Reflective Account On Emergency Preparedness

Based on my crisis management / emergency preparedness expertise, I was assigned as the Supervisory Coordination Center Officer (SCCO). I was instrumental in the creation, implementation and start-up of the TSA Baton Rouge Coordination Center (BTR-CC). I attended the Airport Coordination Center Managers Training Course at the TSA Freedom Center. While there, I was able to tour the Transportation Security Operations Center (TSOC), Identification Verification Coordination center (IVCC), and the Critical Incident Management Group (CIMG) meeting areas. This gave me a strategic level view of the overall concept of operations (CONOPS) relative to emergency preparedness and incident response, within TSA.
Additionally, I was tasked by my FSD to tour several already operational airport coordination centers to get “boots on the ground” ideas of what was needed for our …show more content…
While there, I operated out of the Emergency Support Function ESF #1 – Transportation. The team I was assigned to coordinated the logistical support of transporting Critical Transport Needs (CTN) personnel out of the storm’s path, and returned them to their respective home of record when the storm area was deemed safe. I worked and liaised with the ESF # 13 – Public Safety and Security, i.e. Office of Law Enforcement/ Federal Air Marshal Service (OLE/FAMS), to provide security for the transportation modes that were utilized. Transportation utilized for these mass evacuations were flight operations and ground operations respectively. My team and I was a conduit of real-time, accurate information that was sent directly to FEMA Region VI, the (TSOC) and the (CIMG). When voice communication devices were non-operational, information was relayed via WebEOC and email correspondence. 100 % of all CTN personnel were accounted for and returned to their respective homes of

This paper discusses the multi-attribute aspects of such decision support, i.e. methods for supporting decisions when there are several conflicting objectives. Considerable progress has been made in application of these methods over the past 4 or 5 years. In particular, the decision-conferencing format has proved successful in helping senior decision makers understand and deal with the issues that arise in considering long-term countermeasures made. Within the RODOS project, a European initiative to build a decision support system for emergency response, multi-attribute value and utility techniques for short-term and medium-term countermeasures are being developed.
