...I remember you mentioned - when you met with MPW Engineers you talk about the Contract documents. On this point, in 2014, I did some research and compared the different type of contracts MPW and others were using at that time. I had looked at the NEC3, AIA, FIDIC, General Government model contracts, the Purchase order, etc. and I compared them to each other. Please the excel spreadsheet attachment. What I found was very interesting - here are some of the key findings: • There are 15 or more types of contracts (this also includes the Government model contracts and E1 PO) for small to large projects (Works, Services and Goods) being utilized. • There appear to be duplication of contract types –e.g. between the Government Model contracts, FIDIC and/or NEC3 for minor and major works. • MPW and previously the Architects/OPMP were the major issuer of Works Contracts, however many other departments regularly execute (supply and service) contracts but did not have access to the contract software applications. • Not all the Users were properly trained on how to use contracts and/or not aware of the software applications. • There were no clear records as to who can and/or does create and issues contracts and/or how many contracts were out in any given year. • There are annual fees for the each contract software - NEC3, AIA and FIDIC licenses – and these are being paid for by MPW, and these software applications are not available to others Ministries. Just to again pass on the history of these agreements… When the QEP contracts were batch loaded into the system, there was a file cabinet that was missed and some contracts were not part of the upload. The contracts were all dated between 1997 and 2008. The majority of the contracts have had no activity against them and did not even have an SAP vendor number number issued, even though there is evergreen clause in them. (I think there was spend on like 10 of the 250 contracts we originally looked at.) Some vendor names have changed since the contracts were issued. All contracts were entered into the system with a status of “closed” and given a termination date of 12/31/13. This termination date was determined by our legal group and by records retention. When we were looking to have theses entered by a mass upload, Usman and I took a pretty hard look at which of the fields would be required and which would not provide useful data. The data that was sent over is a result of those decisions. Some of the data you are looking for will be easier to gather than others… Data that is Easy/Possible to provide • Supplier Name (missing for a few contracts)-I did not see the final sheet that went over to you. ...what I was looking for. Meeting with “strangers” around Texas Instruments for the first time and communicating the issue and what was needed from them was rather challenging. Presumably, these employees I needed to meet with would notice the meeting requests I send out and they didn’t really know what the meeting was about or who I was. In fact, I had people who didn’t even show up to the meetings I scheduled with them! But, later on, I would reschedule it and they would eventually show up. It just took patience and persistence. Not only during my meetings were my communication skills enhanced, but during networking events as well. Texas Instruments held many intern and networking occasions where we were advised to network with other individuals. As a slight introvert, I found these networking events to be awkward at first, but they got easier and easier down the road. ...During my first meeting with my manager we discussed concepts such as sample allocation and materiality, which I was also aware of due to taking Auditing I. This meant that I was able to ask him questions and show him that I had a basic understanding of what he was telling me. It is also interesting seeing concepts I have learnt in class in real world application. For example, in this class I was introduced to working papers. Now, every day I worked at EPRA I completed working papers. For EPRA, this meant using an Excel spreadsheet with templates for different tests that needed to be done. Another important concept we discussed was the different types of audit reports such as an unmodified opinion report or a modified opinion report. For most of the audits that I worked on, the final audit report showed minimal errors. However, there were many past files that I read that had considerable errors and charges so I was exposed to both ends of the spectrum. 3 party accountability Conclusion Spending the summer of 2016 working as a compliance analyst for EPRA has been a priceless experience.
