A study done by the Insurance Institute for Highway Safety, conducted between 1992 and 1998, found that Arizona was by far the most dangerous state for red light-related deaths, with Phoenix, Mesa and Tucson being the first, third, and fourth most deadly metro areas in the U.S.

Consider the social costs of red-light running to Arizona as a whole. Statistics from the Arizona Department of Transportation and the Governor's Office of Highway Safety show that red light running in 2005 caused a total of 8,349 crashes in Arizona, which killed 80 people and injured 7,494 others. Below are some 2005 statistics from a few major cities in the state:

Lt. Patrick Hofmann, photo-enforcement manager for the Phoenix Police Department, said several factors go into locating the cameras: speed, number and seriousness of accidents, and fatalities.

Phoenix's Street Transportation Department has listed the 21 intersections that, from 2008 to 2010, had the most crashes that involved running red lights.

“Tucson is the fourth-worst city in the United States for light-running deaths and injuries,” said Dan Judkins, RN, UMC injury prevention coordinator. “Fatal red-light-running cases are far higher in Arizona than any other state. There are over 40 deaths a year in Arizona from this cause, with about five in Tucson.”

In 2010, the intersection at Broadway and Greenfield roads had 17 traffic incidents, while the intersection at Power and University roads had 24, according to ADOT traffic data.
The intersection at Signal Butte Road and the US 60 had about 10 critical or serious accidents in 2011, Mr. Sanderson said.
This intersection near Mesa Community College and Banner Medical Center is one of the busiest in the city.
Approximately 26,000,000 drivers pass through this intersection yearly

Although more than 15 states and 21 cities have banned the use of red light cameras, Chicago doesn’t seem like it will be one to budge. The documentary was well received by critics and won multiple awards, including an Academy Award for Best Documentary Feature. With such positive reception, it is important to examine what made this documentary so successful; its success can be broken down into two main components, method of delivery and subject matter.
