...YOUNG PUBLIC LEADERS ARE USUALLY LESS Young Public Leaders Are Usually less Effective Joseph Brown Strayer University of Woodbridge, Virginia Prof. Amanda Hodnett The Leadership Experience (PAD515) April 16, 2012 At my work with various experience non college workers and others, a repeated debate raised with the theme “Young College Leaders Are Ineffective”. With researches, written articles and personal experience there is no doubt that “Young leaders are usually less effective because they have so little experience”. Matter of fact, it’s uncommon for us as older leaders to view younger leader as less effective than expected. From what my team had previously experienced before taking over as an administrator can clearly show that young leaders’ focus on leadership success rather than effectiveness. Besides being in the army over ten years my current position as an administrator allows me to serve in a capacity as a leader over 300 workers, which includes competent and incompetent workers therefore my experience can serve as a base for my agreement. The three sources from the public sphere that indicate that young public leaders are usually less effective because they have so little experience are: the United States Department of Defense Instruction No. 1320.14 (Powers 2012), which requires all Unites States military officers to meet the time in grade before any promotion consideration to the next grade can be made. Second is the US Army Regulation: AR 135 – 155...

...TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards." With the rapid global development of science, technology, economic, as well as political, the efficiency has been a crucial part of the common issue which aroused public concern. In my perspective, the author's assertion that to be an effective leader, a public official must maintain the highest ethical and moral standards, to some degree is reasonable, however, this request, superficially, is not the necessary to evaluate the efficiency of a public official. Since, depending on various certain situation, some other additional factors and charters, such as tenacity, fedelity, humility and social deftness, should also be emphasized. To begin with, to maintain a relative high level of moral and ethical standard could be an essential character for an effective leader. Public leaders are always respected and made as an examples by the civilians due to their influence whose none in the country could overtake, meanwhile, the high standards of moral and ethical would foster a widely accepted and health social value. This influence, in turn, will cause the society more productive and effective. For example, the Nazi leader--- Hitler, a extremely Nazism, sparked the WWII, which is regarded as the guilty of human being. Although he had a impressive speech, on one will agree that he is an effective and democratic leader or a patriot to German. His loss is not only...

...Public Leadership “Management is doing things right; leadership is doing the right things” is a famous quote from Peter Drucker (Psychology Today, 2002-2013). According to Rushaw, author of Leading Public Organization: An Interactive Approach, defines leadership “as an interactive relationship involving power and influence to secure goals and achieve satisfactory reward” (p. 14). A key objective of public leadership is to influence the behaviors of the followers by the leaders to aid in achieving goals. The nature of influence determines the form of power in public leadership, that refers to the ability of a leader to influence others. There are three main sources of power at the expense of the leader to enhance organizational productivity and efficiency; they are legitimate, referent, and expert forms of power. It is as important in knowing and understanding the difference between the private and public sector organizations as it is to know and understand the privacy laws. The privacy laws varies depending on the legislation that an organization is governed under. Leadership in Public Sector According to Rusaw (2001), “the nature of public leaderships is defined by the constitutional basis of his or her work. Public service is chartered by legislation, meaning that the content, scope, and relationship of work is related not to enterprise, but to the authority of law” (p. 2). A public sector organization is an organization owned and operated by the local, state, and...

...success of an organization. In recent years, a few companies has collapsed such as Lehman Brothers as a result of unethical behavior which caused harm to thousands of employees, forced the government to apply new strict regulations as well as losing customers confidence investing in financial industry. Cases like these proves that without ethical leadership, the tendency of negative influences to appear within the employees of the organization will generate trust issues among peers and lack of faith in the leadership of the leaders of the organization which will result in unproductive and inefficiency in the organization. Ethical leadership is defined as the process of influencing people through principles, values and beliefs of something that we believe as the right behavior. The practice of ethical leadership is increasingly popular in every modern organizations nowadays even though its started gaining momentum in the early 20th century when leaders realized the relation of ethical practices and decision making contributes to efficiency and business profitability. ...Public leaders have to be persuasive and influential. They must have the ability to persuade constituents. Public leaders must also have a vision that is realistic. Rusaw states, “Leadership is Leadership is a process of envisioning the best outcome of a project, and crystallizing that vision into reality (2001). Leaders must assure constituents their intentions are pure and not devious or self-gratifying or motivating. Leaders are required to show interest in current issues that affect the public. President Obama did this by implementing the healthcare reform. He captured the attention of many citizens in the United States by addressing that insurance companies are too powerful, proposing the reform, imagining the end result, and implementing the solution. As a result, constituents are influenced by the possibilities of the healthcare reform. The following will be addressed: the various forms of persuasive leadership, ways leaders persuade and facilitate, and the way a leader is most persuasive and/or effective. Persuasive Forms of Leadership Trust is critical in public leadership; especially when there is a necessity for change. Constituents need to be assured that a leader can deliver on his or her promises. If a constituent distrusts or doubts a leader then the leader loses power and the constituents will cause problems for the public leader. Trust is a good way to build relationships, and when public leaders gain trust of constituents they both gain mutual satisfaction...

...among leaders and followers who intend real changes and outcomes that reflect their shared purposes (pg. 5). According to Dr. Brooks (2008), he suggested that the overall outcome of effective public leadership is the creation and demonstration of public value. Based on these definitions, one argues and disagrees with the ideal that “Young public leaders are usually less effective because they have so little experience”; due to the fact, both definitions does not mention experience. Young public leaders may not have more experience than others, but one advocates that young public leaders are usually more effective in leadership due to the more increasing enthusiasm and passion the leader may have inside him/herself and to the public; not yet understanding the norm of this place we live, which is “society”. One opposes this view that “Young public leaders are usually less effective because they have so little experience”, due to which public sphere they interact in. The definition of the public sphere is a metaphorical term used to describe the virtual space where people can interact. The World Wide Web, for example, is not actually a web; cyberspace is not a space; and so with the public sphere. It's the virtual space where the citizens of a country exchange ideas and discuss issues, in order to reach agreement about 'matters of general interest' ([Jurgen] Habermas, 1997: 105) Other examples of this ideal is social/work organizations such as the police force and public school...

...Leadership Training In Public Administration Mr. Khalid abdulaziz Introduction As leaderships training is one of the significant parts in each organization and it is one of the reasons to enhance the organization, this essay will discuses the two types of leadership and how they affect the organization. In Addition, this essay will take in consideration the organization structure and its culture. The main concern of this essay the relation between the leaders and their followers and how it is improved through leadership training. Background information In the recent years, many nations have seen a paradigm shift in public administration. This shift to a new paradigm is often referred to as new public management (NPM). In essence, NPM is based on two philosophies: economic rationalism and managerialism. In Australia, the implementation of reforms in public services have become more efficient, effective and economical (James 2005). This can be further enhanced when a market-oriented approach will be taken in public policies and with the introduction of business methods and practices in public sector management. Public sector management can be developed because of leadership training for organizational change. The ability to lead is not always acquired naturally. It is not always apparent and is not found in the behavior and personality of the individual. Proper education and training can draw the leadership ability and help it become...

The said approach can help leaders of eBay be sensitive to the continuing changes in the company. To be effective organization, public sector must manage environmental uncertainty in a way that will work in the nature of the company. There are a lot of environmental factors that results to the uncertainty of the organization. One big factor is the socio-cultural dimension of MMDA. We all know that Filipinos have unique norms, customs and values especially in Metro Manila. This presents a lot of uncertainties because you’ll never know how things would go in a city like Manila. The demographics are different in many places in Manila. There are places that are well-developed which MMDA should maintain. There are also places that are poor and disorder. The problem with this is the fact that MMDA is having a hard time anticipating the result of what they implemented. Another factor affecting the uncertainty of public sector is the legal-political dimension. MMDA is an organization that is run by the government. Rules and regulations influence how MMDA regulate their own rules. This dimension affects the unpredictability of MMDA’s working environment because the...

...TM5563: Public Health Leadership and Crisis Management | The key challenges to providing leadership during public health crises.Assignment One | Samantha Leggett: SN 12494652 | 9/16/2011 | TM5563 Public Health Leadership and Crisis Management Assignment One Introduction This assignment will define leadership and explore the traits and qualities that are deemed to be inherent to effective leadership and an explanation given for why leadership matters in times of crisis. The key challenges to leadership in both sudden and expected crises will be explored and potential solutions to these key challenges offered. Examples will be provided throughout using recent public health crises to illustrate. Leadership can typically be defined by the traits, qualities and behaviours of a leader. It has also been described as a process with a shifting locus of control in which leaders are not seen as individuals in charge of followers but as members of a “community of practice” where everyone involved in the activity is assumed to play an active role in leadership. However, even with an advanced team, there is still a need for distinct leadership to enable the whole team to be optimally successful. 1-3 It would appear that there are a number of key traits that good leaders possess, however the literature provides little concrete agreement on a finite number of these: Kambil et al. (2009) found that leaders have five key traits: Curiosity; courage - in willingness to face uncertainty...

...Business Research Ethics November 26, 2012 RES/351 Within the public sector organizations, leaders are held accountable for their actions, and are held to a higher standard. The values that have been associated with ethics in the public sector are one that is independently explored. “In general, however, many of the values commonly associated with theories of leadership, such as transformational and transactional, can similarly be associated with ethical values ad expectations of public officials-potentially allowing for the incorporation of these ethical considerations into an integrated approach to public-sector leadership” (McDougal, No Year, p 1). Ethics is normally a part if an internal set of moral codes, based upon what society has deemed to be the norm. A public sector leader is under much scrutiny, and are frequently exposed and held to a higher standard. Due to this their ethical conduct they display must be one of idealized expectations. A public sector leader is always in the eye of the public and must meticulously conform to the ethical beliefs of society. The method in dealing eighth the ethical concerns of the public and also their ethical responsibility is a “promugulation of codes, policies, and other guidance standards” (McDougal, No Year, p 3). How do people maintain their moral self-images, even when they sometimes behave unethically? (Shu, 2012, p 6). Governor...
