1.0 QUESTION = Plagiarism has become an issue of growing concern across universities in Malaysia and internationally. Discuss.

1.1 What is plagiarism?

Plagiarism means stealing another person’s works, ideas, research, language and thoughts and treated as one own original work. Plagiarism is originated from two Latin words; plagiaries which means an abductor and plagiary which means to steal. Plagiarism is a very serious issue especially for students across universities in Malaysia.

1.2 Types of plagiarism

There are many types of plagiarism and among them are full plagiarism, minimalistic plagiarism and self-plagiarism. Full plagiarism refers to the whole content of the author’s original work being copied and passed off without any changes made and used as own work. Minimalistic plagiarism is where the writers plagiarize someone else ideas, concept, thoughts and opinions using their own words and in a different is considered stealing the original author’s work and study. Finally, self-plagiarism is where writers use author’s original work partially or fully and rewrite the contents without proper referencing. The content found on many websites is the example of self-plagiarism from some of the writers.

1.3 Why students plagiarize?

Research has been done to find out the reason for students plagiarizing in their assignment, assessment and examination. Lack of research skills is one of the reasons why students plagiarize. Many undergraduate students do not know the method to search for information through library catalogue, databases for journal articles and also other relevant references. Besides the lack of research skills, students also have difficulties to differentiate and evaluate the quality and of information found from Internet sources. There is no controlling and filtering of databases found on the Internet. Anyone can post in their comments and study writing on the Internet and viewed by many readers throughout the world and some writers are also plagiarizing from the original author’s work as well!

1.4 The effect / consequences of plagiarism

As a result of the plagiarism committed by students whether intentionally or unintentionally, the faculty will take the necessary action against the students for their unethical action. The consequences and effects for the students depending on the types of plagiarism committed. The first step taken generally could be stern warning given to the students. Deducting of marks for the assignment can be one of the penalties put against the students, depending on the percentage of similarity checking overlapping with other students or original author’s work. The entire assignment may totally void and no marks given if the contents plagiarism found more than the requirement setting, such as more than 50% of similarity checking. The faculty shall reserve their rights not to allow the students to sit for the subject exam or course exam and more seriously expelled the students if they find the plagiarism cases is extremely heavily committed.

1.5 Prevention of plagiarism

Plagiarism is a very serious issue and needs to be handled carefully. There are tips and techniques to prevent plagiarism to occur or at least to minimise the case as much as possible. The faculty and tutors play their roles by providing guidance to the student on the correct format to write their own assignment using sources searched through online or library catalogues. A proper method of In-text Citations, Works Cited Page and the appropriate way to put quotation marks for some quotation made on the assignment to be shared among students. Students should also be exposed on the seriousness of plagiarism and the penalties that will be taken if anyone found involved. Students who involved in plagiarism should be warned and the necessary action to be taken against them. The penalty can served as a lesson for other students not to plagiarize.

1.6 Conclusion

To summarise, plagiarism is defined as stealing and using the ideas or words of the original author works as one’s own. This is a very unethical action for anyone involve be it for the purpose of studying or working, plagiarism is consider a very serious offence. We should respect the original author’s work and using them as reference, source or quotation is not wrong, but the method of citing the sources finding is utmost important. By recognising various types of plagiarism, the reasons why students plagiarize and highlighting the impact and consequences from plagiarism on the students can help to reduce and avoid the problem.

2.0 QUESTION = A goods and services tax (GST) has been proposed by the government to replace the sales and service tax which has been used in the country for several decades. Do you agree that this should be implemented?

2.1 What is GST?

GST stands for Goods and Services Tax. In 24 November 2009, Malaysia Prime Minister, Dato’ Sri Mohd Najib Tun Abdul Razak has announced the Bill relating to the proposal for introduction of GST. The proposed GST rate is 4% and is intended to replace the existing Sales Tax of 10% and the Service Tax of 5%. GST is a consumption tax based where it is imposed on goods and services at every production and distribution level in the supply chain including importation of goods and services. GST is divided into input tax and output tax. Input tax refers to tax incurred when Buyer makes a purchase and pays GST to its supplier. Whereas output tax is the GST tax that Supplier collected from its buyer on the goods and services they sold.

2.2 Elaboration on GST I do agree with the implementation of GST to replace Sales and Service Tax (SST) in the country. This is because the purpose for government to propose GST at the lower rate is to reduce the burden of the citizen and consumers especially for the lower income category. Implementation of GST is also another way to control the spending behavior of the consumers and encourage them to spend less on the non-essential items and save more. Furthermore, not all goods and services are subjected to GST.

There are three types of supplies for goods and services under GST tax; standard-rated supplies, zero-rated supplies and exempt supplies. Standard-rated supplies are the businesses that must charge 4% GST to their customers. Basic necessities and essential products and services are zero-rated supplies. Example of these supplies such as rice, sugar, cooking oil, flour and etc. Goods and services for export market are also categorised as zero-rated supplies. Finally, exempt supplies very similar to zero-rated supplies except that there will be no refund on the input tax paid to supplier.

I feel that the implementation of GST which rate set at 4% compare with the total SST of 15% incurred is a very obvious difference that can be seen from the perception of a consumer. Apart from this, it will benefit the lower income group in term of the money that they spent, for instance at a cafe where the SST can be charged from 5% to 15%. With the standard rate of 4% GST charged for selected goods and services, we as a consumer, can choose to spend base on three types of supplies under the GST tax. We can also find a lot of useful information from the website regarding to GST such as the benefit, the impact on both businesses and individual as well as the measurement taken by the government to assist the SMEs in the smooth transformation.

2.3 Conclusion

As a conclusion to this, I strongly agree that the imposition of GST should be implemented for the good sake of consumers especially those with lower income like myself. To my opinion, GST revenue collection is a way for the country to improve the economy and eventually generate high income nation. I am sure that the government will look into the way to reduce the impact of GST towards its people, business and also investor before final implementation executed.

4.4 Purpose

I am proposing to have bicycle lanes in our housing area due to the increasing number of children and other residents cycling around the area. The unavailability of bicycle lanes in this area had caused the bicyclists to cycle on the road together with other vehicles such as motorcycles, cars, vans and also lorries which is dangerous for the cyclists.

4.5 Problem

With more than two hundred of houses in our housing area, the residents especially children is increasing. So I would like to emphasize on the safety for our children and other residents during cycling which I have noticed quite some time. Cycling on the road instead on the bicycle lanes in our housing area is seen to be very dangerous especially for the children because most of them are not guarded by parents and they are less pre-caution towards the danger on the road. Parents and guardians are worry over the danger that their children may encounter.

The reason I am so concern on having to propose the bicycle lanes is because there are few cases of incident happened for the past few months in our housing area which most of the victims involve is bicyclist. One of the cases which happened last month, where Nicholas aged 11, son of Mr Cheah was knocked down by a car passed by when he was cycling with his friends in the evening. He suffered a quite serious injury on his leg and was admitted to the hospital. The driver was driving quite fast and Nicholas couldn’t avoid and lost his control. Fortunately, he is getting better now. The second incident happened just recently where Encik Ahmad’s daughter, Zuraini aged 8 encountered the similar incident like Nicholas. She was lucky because the driver was driving quite slowly and she got a fall from the bicycle and get minor injury on her elbow. Both driver was so sorry and regret on the accidents.

Furthermore, cycling is not only for leisure, but also as mode of transport for short journey for the residents. Therefore, we can see many bicyclists regardless of whether the children going to school or adults start their journey to work everyday early in the morning, which is still in dark. In addition to this, children especially like to cycle during the evening time after their school with their friends. In this situation, without the proper bicycle lanes, it is utmost dangerous for them to share the same road with other larger vehicles.

4.6 Solution

In order to avoid of any unwanted accident to occur again, having bicycle lanes in our housing area for the sake of safer place for children and other residents as well for cycling purpose is strongly recommended. Other than this, we can also promoting healthier lifestyles for our residents. More families can enjoy and feel the harmonious with their family members and establish a good relationship among neighborhood. Bicycles can also be considered as one of the mode of transport, thus, we can help to encourage the eco-environment and cut down pollution as much as possible because there is no carbon dioxide emission from this type of vehicle.

4.7 Conclusion

From the above issues raised out on the danger for bicyclists and the usefulness of building a bicycle lane, I strongly propose and would seek all our residents and Mr Kong as the Head of Community of Taman Pengkalan Utama to support and seconded my proposal on building a bicycle lane in our housing area, so that the children and other bicyclists can cycle without harm. 4.0 QUESTION = Write a brief explanation essay on how to get a driving license in Malaysia

5.8 What is driving license?

Driving license is an official document that states the person allowed to operate motorized vehicle on the road such as motorcycle, private car, van, lorry and bus. The official driving license will be issued once the student has passed the driving test set by the local road act requirement. There are few different categories of driving license, depending on the type of vehicles operate. In Malaysia, the driving license is in the form of laminated card with similar size of credit card attached with photo and other relevant information belongs to the recipient. The driving license is to be renewed on yearly basis or up to five years.

5.9 Requirement and Procedure to get a driving license

Under Jabatan Pengangkutan Jalan (JPJ) Malaysia requirement, Malaysians who have reached the age of sixteen years old can obtain B2 (motorcycle), seventeen years old for D (car) and twenty-one years old and above for E license (lorry). Before new drivers can officially obtain their driving license and move on the road, first, they need to attend a five hours road safety course which conducted by recognised driving institution. This course will be conducted in Malay version and the driving school will provide a booklet to study and prepare for written test. The test consists of forty-five multiple choice questions and need to score at least forty-one correct answers. This written test is compulsory to pass then only can proceed to practical lesson which is even more interesting. The student may have to sit for the written test again if they fail either for the first, second or even the third times.

After successfully passed the written test, next they will start with practical driving lessons and at least need to fulfill minimum of sixteen hours course. Normally, Kancil car will be used for the practical driving lessons, simply due to its small size and easy for new learners to control and drive. The practical lesson consists of slope climbing, side parking techniques and also three-point turn maneuvers. Eventually, after these three learning have been taught, the instructor will go on to show the students few test routes that is to be taken during the test conducted by JPJ instructors.

Students also need to undergo a Q.T.I or pre-test conducted internally by the Institute’s experienced personnel few days or weeks earlier before the JPL testers. This test is to ensure the students have achieved and met the standard of proficiencies for the relevant sections such as:-

* Part I = Slope / Parking / three point turn * Part II = Route Test

After completed the Q.T.I test, then the students are ready and prepared for the JPJ practical test driving.

Upon the practical test driving completed and get a pass from the JPJ instructor, next the students shall proceed to get a brand new driving license in the form of a laminated card. However, in the event if the students fail any of the above practical driving test conducted, then they need to apply and sit for the test again.

The three main types of research methods used in these studies are passive surveillance, clinic-based studies, and active case ascertainment. This article describes each of these methods, including their strengths and weaknesses, and summarizes the estimated prevalence of FAS produced by each of these approaches. The maternal risk factors associated with FAS and other alcohol-related anomalies include advanced maternal age, low socioeconomic status, frequent binge drinking, family and friends with drinking problems, and poor social and psychological indicators. Overall, the available literature points to a prevalence rate of FAS of 0.5 to 2 cases per 1,000 births in the United States during the 1980s and 1990s.
