It reflects the situation as of November 2010. The first edition, published in The Economist’s The World in 2007, measured the state of democracy in September 2006 and the second edition covered the situation towards the end of 2008. The index provides a snapshot of the state of democracy worldwide for 165 independent states and two territories—this covers almost the entire population of the world and the vast majority of the world’s independent states (micro states are excluded). The Economist Intelligence Unit’s Index of Democracy is based on five categories: electoral process and pluralism; civil liberties; the functioning of government; political participation; and political culture. Countries are placed within one of four types of regimes: full democracies; flawed democracies; hybrid regimes; and authoritarian regimes. Free and fair elections and civil liberties are necessary conditions for democracy, but they are unlikely to be sufficient for a full and consolidated democracy if unaccompanied by transparent and at least minimally efficient government, sufficient political participation and a supportive democratic political culture. ...The Impact of Monetary Policy on Economic Growth and Inflation in Sri Lanka C.Amarasekara 1 Abstract Based on a vector autoregressive (VAR) framework and utilising both recursive and structural specifications, this study analyses the effects of interest rate, money growth and the movements in nominal exchange rate on real GDP growth and inflation in Sri Lanka for the period from 1978 to 2005. The results of the recursive VARs are broadly in line with the established empirical findings, especially when the interest rate is considered the monetary policy variable. Following a positive innovation in interest rate, GDP growth and inflation decrease while the exchange rate appreciates. When money growth and exchange rate are used as policy indicators, the impact on GDP growth contrasts with established findings. However, as expected, an exchange rate appreciation has an immediate impact on the reduction of inflation. Interest rate innovations are persistent, supporting the view that the monetary authority adjusts interest rates gradually, while innovations in money growth and exchange rate appreciation are not persistent. Several puzzling results emerge from the study: for most sub-samples, inflation does not decline following a contractionary policy shock; innovations to money growth raises the interest rate; when inflation does respond, it reacts to monetary innovations faster than GDP growth does; and exchange rate appreciations almost always lead to an increase in GDP growth. Siemers c October 2010 Abstract Using the KOF Index of Globalization and two indices of economic freedom, we empirically analyze whether globalization and economic liberalization affect governments’ respect for human rights using a panel of 106 countries over the 1981-2004 period. According to our results, physical integrity rights significantly and robustly increase with globalization and economic freedom, while empowerment rights are not robustly affected. Due to the lack of consensus about the appropriate level of empowerment rights as compared to the outright rejection of any violation of physical integrity rights, the global community is presumably less effective in promoting empowerment rights. During this period, the population growth rate (PGR) was 2.36 percent per year, which means the population doubling time will be within 29 years if the rate does not decline (NSO, 2001). Side by side with rapid population growth is poverty, which still grips about a third of the country's 15.3 million households (NSO, 2001a). This Country Report is timely in that it revisits the link between population/development and poverty, environment, and resources. The Report has two purposes. First, it intends to review the Philippine population/development situation, including issues of reproductive health and gender equity, from the perspective of goals affirmed in the Bali Declaration, the ICPD Program of Action and other related documents. The report's second purpose is to highlight priority population issues in the context of alleviating poverty and improving the quality of life of Filipinos. These resource-assets represent the country's heritage that is reflective of the region's identity. Promotions of socio-cultural resources for tourism purposes will require an extensive and meticulous evaluation because of the possible "over-exposures" that these cultural assets will have to withstand. Socio-cultural evaluation identifies the tourism potentials of these resource-assets with relevance to the environmental and cultural settings of the host communities.
