Dear Mr. Richard Chambers,

RE: Complaint on misleading use of the name Institute of Internal Auditor (“IIA”)

Please excuse me to write this e-mail to you because I am not sure who from IIA is the most appropriate person to handle the captioned issue. Indeed, I think you may have interest to learn about my experience.

Being a reputable institution like IIA, many organizations would make “good use” of your name as to induce public to enroll their courses. I recently came across an experience which I would like to share with you and I appreciate to have your feedback about this matter.

My Complaint

I am working in legal and compliance field and planning to take the CIA® examination this year in Hong Kong. In August 2008, I read an advertisement in a newspaper (attachment 1), in which I learnt that University of Hong Kong, School of Professional and Continuing Education (“HKU SPACE”) offers a preparatory course for the CIA® examination, namely “Executive Diploma in Internal Audit (Professional Examination Preparatory Course for CIA®)” (“Programme”). After reading the advertisement and Programme brochure (attachment 2), I thought this Programme was jointly organized by IIA and HKU SPACE. Then I enrolled in the Programme in February 2009 for the objective to prepare the CIA® examination.

However, after attending the first lesson, I found the Programme was totally distorted as described in their marketing materials. The lecturer even confirmed to the class that the course materials are insufficient for the examination and he asked the students who wish to take the CIA® examination should also purchase the study notes from IIA. At that moment, I felt this Programme was a deception set up by HKU SPACE and IIA.

I therefore lodged a complaint to HKU SPACE. Subsequently, the Programme Director, Ms. Olivia Lui, accepted my
