REVIEW OF RELATED LITERATURE

Poverty is one of the biggest problems in the Philippines and remains a big challenge to it. According to National Statistical Coordination Board Secretary General Jose Ramon G. Albert, the poverty incidence among population was estimated at 27.9 percent during the first semester of 2012, (NSCB 2012). Comparing this with the 2006 and 2009 first semester figures estimated at 28.8 percent and 28.6 percent, respectively, poverty remained unchanged as the computed differences are not statistically significant.
Latest official poverty thresholds show that poverty on Filipino family of five needed Php 5,458 to meet basic food needs every month and Php 7,821 to stay above the poverty threshold (basic food and non-food needs) every month. It only shows that the respective amounts of the food and poverty thresholds increased by 11.1 percent from the first semester of 2009 to the first half of the 2012 compared to the 26.0 percent increase between the first semesters of 2006-2009,(NSCB 2012). According to the report of National Statistical Board, poverty incidence among Filipino families estimated a rate of 22.3 percent during the first semester of 2012, and 23.4 percent and 22.9 percent during the same periods in 2006 and 2009.
Statistical data showed that poverty in the Philippines increases each year and due to this problem, the government developed the Pantawid Pamilyang Pilipino Program (4P’S) that has now become its flagship social assistance program to help the poor. Pantawid Pamilyang Pilipino Program is a Modified Conditional Cash Transfer for the poor families in the Philippines. ...Transfer Program in the Philippines: Pantawid Pamilyang Pilipino Maryjoy Mella, Floren Camille Osido and Lemarie Suing INTRODUCTION Dr. Virola (2011), Secretary General of the National Statistical Coordination Board, said in his presentation of the 2009 Official Poverty Statistics that a Filipino needed PhP 974 in 2009 to meet his or her monthly food needs and PhP 1,403 to stay out of poverty. In 2009, a family of five needed PhP 4, 869 monthly income to meet food needs and PhP 7, 017 to stay out of poverty. Results of the latest Social Weather Stations (SWS) survey also revealed that one in every five Filipino households, or an estimated 4.3 million families, experienced involuntary hunger in the third quarter of the year 2011 (http://newsinfo.inquirer.net/84129/more-filipinos-going-hungry-survey-shows). The Conditional Cash Transfer (CCT) programs serves as the government’s answers to the pressing issues regarding poverty. Calvo (2011) defines the CCT as programs that provide cash benefits to finance the basic needs and foster investment in human capital to extremely poor households. These benefits are conditioned on certain behaviors, usually related to investments in nutrition, health, and education. The emergence of CCT programs occurred during the late 1990s, with Mexico’s innovative Progresa (now Opurtunidades) program emerging as one of the earliest schemes in 1997. The evidences highlighting the effectiveness of Progresa motivated a rise in similar programs......

...Pantawid Pamilyang Pilipino Program Poverty is one major problem, not only our government, but everyone of us faces. It deprives people not only of safe water and adequate food, clothing and shelter, but also education and healthcare. It puts people’s life in danger and robs them of their future. Moreover, poverty takes away people’s right, their freedom, dignity and peace of mind. Certainly, in a country well governed, poverty is something to be disgraced of. In line with this, with thinking minds as the ‘raw’ materials, brainstorming as the process, they had come up with a useful product, the Pantawid Pamilyang Pilipino Program (4Ps’). This is one of the State’s anti-poverty initiatives under President Benigno Aquino III’s administration. Its objectives are to provide social assistance by giving cash assistance to poor families to lessen their basic needs and to develop social welfare by breaking the intergenerational poverty cycle through investments in human capital. However, the question we are all interested of is that, how useful and effective is this program in our country? According to the National Statistics Office (NSO) Cebu district officer Gil Melchor Rubia, the poverty incidence among population during the first semester of 2012 was estimated at 27.9 percent. She added that comparing this with the 2006 and 2009 first semester figures estimated at 28.8 percent and 28.6 percent, respectively, poverty remained unchanged. It is still a mystery of how......

...of the 4Ps”. First and foremost, let me state again the very essence of 4Ps (Pantawid Pamilyang Pilipino Program) of the government according to DSWD (Department of Social Welfare and Development) as the administrator of the said program -- 4Ps as a poverty reduction and social development strategy that provides conditional cash grants to extremely poor households to improve their health, nutrition, and education particularly in children. Conditional (as highlighted) in a sense that the government will do its job by giving financial assistance to its people and on the other half, the people (especially parents) also have to do their part by ensuring and improving the health and well-being of the young one’s. This helps the government to invest in human capital, which is the ability to perform labor so as to produce economic value. The Prime Minister of the government side stated that “we should stop the implementation of 4ps because it develops a culture of laziness and dependency of the people to the government”, and I fail to agree with this inaccurate statement because the 4Ps beneficiaries were also introduced into livelihood programs also known as SEA-K (Self Employment Assistance – Kaunlaran). And I can give you one of some success stories about this program to support the fact that I had given. Here is this woman named Maribel Baccay, a mother of six, from Paracelis, Mt. Province. As one of the first batch of beneficiaries of the Pantawid Pamilyang Pilipino......

The Pantawid Pamilyang Pilipino Program to Empowerment

...National Statistical Coordination Board, 27.9 Million Filipinos or one-third (l/3) ofthe entire population are poor. To address this problem the Department of Social Welfare and Development (DSWD) together implemented a Conditional Cash Transfer Program known as Pantawid Pamilyang Pilipino Program (4Ps) inspired by the successes of similar programs in Latin American countries such as Bolsa Familia in Brazil, Familias en Accion in Colombia and OPORTUNIDADES in Mexico. The Pantawid Pamilyang Pilipino Program (4Ps) is more than a welfare program; it addresses structural inequities in society and promotes human capital development of the poor, thus, breaking the intergenerational cycle of poverty. The conditions attached to the grants require parents to undergo trainings on responsible parenthood, have their children undergo health check-ups and ensure school attendance. The program ensures that there is sufficient resource for the health, nutrition and education of children aged 0-14 year old. An initial study on the pilot areas of the program shows promising results. In Esperanza and Sibagat, Agusan del Sur for example, two of the pilot areas of the 4Ps elementary school enrollment has increased by fifteen percent (15%).Children covered by 4Ps have higher attendance compared to the general...

...STUDENT Chapter 1 INTRODUCTION The Pantawid Pamilyang Pilipino Program (4Ps) is a human development measure of the national government that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education of children aged 0-18. It is patterned after the conditional cash transfer (CCT) schemes in Latin American and African countries, which have lifted millions of people around the world from poverty. The Department of Social Welfare and Development (DSWD) is the lead government agency of the 4Ps. The 4Ps has dual objectives as the flagship poverty alleviation program of the Aquino administration: *social assistance, giving monetary support to extremely poor families to respond to their immediate needs; and *social development, breaking the intergenerational poverty cycle by investing in the health and education of poor children through programs such as: -health check-ups for pregnant women and children aged 0 to 5; -deworming of schoolchildren aged 6 to 14; -enrollment of children in daycare, elementary, and secondary schools; and -family development sessions. The 4Ps also helps the Philippine government fulfill its commitment to the Millennium Development Goals (MDGs)—specifically in eradicating extreme poverty and hunger, in achieving universal primary education, in promoting gender equality, in reducing child mortality, and in improving maternal health care. The 4Ps operates in all the 17 regions in the......

Pantawid Pamilyang Pilipino Program 2

...Abstract When the Pantawid Pamilyang Pilipino Program was designed, the government publicly promised to limit to five years the giving of the education and health grants. This five-year limit is almost over for the first set of beneficiaries by 2013. The natural policy question then is: Would it be wise to keep the promise or would an extension be better? This paper presents five arguments and evidence why the extension of the program is better than keeping the promise to limit it to five years. The five arguments include: (a) the problems that the Pantawid had been designed to address continue to be high priority issues; (b) Pantawid remains credible as an effective and valuable instrument for poverty alleviation in the short run and for reducing the transmission of intergenerational poverty in the long run; (c) the extension could provide great opportunities to produce a much greater positive impact on the welfare of the poor; (d) the extension could buy much-needed time for developing and implementing an adequate and workable transition promotion strategy to help beneficiaries outgrow their need for CCT assistance and, therefore, facilitate its termination; and (e) secondary education enrollment and completion produces high returns in terms of increased earning and is achievable with a moderate amount of subsidy. The paper ends with cautionary notes including articulating that Pantawid remains a bridging program; the need for a careful study to ensure affordability and......
