Supply Management System

The first National supply management system set by the government back in 1970 was implemented “to address the unstable prices, uncertain supplies and fluctuating producer and processor revenues which were common in the 1950s and 1960s” (Canadian Dairy Commission , 2012). The concept of supply management started by farmers forming groups that wanted to work together to stabilize the market production output and prices in order to be more profitable. However, “their effectiveness was undermined by a lack of regulatory control over marketing that crossed provincial boundaries and national borders”. This led to government intervention and the National Marketing boards were developed to enforce regulations.
The first entity that created a formal supply system was the Canadian dairy commission. The supply management system was created to balance the supply and demand of products in order to avoid a surplus and consequently an economic loss for the Canadian milk industry. Supply management systems main purpose is to control and balance the national production levels to the domestic consumption by setting national production quotas, as well as, import and export quotas. This has changed over the last 40 years as additional industries have been enforcing the system.
Currently, the agricultural supply management controls the production and trade of the chicken, dairy, egg, and turkey industries. “These systems are controlled by national bodies and by provincial commodity marketing boards that have been delegated powers by federal and provincial governments” (Ontario ministry of agriculture and food, 2013). An example of these national bodies is the CMSMC Canadian Milk supply management committee; which is responsible for policy development and supervision of the provisions of the National Milk Marketing Plan. “It meets four times a year to
