-David Allen Turpin, 57, and Louise Anna Turpin, 49 are both be charged with nine counts of torture and ten counts of child neglect in Perris California. The two parents of 13 children were reported to police by their 17 year old daughter. When Riverside County Sheriff's Department arrived, they discovered 12 children, ranging from two to twenty nine year in age, were in horrible conditions, several of them where shackled to their beds with padlocks attached. Mr. and Mrs. Turpin were not able to give a clear explanation of why their children where in the conditions they were, except that they had financial problems.
