Tech-N-Effect: Mendez Case Study
1. Identify information needed to conduct a thorough needs assessment.
In order to conduct a thorough needs assessment, the instructional design team will need to identify the stakeholders (students, teachers/staff, and parents) as well as the best way to collect information from all key stakeholders. In this case, creation of a hard-copy survey may be needed due to lack of Internet capabilities in the school, and unknown Internet access for the parents. Further information concerning currently available technology will be needed (number, type and capability of computer hardware and software, related infrastructure, and accessibility.) Lastly, it was noted in the case study that funding was believed to be imminent, however further exploration of funding may prove pivotal for effective instructional design and the resulting professional development to address available technologies.

2. Specify effective methods, instruments, and procedures for determining the technology needs of the teachers, students, and staff at Master Elementary. The analysis of technology needs in the Mendez case begins with a procedural analysis. According to the Morrison textbook, “a procedural analysis is an analysis of both observable and unobservable behaviors” (pg. 80). Our team, Tech-n-Effect, has developed the below procedural analysis and recommends a collaborative review by Julie Leung, the School Improvement Team, the District Technology Committee (DTC) and Antonio Mendez.
1. Survey teachers, staff, parents and students to determine:
a. Inquire with the DTC:
i. When funds will be available? (estimate timeframe) ii. What type of technology will be purchased and what support with the district provide? iii. What are others schools in the district doing with technology? iv. What standards exist that can help the school and teachers

However, the UNICEF State of the World’s Children Report 2011 acknowledges that the poor in many developing countries remain largely excluded from ICT and its benefits. This paper aims to address three issues. Firstly, identify ICT barriers in the literature from 2000 to 2011. Secondly, identify ICT barriers through empirical findings and thirdly, categorize these barriers into critical success factors. These aims are achieved by comparing the findings in the literature to our recent empirical results. Two methodologies are used in this study, namely, a systematic literature review and a case study; the empirical data for our case study was collected from The Gambia in autumn of 2012. The systematic literature review covers 1107 studies (2000-2011) published in the top five ranked ICT4D journals in terms of journal citation ranking. The paper identifies a total of 43 ICT barriers. Forty of them are common to both studies while the remaining three were revealed in the case study, namely, lack of Internet exchange points, micromanaging and invisible hands.
