Disaster Management

...Introduction Natural Hazard any natural event which has an adverse socio-economic impact on the human being. Alternatively, an extreme natural event, such as a cyclone, an earthquake or a flood, that is not caused by human beings. These are naturally occurring phenomena that only become hazardous due to the intervention of human infrastructure. The vulnerability of human infrastructure to destruction (risk) by a disaster is also an important factor in understanding natural hazards. The distribution and impact of natural hazards is unequal with greatest loss of life and property in the developing part of the world. This is not because of greater hazard frequency but simply because of greater vulnerability. Therefore, the people in the developing countries are at high risk than those of developed countries. Combining the risk factor the natural hazard can be defined as the probability of a change in the natural environment of a given magnitude occurring within specified time period in a given area while the associated risk is the consequent damage or loss of life, property and services. The frequency of major hazard appears to have increased since 1960 and the number of people killed each year has decreased at a rate of about 6% and the loss or property has also decreased steadily. This has taken place owing to increased awareness and better hazard management. The increase in the frequency of hazard can be assigned to such factors as better global news coverage, increasing population...

Role of Venture Capital in Bangldesh

...the deficiencies of the existing financial system in Bangladesh to cater to financing needs of SMEs or new potential entrepreneurs and a proposal has been given to develop the venture capital industry to meet financing and non-financing needs of SMEs. SMEs play a vital role within Bangladesh’s economy in terms of creation of industrial outputs and generation of employment. Even though they play a significant role they face problems in securing investment or manage finance to develop their ideas or to expand their existing business. It is not possible for Bangladesh to accelerate economic growth without catering to the financing needs of SMEs, Thus, the paper proposes the development of the venture capital industry as an additional financial intermediary to Cater to financing and non-financing needs of SMEs. The paper discusses available sources of finance for SMEs and the Constraints of these sources. There are basically three sources from which SMEs may receive finance. These are banks, non-government organizations (NGOs) and the capital market. Then, we discuss the advantages that venture capitalists have over banks in catering to the funding needs of SMEs. It is argued that venture capitalists perform the role of ‘active investors’ by way of offering both financial and non-financial commitment to the investee company, which is essential in a market characterized by a high level of uncertainties. The challenge is therefore to mobilise human and other resources towards that goal. 2. Economic Reform Programmes implemented by the Tanzanian Government have been based on the philosophy that Tanzania is committed to a market economy whereby the private sector will take the lead in creating incomes, employment and growth. On the other hand, the State will be a producer of public goods, play a regulatory role to level the playing field and create conducive environment for the private sector to take the lead in driving economic growth. This philosophy is evident in almost all policy statements made since 1986 and in particular after 1996. The private sector has started playing an ever- increasing role in creating incomes and employment. Small and Medium Enterprises (SMEs) account for a large share of the enterprises active in Tanzania. In fact Small and Medium Enterprises are the emerging private sector and do form the base for private sector-led growth. 3. SMEs, important as they are to the economy, have been facing a number of problems despite the on-going reform programmes. This is due to a number of factors, one of which is a persistent culture that has not recognised the value of entrepreneurial initiative in improving the lives of the people. Other factors include complex...
