1.0 PENDAHULUAN

Negeri Selangor merupakan sebuah negeri yang maju dalam sektor perdagangan dan pesat dalam pembangunan. Sebagai sebuah negeri yang maju, banyak pasaraya besar dan kompleks membeli-belah telah didirikan dalam negeri. Keadaan ini telah menyebabkan penggunaan beg plastik secara besar-besaran di merata-rata. Oleh yang demikian, keadaan pencemaran beg plastik ataupun dikenali sebagai pencemaran putih (white pollution) semakin serius pada hari ini.

Memandangkan pencemaran beg plastik ini mungkin menjejaskan kualiti alam sekitar dan kesihatan rakyat Negeri Selangor, pihak Kerajaan Negeri Selangor di bawah
Jawatankuasa Tetap Pelancongan, Hal Ehwal Pengguna dan Alam Sekitar yang dipengerusi oleh Y.B. Elizabeth Wong telah mengadakan satu perbincangan dengan beberapa pengusaha-pengusaha pasaraya besar, kompleks membeli-belah serta peruncit tentang kaedah-kaedah mengurangkan penggunaan beg plastik di dalam negeri.

Perbincangan mengenai “Kempen Tanpa Penggunaan Beg Plastik di Negeri Selangor” mendapat sambutan hebat. Hasil daripada perbincangan, pihak Kerajaan Negeri Selangor akan menganjurkan kempen ‘Hari Tanpa Beg Plastik’ pada setiap hari Sabtu. Pada hari perlaksanaan kempen ‘Hari Tanpa Beg Plastik’ tersebut, beg plastik tidak akan diberikan kepada pembeli sebaliknya pembeli akan dikenakan bayaran sebanyak 0.20 sen ke atas setiap penggunaan sebarang beg plastik.

“Kempen Tanpa Penggunaan Beg Plastik di Negeri Selangor” akan dilaksanakan mengikut peringkat yang dirangka memakan masa selama dua tahun. Sehubungan dengan itu, peringkat yang pertama adalah dengan melaksanakan kempen“ Hari Tanpa Beg
Plastik” pada setiap hari Sabtu akan bermula pada tahun awal Tahun 2010. Setelah perlaksanaan kempen dilaksanakan selama 6 bulan, pihak Kerajaan Negeri bersama pengusaha-pengusaha akan menjalankan pemantauan bagi mengenalpasti impak daripada kempen tersebut. Sekiranya kempen ini membawa kepada satu impak yang positif, perlaksanaan peringkat kedua diteruskan dengan melanjutkan kempen “Hari Tanpa Beg
Plastik’ kepada hari-hari biasa.

2.0 TUJUAN

Kempen ini adalah bertujuan untuk mencapai objektif-objektif seperti berikut:
i)

Mengurangkan penggunaan beg plastik di Negeri Selangor.

ii)

Mempertingkatkan kesedaran pengguna awam terhadap impak-impak negative penggunaan beg plastik.

3.0 TARIKH DAN TEMPAT

4.0 KAEDAH PERLAKSANAAN

Pihak Kerajaan Negeri Selangor menggalakkan semua pengusaha pasaraya besar, pasaraya, peruncit dan pusat membeli-belah menyertai kempen ini. Satu “Deklarasi
Pengurangan Penggunaan Beg Plastik Negeri Selangor” akan diedarkan kepada semua pengusaha untuk mengenalpasti samaada anda bersedia bekerjasama dengan
Kerajaan Negeri Selangor dalam kempen pengurangan penggunaan beg plastik supaya pencemaran alam sekitar dapat ditangani.

Anda perlu membuat satu barcode untuk bayaran 0.20 sen bagi setiap beg plastik dalam sistem juruwang anda ataupun sediakan satu kotak untuk mengumpul bayaran penggunaan beg plastik di kaunter.

5.0 KESIMPULAN
Pihak Kerajaan Negeri Selangor yakin bahawa kempen ini akan memberi kesedaran dan manfaat kepada para pengusaha dan pengguna iaitu mengurangkan kos pemprosesan beg plastik serta mengurangkan pencemaran alam sekitar. Oleh itu, Pihak Kerajaan Negeri
Selangor berharap semua pengusaha-pengusaha akan menyambut baik kempen tersebut.
