Individual Report Of Reservation

Reservtion in India is a form of affirmative action designed to improve the well-being of backward and under-represented communities defined primary by their ‘caste’ (quota-system based on ‘gender’ or ‘religion’). These are laws wherein the certain percentage of total available vacancies in educational institute or government jobs are set aside for people from backward communities and others like SC, ST, OBC are the primery beneficiaries of the reservation policy under the constitution.

Reservations per say has really failed to deliver the intended objective. Which is to uplift the down trodden and reduce the huge gap between the forward and the backward class . In the almost 60 years of its existence it has kind of consolidated a deep rooted belief amongst the scheduled caste that it is their right to get quotas and freebies and they need not have to make efforts to acquire skills to be competitive .There is quota in education and there is quota in jobs. The entire approach has been flawed .Mostly because the original well intentioned reservation policy thought out by the framers of the constitution was manipulated by later order politicians solely with the intention securing votes.None of the government machinery's has bothered to evaluate the extent to which benefits have percolated.Instead of creating more schools and educational institutions it went about reserving quotas.If the govt had provided a high class free education ,they need not have bothered about reserving jobs for the SC AND ST,the SC and ST would have been competing on equal terms .All said and done the reservation policy has tainted the SC and ST psychologically and they really do not feel confident and good about themselves that they rightfully belong where they have been pulled artificially.As the famous saying goes " If you teach a man how to fish you can save yourself the burden of feeding the fish to him all the time "

This system have mixed response in our country. The reservation system is implemented for diminishing the gap between Uppar and lower castes but it has also been criticized for discouraging a merit based system and encouraging vote bank policy.

Dr. Bhim Rao Ambedkar who created this system of reservation told it should prevail only 50 years of Independence
He demanded Independent Nation, not Reservations to 300 million Untouchable People in India in 4th August 1932 Round Table Conference (Communal Award). If the caste is the only ground for social backwardness how can giving job or education will remove social backwardness. As event in southern India the members of royal family, ruling classes, land lord and rich businessman are considerd to be backward by the government because of their cast. The people who is rich but he is in lower cast I think there is no need to reservation for them

BASIC NEEDS

The constitution guarantees the equality to all the citizen and the established a rule of non-discrimination by the state of any manner

DESIRE OUTCOME In many colleges many reservation seats remain unfilled where as the general candidates are not admitted, Who would like to be operated by an incompetent doctor got his degree because of reservation not because of his/her skill.

BENIFICIERIES

Enrolment in educational institutions and job placements are reserved based on a variety of criteria. The quota system sets aside a proportion of all possible positions for members of a specific group. Those not belonging to the designated communities can compete only for the remaining positions, while members of the designated communities can compete for all positions (reserved and open). For example, when 1 out of 10 clerical positions in railways are reserved for ex-servicemen, those who have served in the Army can compete both in the "General Category" as well as in the specific quota.

APPROACHES TAKEN BY THE GOVERNMENT

On the basis of caste certificates, large no of reserved category candidates have been able to secure emplyment in government establishment, PSUs, Banks, autonomus bodies etc,: secure admission to educational institutions; and get other facilities provided by the government to the members of scheduled castes. Scheduled Tribes and other Backward classes.

SUCCESS

Reservation are not For "Gareebi Uthaan Karyakram"it is Justice to all & representation from all. Who lacks the ability of representation (Economically, Socially and politically)will be supplemented through affirmative action

PROBLEM STATEMENT

Really the reservation system has worked, but not being implemented in true sense. So far many of the selection process for example recruitment of teachers in universities/Institutes is not transparent and discrimination take place easily in such selections. In every selection process there should be a well defined mechanism so that caste based or any other discrimination can be avoided. First make the system transparent and caste free than object the reservation system.
