Outbidding: Zealots Versus Pillouts

One of the three strategies is outbidding: zealots versus sellouts. What outbidding does is that when two parties are fighting over a leadership position, they try to demonstrate their worthiness while the general public is deciding who represents them best. A way in which one can combat outbidding is by attempting to unite the separate groups into one. When it comes to multiple groups competing for the support of the people, the people do not know who to trust on the aspect of one may be lying and the other is very serious but will put lives at risk. If united, this group becomes one and outbidding stops but the group unified could be stronger together. Another strategy from Kydd and Walter is spoiling, or sabotaging the peace. What spoiling does is that it separates two enemies that are potentially working on negotiations and one terrorist organization does not benefit from the two enemies uniting. The best way to combat this is through having a high level of trust amongst the two negotiating. What provocation does is that it helps convince moderates that their form of government is in need of a change. They achieve this by attacking and then utilizing the backlash as a form of sympathy. The best way of combatting against provocation is through planning strategies that have the smallest collateral damage possible. The reason for that is, if the terrorist organization has acted and a government responds in a harsh manner, the terrorist organization will have gained the peoples sympathy. If they can isolate the terrorist organization and simply harm them as opposed to innocent people as well, they have support of the very people they
