Tuwing ika-apat na Lunes ng buwan ng Hulyo nagaganap ang SONA ng kasalukuyang pangulo ng ating bansa. Isa na namang makasaysayang pangyayari ang aking nasaksihan sa Bulwagan ng SEARCA noong ika-23 ng Hulyo, at ito nga ang ikatlong SONA ni P-Noy. Nabiyayaan din ako ng pagkakataong marinig ang saloobin ng iba’t ibang indibidwal na mula sa sektor ng edukasyon, agrikultura, at ekonomiya. Ihahayag ko sa papel na ito ang aking reaksyon sa inilahad ng ating pangulo hinggil sa kalagayan ng ating bayan. SO ano NA nga ba?

Tunay ngang napakapositibo ng dating ng SONA na ito – hindi lamang ang mga positibong pagbabagong naganap sa ating bansa sa kasalukuyan ang kanyang tinalakay kundi pati na rin ang mga positibong epekto ng kanyang pamamalakad sa ating hinaharap. Sinimulan niyang talakayin ang mga baluktot na pamamaraan ng nakaraang gobyerno at ang kanyang ginawang pagbabago sa mga ito – buti na lang at hindi niya ito gaanong pinagtuunan ng pansin.

Ang isa sa mga hangarin niya ay ang mawala ang katiwalian sa gobyerno na para sa akin ay isang napakahirap na gawin. Sa dinami-rami ng mga taong nagnanakaw sa kaban ng ating bayan, mahabang proseso ang pagdadaanan para lang mapatunayan na nagkasala ang isang opisyal kagaya na lamang ng dating punong mahistrado. Isa lamang siya sa napakadami pang iba. Datapwat mahirap mawala ang korupsyon, magandang simula ito sa ating pamahalaan. Pinakita lamang nito na hindi imposible na salungatin ang may kapangyarihan kapag sila ay may sala. Sana ay ipagpatuloy niya ang pagkiling sa tamang daan at huwag magpabulag sa kislap ng kaban.

Malaking parte ng SONA ang naituon sa pagsasabi ng mga pinagawang daan, paliparan, tren, terminal, at paaralan. Sa tingin ko ay hindi naman ito malaking isyu dahil ang mga nabanggit ay sabihin na nating tungkulin ng pamahalaan. Wala ng bago doon. Iyon ay parte lang ng mga dapat nilang gawin sa buwis na nagmumula sa mga manggagawang Pilipino.

Sinasabi din ang napakagandang takbo ng ekonomiya natin ngayon. Subalit papaano na lang ang mga lumalabas sa survey ngayon – mas madaming Pilipino ang nagsasabi na sila ay mas mahirap ngayon at mas nakararanas ng gutom. Ang pagpapatuloy ng Pantawid Pamilyang Pilipino Program ay hindi lang dapat pagbibigay ng pera sa mga mahihirap kundi dapat ay binibigyan sila ng trabaho para naman sa pangmatagalan ang epekto nito. Hindi naman kasi matatanggal ang kahirapan ng tao kung bibigyan mo lang siya ng pansamantalang solusyon.

Sa edukasyon, ang hangarin niyang makapaggawa ng 66,800 na klasrum ay matatapos daw bago matapos ang susunod na taon. Isama pa natin dito ang pagkakaroon ng bawat estudyante ng kanya-kanyang libro – tingnan na lang natin kung magkakaroon ng katotohanan ito bago matapos ang taon.

Nabanggit din niya ang Responsible Parenthood na may kinalaman sa RH Bill. Dahil sa pagsambit niya noon, lubos na lamang ang tuwa ng mga nagsisikap na maaprubahan ito dahil sa nalaman nilang sumasang-ayon dito ang pangulo. Kaya siguro hindi ito maaprubahan dahil sa ayaw pa din nilang kalabanin ang simbahan. Pero sana makita nila ang kabutihang dulot nito.

Isa pa ang Sin Tax Bill, maganda ito dahil madadagdagan ang badyet sa kalusugan sa pagtataas ng buwis sa mga bagay na nakasasama sa kalusugan. Malaking tulong din ito sa mga mahihirap na mamamayan dahil lalo silang mabibigyan ng pansin dahil may pondo para sa kanila. Madaragdagan din ang bilang ng miyembro ng PhilHealth na sinasabing 85% na. Sana pagkatapos ng kanyang termino ay makakabenepisyo na ang lahat dito. Maganda sa pandinig ang kanyang SONA sapagkat puro ito mga positibong pahayag sa kasalukuyang pamahalaan, subalit paano naman ang mga problema ng ating bansa? Hindi naman maaaring puro pagpapabango ng pangalan na lang ang kanyang ibinibida dahil hindi maikakaila na sa kabila ng kanyang mga sinasabing reporma ay sagana pa din sa problema ang ating bayan. Estado ng bansa ang kanyang dapat ipahayag, hindi lang dapat ang mga magagandang pangyayari. Hindi masamang maging positibo, pero mas husto ang pagtingin sa mga bagay-bagay ng may realistikong pananaw.
