This article discusses the best practices in school staff development in an attempt to change school management and discipline practices. It explains that changing school culture and replacing it with systems that supports youth development and minimizing punitive, ineffective responses to behavior problems in challenging, but not impossible. What stood out the most in this article was the section discussing how students who are removed from school experience an enormous difficulty reentering school. This is that it explains that these students fall behind academically in courser work; increasing their chances of dropping out of school. The article stated, “In one city, within a year of re-enrolling in high school, nearly two-thirds of the first-time ninth graders and over three-fourths of the repeat ninth graders who were incarcerated and returned to school will either withdraw or drop out of school. Therefore, this section in the article helps support the argument that suspensions and expulsions lead to more dropout rates rather than addressing behavioral issues. She explains how she came close to being one of the teachers who pushed students out of her classroom into the halls, leading them to the arms of the school dean which would eventually end in them being led into the streets. In order to control her students’ behaviors, she had students read an essay that related close with students’ realities. As a result, the students connected to the reading and engaged in the lesson due to the fact that the poem this teacher had her students read write a “forgiveness poem” expressing their feelings about absent fathers, dead grandparent, and to themselves etc. Overall, this activity was used in order to reach students and discuss the real reason as to why these students were not succeeding in school and uninterested in their schoolwork. Doing so made it easier to engage with students and control the learning

Delaware is one of the states where juvenile justice policies are extremely complicated and usually result in many people losing hope and giving up, meaning a higher recidivism rate amongst our youth. The purpose of this memorandum is to propose five changes the state of Delaware could make within its juvenile justice system that would benefit the juveniles, the law enforcement officials, and the public alike. One of the first changes Delaware can take to make their juvenile justice system stand out from other states is to remove the mandatory rules to charge some juveniles as adults. Currently, only four other states do not utilize mandatory rules for sentencing juveniles as adults (Trying Juveniles as Adults, 1998). This may seem like an easy way out for some juveniles who have committed more serious offenses, but it’s important to remember that these juveniles are, in fact, still juveniles. Further, it relates to all stages of the trafficking process: recruitment, transportation, transfer, harboring or receipt of person.
