Q: “What is human development? Critically summarize the views of Mahbub ul Haq on how human development can be realistically attained within prevailing socio- economic conditions. What in your view is the significance of human development as a contemporary vision for social reorganization?” Discuss the nature of this significance with the help of one or two examples that illustrate your points.

A: Human development is well-being concept and wider range of the human context. It is included the studies of human conditions. Human development meaning comes at last twenty-five years. Human development is like approach, which is define conditions of human life. Human development means not like that only growth of economic expansion, its growth in opportunities in every field. Development of kind which allows people their respective choices. There are two dimensions of sketch of human development. First dimension is directly enhancing of human abilities, and other is creating conditions for human development. Directly enhancing of human abilities included long and healthy life, knowledge, and decent standard of living. Creating conditions for human development included like participation in political and community life, environment sustainability, human security and rights, gender equality. Human development is concept of totally development of the people. Human life should be based upon their choices, not insisting that they make use of them. It is true that no one can guarantees human happiness, and the choices people make are their own concern. According to the human development it’s not only the economic growth. Economic growth is focuses only expansion of income only while the human development focuses to enlargement of all the areas of human choices as to what should be an ideal way to lead and drive choices.

Dr. Mahbub Ul Haq was renowned theorist, economist, and founder of the human development report. He was came first time with the concept of human development. He argued about the totally development of the human being. He come with the new concept of human. Since 25 years. According to the eminent professor M.U. Haq human development should be dined as a process of extending the freedom of citizen or people, a freedom or choice that should have right to decide what to do and how to be. He also focused on well-being of human development. Mr. UL Haq goes further and say that choice can be changed over the period of time people’s interest, objectives are not constant. And the objectives according to Mr Haq should be that people should enjoy an appropriate environment for long they should be healthy and creative. There are four paradigm of the development created by the socialist Mr. Haq. That’s are the Sustainability, equality, productivity and empowerment. 1. Sustainability: Sustainable development is defined as development that satisfies the needs of the present without compromising the ability of future generations to satisfy theirs. It implies the fulfilment of several conditions. It preserves the overall balance at every field like environment, natural resources and many more.

2. Equity: people must have access to equal opportunities. All barriers to economic and political opportunities must be eliminated so that people can participate in, and benefit from, these opportunities. It is an essential paradigm of development, assuring everyone should have equal access to development opportunity in present and future as well.

3. Productivity: Productivity can be using normally in economic context. People must be increase the productivity and must be participated fully in the process of income generation and productivity also.

4. Empowerment: human development not should be charitable based; it should focus on human development- by the people who must participate in events, activities and processes that shapes their lives. So empowerment means people are in position to exercise the choice of their own free will.

Now, development is not easy way to create a beautiful life of the human being. Human development measures by the United Nations Development Programme. They using the Human Development Index (HDI) for the situation of the whole country. If we look the particularly the rank of India it is the very pathetic according to the resources and population. Human development is concerned not only with building human capabilities through investment in education and health. It’s depend upon our growth, employment opportunities. Government should pay the equally attention to the public. Meanwhile many programmes opened by the State Government like NHRM, Sarva Shiksha Abhiyan, and Pradhan Mantri Jan Dhan Yogna. These programmes for the person who has not fully capable to maintain his life. Sarva Shiksha Abhiyan is related to the provide education to every child, Jan Dhan Yogna has related to the boost of the economic power, NHRM providing the health facilities to all over India. According to my points it’s fruitful for the some peoples but it’s not reached to every person. So for the human development every people must be participated for the State.
