Compstat was developed in response to a very specific set of immediate needs confronting the NYPD at that time: the compelling need to bring spiralling rates of crime and disorder to within manageable bounds and to refocus the NYPD on its primary mission of effectively ensuring public safety by reducing crime and violence. Since its introduction in early 1994, Compstat has proven to be highly effective in achieving the goals for which it was initially intended. Over time it has also evolved and grown from a basic and fairly rudimentary process involving the collection and analysis of crime data as well as a mechanism for ensuring accountability and information-sharing into a more complex, more nuanced, and eminently more effective management paradigm. As Compstat grew and changed over time, so too did the issues and problems challenging the NYPD. Judge Shiela Woods- Skipper overturned convictions that were based on the testimony of former Jefferey Walker who was arrested in May as part of an FBI corruption inevestigatgion (Writer, 2013). The District Attorney in the case Robin Godfrey requested the reversals in the hearing he said afterward that he was very dissappointed to drop cases involving defendants who had pleaded guilty to drug charges (Writer, 2013). Walker was arrested after he was overheard bragging on how easy it was to rob drug dealers. Agents have said that Walker was assigned to the narcotics unit since 1999 and that he plotted with a government informant to rob drug dealers (Writer, 2013). What he wasn’t aware of is that FBI agents had been listening in on what he was doing (Writer, 2013). In one theft Walker planted drugs in a volkswagon Jetta and arrested the suspect (Writer, 2013). Walker and the informant then entered the drug dealer’s house and took $15,000 according to federal charges. The court that will try a case is decided by jurisdiction, jurisdiction being defined as “(1) the legal authority of a court to hear and decide a certain type of case; (2) the geographic area over which the court has authority to decide cases “ (Definitions, n.d.). Also we must clarify state and federal jurisdiction. Federal court jurisdiction is limited to the types of cases listed in the Constitution and specifically provided for by Congress. For the most part, federal courts only hear cases in which the United States is a party and cases involving violations of the U.S. Constitution or federal laws. There are others, but those are the ones relevant to this paper. State courts have much broader jurisdiction, they preside over cases most individual citizens would be involved in and most criminal cases involve violations of state law and are thus tried in state court. Prior to 1800, governments maintained order by a variety of means, local and national. One of the key historical debates concerns the effectiveness of these approaches and the degree of continuity between the premodern and modern police models. Around 1800 a small number of distinctively different types of police institution emerged. The French, under Napoleon, instituted the Gendarmerie, a state military police model. It evolved from the “Marechaussee,” which had had a dual military and civil function since the 16th century. The model was exported across Europe by Napoleon. The British developed two models. The first, set up to answer similar challenges to the Gendarmerie in France, was the Royal Irish Constabulary model. I did some research on my own neighborhood which is located in the borough of Brooklyn. My neighborhood is Sunset Park. Sunset Park has its own unique history in Brooklyn and is considered one the smaller neighborhoods in Brooklyn. Sometimes Sunset Park is confused with Bay Ridge or Park Slope which are the neighborhoods that surround it. However, it stretches from 15th street to 65th street, from 9th avenue to New York Harbor (which can be considered to some 1st, 2nd and 3rd Ave). It is demographically diverse and has approximately 150,000 people. Sunset Park in my opinion is growing everyday and there are many different changes that happen right before my eyes. Sunset Park was named in 1965 after the 25 acre park built in the 1890‘s which overlooks the entire neighborhood.
