FEMA’s Mission: Policy Directives for the Federal Emergency Management Agency
Summary
The Federal Emergency Management Agency (FEMA) assists states and localities overwhelmed by, or at risk from, disasters. FEMA also coordinates federal emergency management activities and planning for the continuity of government should national security be threatened. Since 1979 FEMA has administered a range of authorities that enable the agency to serve as the primary source of federal technical and financial assistance for emergency management. Among the types of aid provided through FEMA programs are grants and material to help disaster victims meet pressing needs such as food and shelter, education and training programs to improve the response capabilities of nonfederal officials, and mobile communications equipment. FEMA exercises little regulatory authority, but directives that underlie the agency’s mission authorize the agency to establish standards for reconstruction of buildings after a disaster declaration is issued, for the construction of federal buildings in earthquake-prone areas, and for the operation of first responder equipment. FEMA has responded to, and has helped communities prepare for, terrorist attacks in the United States. The Office of Homeland Security (OHS), established by President Bush subsequent to the attacks in 2001, has a similar, but more encompassing, mission related to disasters caused by terrorist actions. The DT 1350 plumbs the depths of the music, no problem. Then I compared the DT 1350 with a Beyerdynamic T 51P on-ear headphone. These two designs are obviously very similar, but the DT 1350's ear cups and ear pads are slightly larger. More important, how did they sound? The DT 1350 had more heft and body, and was a little clearer overall. With Arcade Fire's "Reflektor" album, the DT 1350 pulled way out in front, letting more music through. I was tapping my feet and bopping my head, the DT 1350 got to me. Still, I think the T 51 P's lighter bass balance might be preferred by some listeners. Black Death in England - 1348-1350 The Black Death reached England in 1348. Bristol was an important European port and city in England during the Medieval era. It is believed that Bristol was the place where the Black Death first started in England. The plague reached England during the summer months between June and August. The Back Death reached London by 1st November 1348. London was a crowded, bustling city with a population of around 70,000. The sanitation in London was poor and living conditions were filthy. The River brought more ships and infection to London which spread to the rest of England. The crowded, dirty living conditions of the English cities led to the rapid spread of the disease. Church records that the actual deaths in London were approximately 20,000.
