...------------------------------------------------- MTA Announces Proposals for Fare Increases The Metropolitan Transportation Authority (MTA) has unveiled proposals that would increase fares and tolls to raise additional, vitally needed revenue to support the New York region's transportation system. The increases come during an era of successful and unprecedented MTA management actions to cut controllable expenses. In fact, the MTA will spend less in 2012 on its controllable costs than it did in 2011. Year-over-year controllable costs are lower by 0.3%. "Costs that the MTA does not exercise control over, namely those for debt service, pensions, energy, paratransit, and employee and retiree health care, continue to increase beyond the rate of inflation," said MTA Chairman and CEO Joseph J. Lhota. "We are grappling with long-term measures to reduce these frustrating and difficult non-discretionary expenses, but today, they are the drivers of the need for a fare and toll increase." The fare and toll proposals will be the subject of a geographically diverse, multi-platform public review process that starts today and lasts through mid-December. The proposals will be subject to modification after the public review process and will be considered for adoption by the MTA Board at its December 19 meeting. The case reading begins by explaining that a woman named Helen Palsgraf was awaiting a train on a station platform, when all of a sudden she noticed a man running toward a train that was leaving the station. The man who was attempting to board the train had a package in his hand. As the man leaped onto the train, a railroad guard on the train helped pull him aboard, while another railroad guard on the platform helped push him aboard. While all of this was occurring, the man happened to drop his package onto the railroad tracks, which then proceeded to explode. The explosion on the tracks caused scales on the platform to fall directly on Helen Palsgraf, causing physical injuries. There were no prior warnings that there were fireworks enclosed in the package. Palsgraf (the plaintiff) then decided to sue Long Island Railroad Company (the defendant) due to negligence. While the jury and the appellate court found that the railroad guards had been negligent, the railroad company appealed to New York’s highest state court (Clarkson, Miller, Cross 2014) In my opinion, the major question proposed in this case is “what constitutes negligence?”. Although Palsgraf claimed that the railroad guards were the proximate cause of her injuries, one may see this case differently. Currently, DART Rail has five major lines; The Red, Blue, Green, Orange Lines, as well as the Trinity Railway Express. The Red Line extends from Parker Road Station to the Westmoreland Station. The Blue Line goes from Downtown Rowlett Station to Ledbetter Station which is south of Dallas. The Green Line is from North Carrolton/Frankford Station to the Buckner Station. A passenger can also take the Orange line and reach DFW airport, hassle free, and avoid leaving their vehicle in an unattended, but very expensive parking lot. This building is covered with ivy which has variants of greens, browns and reds in contrast with the grey concrete. In front of me are also four different coloured bins for recycling. They are red, blue, green and yellow. To my right is another concrete building, known as the Leslie Social building. It has five stories. There are glass doors which make it accessible from the side. To my immediate right, there is a small, round, little hut which is a cafe known as Bananazen. On the outside of it there are various pictures of fresh fruit. There are also many green, six- seater tables outside of the cafe which are covered by large white umbrellas. Looking straight ahead and down there are multiple levels of grey concrete stairs leading down to the avenue. There are also more tables. Overhead there are many concrete beams connecting the two buildings. They are literally joined together. These are very angular and run diagonally across the buildings.
