by the review board on Aug. 25 stated that the revised ratings are as follows: General Patronage (“G”), Parental Guidance (“PG”), Strong Parental Guidance (“SPG”) and Disapproved for airing on TV (“X”). After massive media education, a parent will be wiser than to allow children to watch television relentlessly. A parent will be wiser than to keep his child up after nine in the evening, knowing that 9 p.m. is proper bedtime for the kids and knowing that television will thereafter be more risqué as it will pander to adults who can afford to sleep much later. Networks will consequently find it easier to produce, promote and sell more programs that do not require ingredients of sex and aggression in order to recover their investment. Media education will also convincingly explain to parents that media and government are partners but should not to be expected to raise their children. It will reduce the howling from parents and other groups against inanities, sexuality, commercialism and violence because all these will be properly relegated to after watershed hours. In this study, the researchers attempted to know the influence of new MTRCB ratings for TV and if those ratings plays an important role in terms of interpersonal communication and child parenting. Researchers also attempted to know the influence of those ratings in the responsibilities of parents.

Statement of the Problem This research seeks to decribe the influence of new MTRCB ratings between the interpersonal communication and child parenting. 1. Profile > Age > Gender > Place of residence
2. What are the factors that make the new MRTCB ratings affects the responsibilities of parents to children?
3. How the new MTRCB ratings affects the relationship of a family and child parenting?
4. Is there any pattern that shows relationship between child parenting and Interpersonal communication as influence by new MTRCB ratings in terms of: > Genre of the program > Family size > Time of the program
