The town has approximately 9,000 residents in it, but only a handful of employment opportunities for these residents to find work. Many employers lose their staff, since most are from the University. As a result, it has possibly added to the cause of the poverty rate increase in the town. As a Human Service Advocate and a resident of the town itself, I propose a Job Placement program to bring the economy of the town back up. The people of Commerce need a way to revive the town and bring the economy of their residents back up and out of poverty. In the 1980s, a soaring yen and falling dollar caused bottom line income problems for many Japanese companies. Some companies sought to offset the declining revenue with zaiteku, a form of speculative investment. While early activities generated profits in 1987, by 1991 Olympus recorded 2.1 billion losses in yen. Rumors circulated that by the late 1990s, losses had grown larger. Rather than come clean and admit the losses, management continued to ‘double down’ with riskier investments. Olympus created a tobashi scheme to shift losses off the Olympus balance sheet. The home-school phenomenon has proved to be a viable education option for parents who do not want to send their children to a public or private school. The reasons for wanting to home-school vary from parent-to-parent. Studies abound in comparing home-schooled student’s achievement to public school students with the general result that home-school students score higher on achievement test than public school students. Home-schooled consistently scored in the 82nd to 92nd percentile and the public school students scored in the 53rd – 71st percentile (Martin-Chang, Gould, & Meuse, 2011). However; are these studies comparing students from similar demographics such as economic status, region of residence, etc. or is there deep differences in demographics of the two populations which make the comparisons misleading? It has been studied and shown that a child’s socioeconomic status (SES) and overall demographics play a major factor in how well they score on academic achievement tests.
