1.0 Introduction
Android has emerged as a new mobile development platform, building on past successes while avoiding past failures of other platforms. Designed to empower mobile software developers to write innovative mobile applications, Android is open source platform, with no up-front fees, and developers enjoy many benefits over other competing platforms. Touted as an innovative and open platform, Android is being positioned to address the growing needs of the mobile marketplace. To understand what makes Android so compelling, we must examine how mobile software development has evolved over time.

2.1 Background of the Study
The Dominican College of Tarlac is located at Sto. Rosario St. Capas, Tarlac. The College of Computer Studies started its offer last June 2009 headed by Mrs. Carolina C. Sanchez. Course offered under College of Computer Studies are BSIT, Computer Programming, Computer Secretary, Computer Technician.
The instructors/professors under this department namely; Mr. Ronaldo Bayani, Mr. Renmark Salalila, Mr. Christopher Tulabut, Mr. Charlie Tullao, Ms. Raechel Ann D. Capiz & Mrs. Jane Diaz 2.2 Overview of the Current State of Technology 2.3.1 Policies and Procedures * Announcement of Events
CCS Instructors makes an announcement to students. * File Sharing
CCS Instructors distribute handouts to students. 2.3.2 Problems of the Current System * Not every student knows the announcements because some of them are absent. * Instructor sometimes suffering from printing and distributing the copies of handouts. 2.3.3 Solutions of the current System * The student who heard the announcement will tell to the one who didn’t know it. * Instructors sometimes assign some student to do printing and distributing of handouts.

2.3 Statement of the Problem 2.4.4 General Problem
How to Develop Mobile Application for College of Computer Studies of Dominican College of Tarlac that can send messages and document files through Android Phones via Wireless Fidelity (Wi-Fi). 2.4.5 Specific Problem 2.4.6.1 How to create and design a module that will help the teachers and students communicate with each other? 2.4.6.2 How to create and design a module that can share document files? 2.4.6.3 How to create and design a module that the instructors can announce an announcement to students? 2.4.6.4 How to develop and design a module that can create a group/group chat.

The proposed mobile application will be very significant to the CCS students of Dominican College of Tarlac because the proposed system will send or provide information like important announcements coming from their respected instructors, and fellow students. 2.6.10 CCS Instructors of Dominican College of Tarlac
The proposed mobile application will help the CCS instructors of Dominican College of Tarlac for announcements via group messaging. 2.6.11 Proponents
In this study the proponents will improve their knowledge in documenting data and programing skills. The proponents will learn the importance of communication and cooperation in their designated groups. This study will also serve as a preparation to the proponents in the future when they enter the real industry.

2.6.12 Future Researchers
This study will help the future researchers who will conduct the same study. This will serve as a reference for them to understand and get some idea on how to develop a Mobile Application.

The methodology that is suitable for the thesis work that has been done by the proponents in the Spiral Methodology because of its lifecycle like development process combining elements of both design and prototyping-in-stages, in an effort to combine advantages of top-down and bottom-up concepts. Finally, after several iterations, the system is completely finished, accurate and ready to implement.

3.8.14 Liaison
In this phase, the proponents prepared questionnaires for the actual. The proponents observed how the CCS instructors communicate the students and how they share their handouts. 3.8.15 Planning
In this phase, the proponents did some researches with some related topics within the internet such as Google and Wikipedia about the proposed system. The proponents also used books and different related reference books. 3.8.16 Risk Analysis
In this phase, the proponents analyzed all the possible problems that may arise anytime the system will be implemented. And the proponents also look forward for the solutions for these arising problems. 3.8.17 Engineering
In this phase, the proponents used Java for the system’s coding. The proponents also searched in the internet for the sample layouts. The proponents also reviewed the proposed system for an error-free, well-designed and functional system. 3.8.18 Construction and Release
In this phase, the proponents will start coding the system using Java and search for some images used for the layout. The proponents will use the proposed pictures or images. After the coding and layout, the proponents test the system if they reached the expectation and define all the deficiency of the system of enhancement. 3.8.19 System Evaluation
In this phase, after the proponents system’s presentation, the client will be evaluating the system. For the result of the evaluation, the proponents will be adjusting the system depending to the client’s suggestion and ideas. When the proponents have reached the requirements and satisfy the client. The system will be implemented as soon as the system will be permitted.

The proponents asked questions about the history of the department, how they communicate with the CCS students and how they share handouts. 3.9.21 Observation The proponents observe that the communication between instructors and students is done through announcing. This observation helps the proponents to create messaging apps that can help the department. 3.9.22 Internet Research The proponent visited several websites on the internet o make research regarding Mobile Apps Development, Android Apps and some supporting information the proponents need in creating the documentation. The use of the internet helped the proponents to gather information that will widen their knowledge in creating the apps and the documentation. 3.9.23 Questionnaires Questions were given to some instructors that will be answered. It met the needs of users and avoided the use of the Internet, a major obstacle for both patients and physicians. The use of common inexpensive hardware and the elimination of health care personnel to triage BP readings greatly reduced costs. The system developed during this project may also serve as a template for the tele-monitoring and tele-management of other physiologic parameters (eg, blood glucose, oxygen saturation, and body weight) and opens up a new approach to chronic disease management. The encouraging results of this pilot study provide a strong rationale for undertaking a long-term, randomized, clinical trial to determine whether this home BP tele-management system improves BP control in the community among patients with uncontrolled hypertension. 4.10.29 Mobile-based Technology for Monitoring & Evaluation

WeChat is a mobile text and voice messaging communication service developed by Tencent in China, first released in January 2011. The app is available on Android, iPhone, BlackBerry, Windows Phone, and Symbian platforms. Languages supported include traditional/simplified Chinese, English, Indonesian, Spanish, Portuguese, Turkish, Malay, Japanese, Korean, Polish, Italian, Thai, Vietnamese, Hindi and Russian. WeChat is supported on Wi-Fi, 2G, 3G, and 4G data networks.

WeChat provides multimedia communication with text messaging, hold-to-talk voice messaging, broadcast (one-to-many) messaging, photo/video sharing, location sharing, and contact information exchange. WeChat supports social networking via shared streaming content feeds and location-based social plug-ins ("Shake", "Look Around", and "Drift Bottle") to chat with and connect with local and international WeChat users. 4.11.31 LINE: Free Calls & Messaging
Line is a Japanese proprietary application for instant messaging on smartphones and PCs. Line users exchange text messages, graphics, video and audio media, make free VoIP calls, and hold free audio or video conferences. Line, launched in Japan in 2011, reached 100 million users within eighteen months and 200 million users only six months later. Line became Japan's largest social network in 2013; on 25 November 2013, it announced that it had 300 million registrants worldwide, of which 50 million users are within Japan.

Line was originally developed as a mobile application for Android and iOS smartphones. The service has since expanded to BlackBerry (August 2012), Nokia Asha (Asia and Oceania, March 2013), and Windows Phone (July 2013). The application also exists in versions for laptop and desktop computers using the Microsoft Windows and Mac OS platforms. 4.11.32 KakaoTalk
KakaoTalk is a free mobile messenger application for smartphones with free text and free call features. It is available on iOS, Android, Bada OS, BlackBerry, Windows Phone, and Personal Computer.

KakaoTalk provides free call and text-messaging services. In addition, users can share diverse content and information from photos, videos, voice messages, and URL links to contact information. Both one-on-one and group chats are available over Wi-Fi or 3G, and there are no limits to the number of friends who can join in group chat. One recent development is the addition of free group calls among users in a group chat. Furthermore, if someone doesn't want to call in group chats, he or she can push the "ignore" button.

5.13 Database Normalization
Database normalization is the process of organizing the fields and tables of a relational database to minimize redundancy and dependency. Normalization usually involves dividing large tables into smaller (and less redundant) tables and defining relationships between them. The objective is to isolate data so that additions, deletions, and modifications of a field can be made in just one table and then propagated through the rest of the database using the defined relationships. 5.14 Entity-Relationship Diagram
An ER model is an abstract way of describing a database. In the case of a relational database, which stores data in tables, some of the data in these tables point to data in other tables - for instance, your entry in the database could point to several entries for each of the phone numbers that are yours. The ER model would say that you are an entity, and each phone number is an entity, and the relationship between you and the phone numbers is 'has a phone number'. File sharing is the practice of distributing or providing access to digitally stored information, such as computer programs, multimedia (audio, images and video), documents or electronic books. It may be implemented through a variety of ways. Common methods of storage, transmission and dispersion include manual sharing utilizing removable media, centralized servers on computer networks, World Wide Web-based hyperlinked documents, and the use of distributed peer-to-peer networking.
