Introduction Bangladesh is a developing country, but the national calamity and political unrest sluggish the industrial growth as well as economic growth of the country. Inspite of all these hindrance the growth of leasing companies is a significant indication of our bright prospects. The traditional sources of funds of our country in the financial market are – the Commercial Banks, DFIs and the stock exchange. But these sources are not enough to effectively meet the growing demand of capital investments for industrialization of the country. And the backdrop of such scenario, leasing companies came forward in the 80s to serving as an alternative source of financing. Leasing is now a growing industry in many developing countries as well as Bangladesh. In spite of sluggish economic activities the growth of the leasing industry is significant. Lease is a contract between the owner and the user of assets for a certain time period during which the second party uses an asset in exchange of making periodic rental payments to the first party without purchasing it. Under lease financing, the lessee regularly pays the fixed lease rent over a period of time at the beginning or at the end of a month, 3 months, 6 months or a year. At the end of the lease contract the asset reverts to the real owner. Leasing is an important new method of financing. Non-Bank Financial Institutions (NBFIs) play a significant role in meeting the diverse lease financial need of various sectors of an economy and thus contribute to the economic development of the country as well as to the deepening of the country’s financial system. Lease firms play a role analogous to that of banks and other financial institutions, but act by buying and then leasing equipment to their clients rather than loaning money to buy it. There have been two principal reasons which contributed to the development of equipment leasing in the developed countries, namely: 1) The high rate of technological obsolescence of most of the industrial equipment which made “use of the equipment” through leasing a better proposition than ownership, and 2) The earning capacity of the equipment has primary importance to the psychological factor of ownership. (T. K. Pordder) Leasing in Bangladesh, like in many of its peer countries, owes its origin to the efforts of the International Finance Corporation (IFC), Washington. At the instance of IFC, the first leasing company in Bangladesh, Industrial Development Leasing Company of Bangladesh Ltd. (IDLC) was set up in 1984 and commenced its operations in 1986, with a 20% shareholding from Korea Development Leasing Corporation. For several years, IDLC remained the sole leasing company in Bangladesh. However, the real momentum began in the 1990s. In 1997, there were 15 leasing companies in the country. Besides, some of the banks and financial institutions also added leasing divisions to their existing operations. At present several leasing companies operating there business in Bangladesh,such as AIMS Of Bangladesh Limited, Bay Leasing and Investment Limited, GSP Finance Company (BD) Limited, International Leasing and Financial Services Ltd, National Housing Finance And Investments Ltd, Oru Private Ltd., Phoenix Leasing Company Ltd., Vanik Bangladesh Ltd., Abeeco Industries Ltd., Anudip Hire Purchase Co. Ltd, Uttara Finance and Investments Ltd, Phoenix Leasing Compant Ltd., Industrial Finance Ltd., MIDAS (Micro Industrial Deviopment Assistance Security), PROYOJONI, Islamic Trade and Commerce Ltd., Industrial Development Leasing Co. of Bangladesh Ltd. (IDLC), Phoenix Leasing Company Ltd., Pioneer Credit Co-operative Society Ltd., Arco Industries Ltd.

Statement of the Problems
This research proposal deals with two most important topics that is present condition of lease financing company in Bangladesh and availability of lease financing in Sylhet. In sylhet a few number of leasing company open their branch. availability of lease financing in Sylhet is low. I choose these topic for my research because I think it helps the user of lease finance to know about the present situation of lease financing company in Sylhet.
This research proposal attempts to emphasize the role of the leasing company in economic or financial sector of Sylhet and try to find out the prospects of leasing company in Sylhet as an alternative financier. There are two problems identified in the study 1. What are the contributions of leasing company in economic or financial sector of Sylhet? 2. What is the position of leasing company in financing necessary fund for various organization in Sylhet.
Methodology of the Study: This chapter describes the procedure with which the researcher is planning to conduct the study. It will begin with a description of the chosen research method followed by the selected research approach and strategy, and then it will proceed to present the research instrument which this study plans to use: the questionnaire. This section will also refer to the credibility of the dissertation's probable findings in terms of validity and reliability. Ethical issues that may arise in the course of doing this study will also be pointed out by the research methodology. Throughout the chapter, the researcher will attempt to justify the reasons for using such and such method, approach, strategy and instrument.
For conducting the research quantitative research methodology will be used. Descriptive research technique will be used for that purpose. Research will be descriptive because data will be collected from different sources and then it will be explained in details. Sources of data: There is very few research on the availability of lease financing in Sylhet. Data will be collected data from two source. These are: 1. Primary sources: The possible primary source of data will be the leasing companies in Sylhet. 2. Secondary sources: Secondary data collected from literature, from prior assignments and research reports, different books related to the research topic, different articles and journals to the related topic, from different Websites relating to the lease company of Bangladesh and others.

Sampling: The samples were selected on the basis of the characteristic required to answer the research questions. In Bangladesh a huge number of leasing company operate their business.but a few number of company open their branch in Sylhet. For research purpose we collect data from leasing company which operates in Sylhet.

Data Collection: To get dependable and error free standard data we will take primary data from relevant sources. . Data will be collected from both the primary and secondary sources. In case of primary data we will collect quantitative data. we will follow/use data that are totally survey based. Besides these, we also have taken external secondary data from relevant journal research paper, several report from published materials. Finally we will collect data from internal sources. The data collection process will fully structured. We formed open-ended and close-ended questionnaire for leasing companies. All data will collect by personal interview. Personal contacts will be used to gain a higher response. Analysis of Data : Once surveys are complete, data will be analyzed. We will collect data from primary and secondary sources. Data Analysis is the process of editing and reducing accumulated data to a manageable size, developing summaries, looking for patterns, and applying statistical techniques.After the collection of data, that will be analyzed by using the statistical tools depending on the nature of data and the requirements. For primary data we will tabulate the classified data. Analysis work after tabulation is generally based on the computation of various percentages. In the process of analysis, relationship or differences supporting or conflicting with original or new hypothesis should be subjected to test of significance to determine with what validity data can be said to indicate any conclusion. Where possible, the data will be verified from different sources. When data analysis will be completed, then decisions will be taken and recommendations will be given.

Justification of the Study:
The potential benefits of this project are numerous. The availability of lease financing in Sylhet and the competitive position of the company can be identified by the study. The research findings should identify the points of strengths and weaknesses of the leasing company in Sylhet. Lease is a major contributor in financing a company’s asset. Most importantly, lease is a potentially powerful and improved tool to provide finance. The main objective of this research is to conduct conclusive research to verify insights about the current position of leasing company in Sylhet. The final analysis should assist other researcher in determining the position of lease financing in Sylhet. In future researcher can use this research paper as a source of data for their study. This research will directly benefit the user of lease finance. The users of lease finance in Sylhet also gain information about the availability of lease financing and the present condition of leasing company in Sylhet.

Scope and Limitation of the Study:
Sylhet is a division of bright prospects. These prospects remain impossible due to lack of management of necessary resources and funds. No study has brought the clear picture of that sector. So we think it is a great scope for us makes a study in this sector. These study focuses as the problem, prospect of this sector which make inspire the people to come forward and constitute our total economy. We won’t say that our study and decisions we will make self-sufficient. That does not mean that there will be any dearth of professionalism and eagerness to reach to solution, rather it means that we have to face some obstacles. Those may be unavailability of data and the authority of the leasing company maintain the secrecy to disclose the information. Another possible constraint to the research is the refusal of the respondents to participate, as it is an uncontrollable factor. The researcher thus took measures to ensure the respondents that what they will put in the questionnaire will be treated confidentially and will be promptly destroyed after the form has served the purpose of the research. The credibility of the findings will depend mainly on the results of the questionnaire, and as the respondents will be asked to remain anonymous, the impartiality and objectivity of their answers will heighten. The author, however, does not guarantee one hundred percent validity and reliability, as subjective interpretations cannot be simply avoided.
