Abstract

The purpose of this research paper is to build a fund social developing sustainability and stability, achieving operational self-sufficiency and achieving social efficiency. This study analyze four problems such as client criteria, products and services, organization structure and personnel, information and communication of social fund. To understand better the characteristics of the client, social fund can build products and services which appropriate to the needs of target customers. Besides it also helps build organization structure and personnel of social fund to ensure operating efficiency and performance. The construction of information and communication is very important to help fund to manage social fund data efficient. The study of this subjects helps me to fulfill my current job also to complete the courses of Columbia Southern University.

Introduction For social fund, choosing target clients who it serves, it is very important. Those target clients have to be appropriate to social fund’s vision, mission and goal. The products and services of social fund also meet demand of target clients. Those things also ensure clients of social fund use those products and services effectively so that they can improve their life. Organization structure and personnel must be set well to help Organizations to gain their goal which is built by organization’s managers. Information and communication are also effective tools to help organization to manage their resource safely. Research of target clients, products and services, organization structure and personnel, information and communication of social fund will help me do well in the subjects of CSU's MBA program such as Marketing, Strategy, Organizational Theory, design and change, Human resource Management, etc . For the study of those fields help me to have broaden knowledge of target clients, products and services, organizational structure and personnel, information and communication which I have experienced when performing exercises of CSU's MBA program. Client Criteria Target clients to be served of social fund include: Poor women with low income, especially the poor women in rural areas, small-scale production and business entities, individuals and households who have demands for improving the environment, sanitation and housing. Clients of social fund must be those who: have an ability to use and earn profit from savings accounts, small loans, micro insurance services, to develop their business, increase income and escape from the poverty themselves, have demand and main motivation to access reliable financial services regularly, meeting their increasing demand. Their motivation for loan repayment is the promise to access bigger loan capital, Have self-reliance and team work spirit. They are willing to guarantee other poor people to access the services (Kare, 2011). Products and Services With the purpose of improving the income for the poor so as they can improve their living, health and education for their children; Social fund has plan to carry out the following activities; Developing financial and non-financial action programs in order to provide the poor with sustainable financial services; Providing the poor with flexible credit and savings products which are reachable and suitable with the practical demands of the poor. Therefore, the main products and services are:
Credit Services Key criteria of credit service Loan usage: Loans are used for production and business activities in order to help the poor increase their income. Conditions will vary according to types of loans. Credit line: Credit line will be determined basing on the repayment capacity of clients, their current income, loan purposes, and results on the valuation of their business plan. Release of loan: Release of loan is only made when all requirements stipulated in the credit contract are satisfied by clients. It is made according to the process of loan disbursement. Clients have to provide information or documents to prove that the using of the loan is in compliance with the loan purposes and other agreements stated in the credit contract. To ensure loan repayments of clients Procedures for loans assessment and approval: Criteria to select clients and measures to evaluate the loan repayment capacity of clients will be clearly regulated or will be done basing on the experienced credit officers or basing on the official criteria. Procedures for evaluation on loan repayment capacity of clients are performed to ensure that clients get the loan which is within their repayment capacity. The following information is required: Current income of clients: this is one of criteria to evaluate how much clients can repay monthly. Results of appraisal on production and business plans are decisive conditions and compulsory bases in procedures for loan assessment and approval. Training to clients: Setting up training programs on operations, production and business for clients. Training courses can be provided by experienced organizations or companies. Providing fully to clients with understandable information on loans to make sure that clients understand and accept regulations. Providing training programs on customers to clients if necessary.
Other Services Micro-insurance services; Propagandizing topics which women should pay attention to; Organizing training course to transfer science – technology on protecting animals and plants from epidemic, and preserving products after harvesting. Organization Structure and Personnel The development of organization will be gradual as from the date of acceptance from the provincial people committee. Proposed personnel of social fund will include followings: the Board of Directors, the Board of Management, The Control Board, Accounting Department, Credit services Department, Training Department, HR and admin. Department, Internal Audit Department.

Means of Communications are Telephones, Fax, and Internet, etc. Social fund use services provided by telecommunication suppliers in Vietnam by signing service contracts on the basis of considering factors such as price, service quality, information security level, etc. in order to ensure the highest results for all transactions, both serving operation of social fund.

Technology Social fund will use all software system provided, guided for application, and maintained by software supporter. Social fund will be responsible for performing all formalities to register to use this software and other supporters will give support on professional and technology issues. Conclusion The target clients and products and services of social fund are the important topics which need to research. It is clearly known target clients that will help social fund to build products and services to meet their clients demand. Study of organization structure and personnel, information and communication helps me enhance my knowledge that serving for learning well MBA program of CSU. If organization structure and personnel, information and communication are implemented well in social fund that help improve social performance of social fund. The research of this topics helps me to improve my professional skills and to complete the subjects of CSU, also helps me to improve thinking skills, writing skills, etc to complete my MBA program of CSU easily.
