Introduction

The United Nations Millennium Declaration explicitly recognized the role of ODA in the development process and committed industrialized countries to “grant more generous development assistance” (UN 2000). The International Conference on Financing for Development held in Monterrey, Mexico in 2002 reiterated this view and recognized that “a substantial increase in ODA”, would be required to achieve the MDGs (UN 2002).

The events began with the financial crisis of 2007–2008, considered by many economists to be the worst financial crisis since the Great Depression of the 1930s.
